Peninsula Corridor Electrification ProjectMonthly Progress Report1.0BACKGROUNDOver the last decade, Caltrain has experienced a substantial increase in ridership andanticipates further increases in ridership demand as the San Francisco Bay Area’spopulation grows. The Caltrain Modernization (CalMod) Program, scheduled to beimplemented by 2022, will electrify and upgrade the performance, operating efficiency,capacity, safety, and reliability of Caltrain’s commuter rail service.The PCEP is a key component of the CalMod Program and consists of convertingCaltrain from diesel-hauled to Electric Multiple Unit (EMU) trains for service between theSan Francisco Station (at the intersection of Fourth and King Streets in San Francisco)and the Tamien Station in San Jose. Caltrain will continue Gilroy service and supportexisting tenants.An electrified Caltrain will better address Peninsula commuters’ vision of environmentallyfriendly, fast and reliable service. Electrification will modernize Caltrain and make itpossible to increase service while offering several advantages in comparison withexisting diesel power use, including: Improved Train Performance, Increased Ridership Capacity and IncreasedService: Electrified trains can accelerate and decelerate more quickly than dieselpowered trains, allowing Caltrain to run more efficiently. In addition, because oftheir performance advantages, electrified trains will enable more frequent and/orfaster train service to more riders. Increased Revenue and Reduced Fuel Cost: An electrified Caltrain will increaseridership and fare revenues while decreasing fuel costs. Reduced Engine Noise Emanating from Trains: Noise from electrified trainengines is measurably less than noise from diesel train engines. Train horns willcontinue to be required at grade crossings, adhering to current safety regulations. Improved Regional Air Quality and Reduced Greenhouse Gas Emissions:Electrified trains will produce substantially less corridor air pollution compared withdiesel trains even when the indirect emissions from electrical power generation areincluded. Increased ridership will reduce automobile usage, resulting in additionalair quality benefits. In addition, the reduction of greenhouse gas emissions willimprove our regional air quality, and will also help meet the state’s emissionreduction goals.Background1-1March 31, 2021

This document provides information on the scope, cost, funding, schedule,and project implementation. Work along the Caltrain Electrification Corridor has beendivided into four work segments and respective work areas (WA) as shown in Figure 2-1.PCEP activities are described and summarized by segments and work areas.Figure 2-1 PCEP Work SegmentsExecutive Summary2-1March 31, 2021

Peninsula Corridor Electrification ProjectMonthly Progress ReportAnother successful signal cutover was completed at Control Point Franklin to Stockton.Installation of Overhead Catenary System (OCS) foundations began at the CentralizedEquipment Maintenance and Operations Facility (CEMOF) in March. The crewsinstalled a total of 92 foundations this month in Segment 2, between San Mateo andSouth San Francisco, and at CEMOF.Dynamic testing began on Train 1 in Pueblo, CO. Final inspections were conducted onTrain 2, and production continued on Trainsets 3-12. The ongoing Coronavirus Disease2019 (COVID-19) pandemic has further delayed Stadler’s expected delivery of theEMUs. PCEP’s own projection ofBBII’s productivity estimates the completion date to be in September, reflected in Figure 2-5. The monthly forecast is revised at theend of ongoing OCS foundation workshops, which are held to determine the level of effort necessary for each of the activities priorto foundation installation. The meetings are attended by project staff withparticipation by our funding partners in accordance with the Funding Partners OversightProtocol. A summary of funding partner meetings and invitees can be found inAppendix B.This section of the report provides a summary of the discussions and decisions made atthe meetings and a list of funding partners who attended the meetings.Electrification – Weekly Discipline-Specific MeetingsPurpose: To replace the previous weekly Engineering Meeting with three disciplinespecific meetings for the three major categories of work under the Electrification DesignBuild (DB) contract: Overhead Contact System (OCS) Foundation, Traction PowerFacilities (TPF), and Signals. Each meeting will focus on the status, resolution andtracking of Balfour Beatty Infrastructure, Inc. Peninsula Corridor Electrification ProjectMonthly Progress ReportPCEP Delivery Coordination Meeting – Bi-WeeklyPurpose: To facilitate high-level coordination and information sharing between crossfunctional groups regarding the status of the work for which they are responsible.Activity this MonthFunding Partners: SFCTA: Luis Zurinaga; MTC: Trish Stoops; CHSRA: Sharath MurthyThe Project Management Oversight Consultant (PMOC) monitoring visit occurredvirtually on March 23 and March 25. The Federal Transit Administration (FTA) QuarterlyUpdate is scheduled for April 26. In public outreach, a meeting was held in SanFrancisco to update the community on the upcoming PCEP work. A capitalimprovements grant program was passed and additional funding for PCEP is beingconsidered. A signals and communications cutover was successfully completed on theweekend of March 26, and the next two remaining cutovers in Segment 4 are scheduledto occur in early May and mid-June. The Limited Notice to Proceed (LNTP) for theScissor Lift Work Platforms was issued on February 25, and the Notice to Proceed(NTP) will be issued after the requirements of the LNTP are completed. The PCEPSecurity Plan was audited by the California Public Utilities Commission (CPUC) andthere were no findings. In EMU testing and manufacturing, Train 1 arrived at TTCI inPueblo on February 27 and Stadler is conducting internal tests. Train 2 is beingprepared for Heating, Ventilation, and Air Conditioning (HVAC) air flow tests in Salt LakeCity, UT. The final inspection of Trainset 2 has been completed and the open points arebeing finalized. Work at CEMOF is anticipated to be complete in April. In design-buildactivities, on-track foundations are complete in S2WA5, 4, and 3. Foundation installationat CEMOF is ongoing and scheduled to be complete by April 10. Mobilization to S2WA1and 2 will begin the week of April 12. The Supervisory Control and Data Acquisition(SCADA) Factory Acceptance Test (FAT) has started and is ongoing with no majorissues to report.Systems Integration Meeting – Bi-WeeklyPurpose: To discuss and resolve issues with inter-system interfaces and to identify andassign Action Item Owners for interface points that have yet to be addressed.Activity this MonthFunding Partners: CHSRA: Sharath MurthyBi-weekly PCEP System Integration meetings are held to monitor and determineappropriate resolution for systems integration issues. The Systems Integration Leadalso maintains contact with the EMU procurement team. The Traction Power SCADAteam also holds bi-weekly status meetings. Coordination with the EMU procurement,Positive Train Control (PTC) and Caltrain Capital Project managers responsible for othercapital projects on the corridor is ongoing. There is coordination with the TunnelModification Project, PG&E construction of the Interconnection to TPS-2, and theCEMOF upgrades as well. The Systems Integration meeting has been arranged to havea technical discussion of the interface issues to existing Caltrain legacy systemsfollowed by a shorter session with CalMod management for elevation of issuesidentified. A smaller “breakout” group is meeting to determine and track what testing andwith which resources will need to be coordinated among the various contracts andExecutive Summary2-6March 31, 2021

Work to define dependencies for completion ofSegment 4 (Intermediate Milestone #1) is ongoing with the Testing & Commissioningdiscussion. Work continues to develop a schedule fragnet for the achievement ofIntermediate Milestone #1. This group will report back to the System Integration meetinggroup with their findings.Master Program Schedule (MPS) Meeting – MonthlyPurpose: To review the status of the MPS and discuss the status of major milestones,critical and near-critical paths, upcoming Board review item
