Quantum Support Services has operated in the Gippsland region for over 30 years.During this time, the organisation has built a strong reputation leading familyviolence specialist services and homelessness programs.Quantum Support Services (Quantum) is a not-for-profit charitable support organisation, which means thatall funds are used to support the community in which it operates. Executive SummaryQuantum continues the expansion of its servicesdue to an increased need to deliver services relevantto community needs. As a result an additionalrestructure followed on from the introduction ofthe Governance Performance and Innovation Unitestablished in 2017-2018 by the Chief ExecutiveOfficer.Quantum has focused on it’s capacity to meetits strategic objectives, engage effectively withprogram participants, develop and extend keystakeholder engagement; and support employeesto meet Quantum’s vision to enhance the wellbeingof ganisation’s capacity as an advocacy agency. Thisgave voice to Gippslanders who required support. Astorytelling movement was fostered that includedqualitative narratives linking Quantum as a leader inhomelessness and family violence support services;and fostered community engagement initiatives.Quantum championed state and national campaignsincluding Homestretch which involves extendingfoster care to 21 years; and Everybody’s Homehighlighting the need for national and state socialhousing strategies with long term solutions forvulnerable community members.We now know that there has been a 37% increasein older people using homelessness services inVictoria since 2013; and the crucial role housingplays in victim - survivor safety. There are currently82,499 Victorians on a social housing wait list whichmeans housing women and children fleeing fromdomestic and family violence is problematic.Elizabeth Pearson as the Chief Executive Officercontinues a strong vision which includes workingtowards the implementation of the family wellbeingmodel of care, strengthening employee wellbeing;with a renewed focus on client, consumerparticipation and inclusion. Ongoing attentionto influencing work force and work place culture,behaviours and integration of service deliveryis still paramount in the long term vision of theCEO. Quantum continues to strengthen strategicpartnerships and engage in activities with multipleservices and community groups across Gippsland.During this period of change Quantum’s boardapproved the new logo and branding.The delivery of services to people experiencinghomelessness and or at risk of becoming homelessor experiencing housing stress continues to be apriority.Quantum continues to respond to women andchildren experiencing family violence. Familywelfare services are an integral part of Quantum’swork and this report highlights the work, casestudies and client stories, while providing dataagainst Department of Health and Human Serviceskey performance indicators.Roland Davies, Jayme Metcalfe and Elizabeth Pearson4

Chairperson’s ReportQuantum continues to reassess its goals andobjectives to remain agile and current in an everchanging landscape.Board membersThe Board has remained stable throughout the lastyear with its existing members – Roland Davies,Jane Burton, Craig Parker, Sarah Covington and KimMcFarlane. Quantum Board has been fortunate torecruit an additional Board Member, Ann Gribbenwho brings a wealth of knowledge and experience inthe philanthropic sector. I thank my fellow directorsfor their ongoing attendance and contributions togood governance.Ian Maxfield - ChairpersonThe past twelve months have seen significantdevelopment in the delivery of social servicesfunding since the 2016 Roadmap to Reform.The Victorian Government’s commitment toimplement all of the recommendations of theRoyal Commission into Family Violence has led tosignificant investment in support services. Quantumhas a continued commitment to training andprofessional development in order to deliver highquality care in line with the multiple reforms thatcontinue to reshape service delivery.Strategic DirectionsThe Board had previously endorsed a 2017-2019strategic plan, and in the 18-19 financial year electedto consolidate its strategies into an interim 2018-2019Strategic Plan. To this end, the Board approved aninternal re - alignment of its organisation’s structurethat guaranteed the organisation would continue tomeet its goals and objectives.The directors volunteer their time and expertiseto monthly Board meetings as well as Boardsub committees that have oversight of qualityand risk, finance, strategy and performance andremuneration.As a Board and organisation we undertake manyprograms and initiatives. We continue to workwith Executive to look at our future and what ourpriorities should be. The demand for social housingand housing support is growing and therefore acritical consideration in the homelessness supportsector; as well as the specialised family violenceservices that Quantum is known to deliver.As a Board we will continue to advocate toGovernment to ensure Quantum has the resourcesand infrastructure to manage its growth and meetdemand. The Board continues to provide cleardirection, financial accountability and strategic focusfor the organisation while managing risk. I wouldlike to thank the current Board and Executive fortheir commitment and leadership, and to Quantumemployees delivering a service throughoutGippsland.Ian Maxfield - ChairpersonIan is an active participant within his local community. As a former member of parliamentand ministerial adviser, Ian became active in the parliamentary Drugs and Crime Committee,Chaired the Cattle Grazing in the Alpine National Park Task Force and held the role ofsecretary of the Parliamentary Labor Party. Ian worked at the Mt Baw Baw Alpine Resort inhuman resource management and risk management. Ian has been involved with a numberof community organisations.6

The BoardKim McFarlane - DirectorKim has over eight years experience as a solicitor advocatein Gippsland. Kim brings an analytical mind and practicalexperience of advocating for others. Kim completed herBachelor of Arts (Politics and Policy Major) at Deakin Universityand a Bachelor of Laws and Masters in Global Business Lawfrom Latrobe University. Kim won the Law Institute of VictoriaPresident’s Award as the 2011 Rising Star.Jane Burton - DirectorJane provides over 30 years’ experience in both the private andpublic sectors in stakeholder engagement and relationshipmanagement, leadership and project management. Jane is aFellow of the Australian Institute of Energy and a Graduate of theAustralian Institute of Company Directors. A chartered chemistby qualification, Jane holds a Masters of Applied Science with anumber of published works. Jane enjoys the country lifestyle,particularly tending to her horses. A desire to contribute tothe community by ensuring appropriate support services areavailable, led her to a role on the Board.Roland Davies - DirectorRoland has over 35 years’ experience in the energy sector,leading the strategic development and pursuit of sustainablegrowth and diversification opportunities for a large powergenerator in the region. Roland is currently the Principal of aspecialist energy consultancy supporting companies to developprojects to leverage Victoria’s brown coal resources, with afocus on sustainability through innovation. Roland is a Fellow ofthe Institute of Energy, and Graduate of the Australian Instituteof Company Directors. Roland is passionate about Gippslandand all that it has to offer.7

Craig Parker - DirectorCraig is the General Manager Customer Service at SouthernRural Water based in Maffra having worked his way up fromstarting as a field officer. Craig acted as CEO with the EastGippsland Catchment Authority, adding a new perspective to hismanagement of water resources, enhancing his experience andknowledge further. Craig is a Fellow of the Australian Instituteof Company Directors. He has business qualifications from MtEliza Business School and the University of Queensland.Sarah Covington - DirectorSarah has nearly ten years of experience in various finance rolesand is passionate about helping businesses succeed. Havingstarted her career in Public Practice, Sarah has many yearsexperience advising clients on their business and taxation needs.After completing her CPA, Sarah made a change to the industryand focused on Management Reporting, Analysis, Budgetingand Forecasting. Sarah currently works in the banking industry.Anne Gribben - DirectorSince joining Quantum’s Board, Anne has strengthenedthe Board’s diversity by bringing extensive knowledge inphilanthropy and Business Development and is a valued memberof both the Finance and Audit and Strategy and PerformanceBoard subcommittees. Having worked in major AustralianUniversities in Philanthropy and Business Development, Anneis now presiding as one of three advisors on Philanthropy withMonash University as well as a Board Director. Anne served as aDirector of Eastern Health Foundation for four years and has leda number of projects and new initiatives; including innovativeresearch into ways we care for people in their final stages of life.8

GovernanceBoard SubcommitteesQuantum is an Incorporated Association andtherefore has reporting, governance and compliancerequirements in accordance with the AssociationsIncorporation Reform Act 2012 (Vic) and theAssociations Incorporation Reform Regulations2012 (Vic). In addition, Quantum is registered asa charity with the Australian Charities and NotFor-Profits Commission (ACNC) and, as such, isrequired to comply with the Australian Charitiesand Not-For-Profits Commission Act 2012 (Cth)and the associated regulations. Quantum reportsto both Consumer Affairs Victoria (CAV) and ACNC.The Board has four subcommittees each with itsown Terms of Reference. These committees are ledby a nominated board member. They are:Governance StructureThe Board of Directors comprises of people stronglycommitted to Quantum’s vision to enhance thewellbeing of Gippslanders; as well as our values ofRespect, Integrity and Empowerment.The Board voluntarily commit their time, energy,knowledge and skills to support Quantum’sExecutive to meet the demands of the growingsocial service sector.In addition to 10 Board meetings per annumincluding the Annual General Meeting, Boardmembers participate in four standing committees,providing expertise and advice outside of the BoardMeetings to Executive employees. Strategy and PerformanceQuality and RiskFinance and AuditRemunerationGovernance ReviewThe Board is conscious of its role as stewards toQuantum’s history, good name and assets; as wellas the important role they play in good governance.Therefore the Board committed to an annualevaluation process in 2018-2019 that set the benchmark for further evaluation in 2019-2020. The FinalGovernance Evaluation Report provided insightinto Quantum Governance knowledge and skillscompared to other organisations across sectors. Thisfinancial year an independent Governance Evaluatorcontinued to work with the Board on their annualBoard Review to ensure good governance continues.Our Executive TeamIn August 2018 a new structure was approved by theBoard. This structure extended Quantum’s expertiseto include three new streams in the Governance,Performance and Innovation Unit that was approvedin 2017-2018 financial year. Therefore the Managerof Finance and Administration and Manager People,Learning and Culture have joined the CEO andExecutive Director as the Executive ManagementTeam.
