INTRODUCTIONThis guide has been prepared as a source of information about services availablefrom the CSN Mail & Receiving Centers now known as Delivery Services.It explains topics such as office locations and hours, preparation of mailings andshipments, mail standards, classifications and types of services available as well asreceiving and delivery service procedures that relate to all types of incoming andoutgoing shipments.The mission of Delivery Services is to ensure that all incoming and outgoing mail andpackages are received, handled and delivered with accuracy and efficiency. Our focus is tomeet the needs and expectations of the college, individual departments, faculty, staffand students while implementing cost savings whenever possible.The more we know about your needs and concerns, the better we can assist you tofulfill them. SERVICES / HOURS OF OPERATIONCHARLESTON MAIL CENTERHours of operation are from 8 am to 5 pm (Monday through Friday)Incoming interdepartmental mail from the North Las Vegas Campus arrives daily Monday through Friday (excluding holidays)usually by 8 am. This mail is broken down, sorted and distributed no later than 10:30 am, at which time all outgoing mail is pickedup from each department. 1st Class Mail is delivered by the USPS daily between 12 pm and 5 pm. The CSN mail courier willreturn to the Charleston Campus with interoffice mail from other campuses and sites between 11 am.and 1 pm, at which time thecourier will pick up all the mail going back to North Las Vegas Campus as well as any outgoing 1st Class Mail, which will be takento the North Las Vegas Post Office that day. The second mail run is completed no later than 3:30 pm, at which time all outgoingmail is picked up again. Please make note that if you need any mail for same day delivery to Henderson, North Las Vegas, UNLVor satellite campuses, it must be in the drop box located outside the Charleston Mail Center before 7:30 am that day.NORTH LAS VEGAS MAIL CENTERHours of operation are from 8 am to 5 pm (Monday through Friday)The North Las Vegas Mail Center picks up incoming 1st Class Mail from the North Las Vegas Post Office every morning by10:30 am. This mail is broken down, sorted and distributed between 11 am to 12 pm daily, at which time all outgoing mail ispicked up from each department. All outgoing 1st Class Mail to the USPS is then metered. The CSN mail courier arrivesback to the North Las Vegas Campus no later than 2:30 pm, at which time the courier will take all metered andstamped 1st Class Mail to the North Las Vegas Post Office. All incoming interoffice mail is sorted and delivered no later than3:30 pm, at which time all outgoing mail is picked up again.Please make note that if you have any mail for same day delivery to Charleston, Henderson, UNLV or any of thesatellite campuses, it must be dropped off at the Mail Center before 7 am that day.HENDERSON MAIL CENTER & RECEIVINGHours of operation vary daily between the hours of 9:30 am to 12 pm (Monday through Friday)The Henderson mail run is part of the CSN courier route. The courier will bring mail and shipments from North Las Vegas,Charleston, UNLV and any satellite campus as well as the 1st Class Mail from the Henderson Post Office. After mail for theHenderson Campus is sorted, the courier will make one complete mail run. At this time all outgoing mail and mail fromthe blue mail box in the lobby of the Student Services Building will be collected. All mail going to Charleston and NorthLas Vegas will be delivered that afternoon. All metered and stamped 1st Class Mail will be brought back to the North LasVegas Campus to be processed and delivered to the North Las Vegas Post Office that afternoon.Please note that any mail you need to get to Charleston, North Las Vegas or the USPS needs to be in the bluemail box in the lobby of the Student Services Building before 10 am.CHARLESTON & NORTH LAS VEGAS RECEIVINGHours of operation are from 8 am to 4 pm (Monday through Friday)There are no set schedules as to when deliveries arrive to our receiving docks. Most deliveries are completed before 2pm. After shipments arrive, the staff inspects each shipment carefully, then prepares the shipments for delivery to theirintended departments. Should you need something expedited to your department, please contact one of ouroffices. Outgoing shipments should be coordinated with the Delivery Services office at your campus.The Delivery Services staff have the resources to find the most economical shipping prices for your needs.Please note that the Henderson Campus does not have a receiving dock nor a full time Delivery Services staff.All shipments intended for Henderson or the satellite campuses are received at the North Las Vegas receiving dock. Theseshipments are are inspected and prepared for delivery by Delivery Services staff to the Henderson and satellite campusesthe next business day. Any special needs for outgoing shipments at the Henderson or any of the satellite campuses shouldbe directed to the North Las Vegas Delivery Services locations.Please call the North Las Vegas Mail Center at 702-651-4356 if you need assistance from the courier. DAILY COURIER ROUTEThe North Las Vegas Mail Center provides courier service over a 110-mile route daily. PREPARATION OF OUTGOING MAILThe preparation of all mail pieces is the responsibility of each Department; i.e., addressing,packaging, special services and identifying the class of mail. The Mail Centers do not supply packing orwrapping supplies; however the following forms and supplies are available at each Mail Center: Express,Priority, and Federal Express envelopes, boxes, and labels, certified, return receipt,insured, signature and delivery confirmation forms.For tracking, accountability and security reasons, all official CSN mail, shipments, and personal mailmust bear a correct and full return address. Official CSN correspondence must reflect a department nameand sort code. Mail without a full return address will not be accepted by CSN Delivery Services. Thereturn address must be placed in the upper left hand corner with all return address information above the2 3/4” mark. The proper return address is:College of Southern NevadaDepartment NameCampus or CenterName – Sort CodeYour campus street addressYour campus city, NV ZipPlease separate your international mail and interoffice mail from regular 1st Class Mail to help inproper handling of your mail.TIPS TO REMEMBERIn order to get the best results from the USPS and to avoid delays we have listed some tips tofollow below: Type or print from computer the address in all upper case and avoid special fontso Try to avoid handwriting the address or if necessary, print as neatly as possible Maintain uniform left margin (flush left) Be sure characters are not too close together, and make sure address lines are parallel withbottom of envelope Omit all punctuation and other symbols Use the two letter abbreviation for the state (see page 5) Include the 4 in the zip whenever possible (this can be located using Google) Be sure that the suite, apartment, building, floor, room numbers are on or above the linewith the street address The line directly above the city, state and zip code is the delivery line. This is the line thatthe USPS uses to deliver mail, so if a recipient has a street address and a PO BOX, be surethat the actual delivery point is on the line directly above the city, state and zip White envelopes provide best legibilityThese guidelines are set by the USPS to enhance service of your mail. The Mail Centers offer assistancein mail preparation to eliminate excessive cost and encourage efficient handling of your mail pieces. If mailis improperly prepared, it may be delayed and/or returned to the originating department for correction.3

MAIL STANDARDSThe cost of each mailing varies with each classification. As of June 23, 2019, the USPS has changed theirrates. Updated rates of postage can be found at 123.pdf.A letter must be between the size of 3 1/2” x 5” and no more than 6 1/8” x 11 1/2”. It cannot have athickness of less than .007 inches or more than 1/4 of an inch. If it exceeds these measurements, it must bemetered at the parcel (package) rate. The flaps on a letter envelope should be at the top when lookingat the address. If the envelope(s) are not sealed, PLEASE RUBBER-BAND TOGETHER WITH FLAPS OPEN ANDNESTED INSIDE ONE ANOTHER.A flat is a mail piece that is larger than 6 1/8” x 11 ½” but less than 12” x 15”. It cannot have athickness more than 3/4 of an inch. If it exceeds this measurement, it must be metered at the parcel(package) rate. If a letter or flat does not bend easily, it has to be metered at the parcel (package) rate. Forflats, the flap should be on the right side of the envelope when looking at the address. The oneexception to this is when the flap is on the longest edge of the envelope. In that case, the flap should be at thetop when looking at the address. The department sending the mail piece must always seal flat size mail inorder to prevent items from falling out and getting lost in transit to the Mail Center. Envelopes that are12” X 15” or larger will be metered at the parcel (package) rate. Also, if a flat size envelope is addressedwith the short edge on the bottom while looking at the address, it will be metered at the parcel (package) rate.A post card must be larger than 3½” x 5” but smaller than 4¼” x 6” in size to qualify for the Postcard Rate.The address on the face of the envelope should be parallel with the longest edge of the mail piece andshould conform to the USPS specifications in ordered to be metered at the lesser rate.OVERSIZE/ UNDERWEIGHT MAILFirst-class, standard, and international letter class mail weighing one ounce or less is non-standard if itexceeds any of the following size limits: 11 1/2” in length6 1/8” in height1/4” in thicknessIts aspect ratio (length divided by height) does not fall between 1 to 1.3 and 1 to 2.5 inclusiveThere is an additional charge on each piece of mail that is found to be non-standard. In addition, pieceswhich are less than: 3 1/2” in height 5” in length .007” in thickness (thickness of a postcard)are not mailable in the USPS and are subject to return.ENCLOSURES6Non-mailable items include such things as paper clips, pens, metal pieces, pins, sand, or any materialthat may escape from the envelope or break open the envelope .

These items may jam and/or damage the mailing equipment and may also cause serious injury to theMail Center or USPS employees. If sharp items such as pins, pens, glass, or metal are mailed in a first-classsingle piece letter size envelope, they may be returned.Please use alternative mailingpackaging to mail the above mentioned. If you are mailing a piece in any size envelope that is bound by aspiral or has a spine like a book, please be sure that the spiral or spine side is on the bottom of the envelope.INTEROFFICEInteroffice mail consists of college-related material that is delivered to another department, campus oragency. This mail can be identified quickly by using the manila interoffice or interdepartmentalenvelopes. Ensure that all previous markings have been masked out completely for proper delivery. The MailCenters have extra interoffice envelopes available by request. Please do not use white envelopes as they caneasily be mistaken for USPS envelopes and may be posted, processed, and sent to the USPS, ending upbeing delayed or in a dead letter file at the USPS. Please help the Mail Center provide proper delivery ofinternal mail by using the required markings of a full name and mail sort code. If you do use white CSNenvelopes or plain white or manila envelopes to interoffice mail, please be sure to separate it from your 1stClass Mail. The mail sort code will help the Mail Center get the mail piece to the proper building anddepartmen
