OC ’OBER 4, 2011TO: STATE COUNTY AND CITY OFFICIALSNOTIFICATION OF PG&E’S APPLICATION FOR RECOVERY OF NATURAL DISASTERRELATED COSTS IN ELECTRIC RATES(A. tl-09-014: n September 2t, 20tt, Pacific Gas & Electric Company ("PG&E") filed Application No. 09tt-014 with the California Public Utilities Commission ("CPUC’), In which PG&E seeksauthorization to recover costs recorded in its Catastrophio Event Memorandum Account ("CEMA")that are associated with the following seven natural disasters: August 2q09 Fires, October2009Storm, January 2010 Earthquake, January 2010 Storms, November 2010 ’Storm, December 2010thru January 2011 Storms, and the March 2011 Storms (collectively, the "CEMA Events").PG&E estimates that electric revenues to cover these costs will increase by 32.44 million over a 1/ear pedod beginning January t, 20t3.Nhat Is CEMA and What Does It Do? CEMA stands for Catastrophic Event MemorandumAccount. State law allows public utilities to seek recovery of the incremental costs of: (1) restoringutility services to its customers; (2) repairing, replacing or restoring damaged utility factiifies; and(3) complying with government agency orders resuiflng from declared disasters. The CPUC requiresthat costs recorded In a ufility’s CEMA may be recovered in rates only after a request by the affectedutility, a demonstration of their reasonableness, and approval by the CPUC.What types of costs are included in PG&E’s Application?During the pedod from August 2009 through July 2011, PG&E Incurred over 225 mfllion In costsfrom the CEMA Events across Its service territory. However, consistent with CPUC requirements,PG&E is seeking recovery for damages incurred only in those counties that wera declared a state ofemergency, in its Appflcafion, PG&E requests authorization to recover 32.44 million in revenuerequirements associated with additional electdc distribution, hydro generation, and customer contactcenter operations costs incurred as a result of the CEMA Events.Does this mean rates will increase? Yes. If PG&E’s application i approved, it would result in achange of less than one percent in PG&E’s total annual revenue and a sflgh ’ increase to electricrates for bundled service customers (customers who receive electric generation as well astransmission and distribution service from PC&E) and for customers who purchase electricity fromother suppliers (direct access and community choice aggregation). We are pleased to provideyou with this project update.Calaveras Road - Traffic SafetyYou may have noticed an increase in traffic and activity along Calaveras Road south of Interstate680 to the Calaveras Dam site entrance. Safety is our top priority. Please note that speed limitsare 15 or 25 mph in construction zones, for construction vehicles as well as private cars.Calaveras Road - Scheduled Closures UpdateAs mentioned in previous letters, we have received permission from Alameda County totemporarily close Calaveras Road south of Geary to the Alameda/Santa Clara County Line fortwo separate periods. The first two-month road closure, initially planned for fall 2011, is nowplanned for early 2012. The second road closure is expected in late 2012 or early 2013 for aperiod of 18 months. Calaveras Road will remain open on weekends, but will be closed Mondaythrough Friday during these periods. Access to the Sunol Regional Wilderness will remain openfrom the north at all times and from both the north and south on weekends. Emergency vehicleswill have access to the road at all times. The roads will be swept clean of debris prior to weekendopenings.The reason for the closure is traffic safety. Although most of the materials for the new dam willcome from on-site, approximately 300,000 cubic yards of sand and gravel will need to beimported. It is not safe for these large trucks to share the narrow portions of Calaveras Road withprivate vehicles or cyclists. As soon as closure dates are confirmed, we will update our website.Calaveras Dam - Controlled DetonationThe contractor will be using controlled detonation to produce the hard rock required forconstruction of the dam. Additionally, to excavate the foundation of the dam, we may encounterrock that is too hard for our machinery, in which case we may also use controlled detonation.You may hear the detonation or feel minor vibrations from the activity. Calaveras Dam ReplacementHETCH HI TCHYWATER SYSTEMiMPROVEMENTServices of San FranciscoPublic Utilities CommissionPROGRAMma[yThe San Francisco Public Utilities Commission, operator of the Hetch Hetchy Regional Water System, is rebuildingCalaveras Dam, our largest local Bay Area drinking water reservoir. The existing earth fill dam is located near the activeCalaveras earthquake fault. We lowered water levels in the reservoir in response to seismic concerns in 2001. The projectwill construct a new dam equal in height next to the existing seismically-vulnerable dam so that the historic capacity of thereservoir can be restored. The new Calaveras Dam will be one of only a few major dams built in the State of California inthe last 30 years.The 416 million project breaks ground in September 2011. The Calaveras Dam Replacement Project is the largest projectamong the 81 projects of our 4.6B Water System Improvement Program. Project DetailsThe project consists of building a new zoned earth and rock fill dam immediately downstream of the existing dam. This work willrestore the Calaveras Reservoir to its historic capacity. The reservoir provides approximately half of the Hetch Hetchy RegionalWater System’s local Bay Area water storage. This storage is crucial to providing adequate water to our customers in times ofdrought and when Sierra Nevada resources are not available. The new dam will have a structural height of 220 feet, a crest length of 1,210 feet, and a width of 80 feet at the crest and1,180 feet at the base7 million cubic yards of excavation is required to construct the new dam. This is the equivalent of 1,200 football fieldsburied I yard deep. Approximately 3.5 million cubic yards will go into the construction of the new dam, including a buttressfill to stabilize an existing landslide The new spillway will be 1,550 feet long utilizing 40,000 cubic yards of concrete Upon completion, the Calaveras Reservoir will be restored to its historic storage capacity of 96,850 acre-feet (31 billiongallons) The new dam will allow us to release water into Alameda Creek in a manner that controls water temperatures and flowrates depending upon the life cycle needs of the fish. We will also install fish screens and a fish ladder at the Alameda CreekDiversion Dam to support the restoration of Steelhead to the Alameda Creek Watershed A new intake/outlet shaft tower will be constructed, consisting of a 20-foot diameter by 163 foot deep vertical shaft andthree new adit tunnels. This inlet/outlet structure will convey water to and from the reservoir through a 72-inch diametersteel lined tunnel and a 78 inch diameter pipeline downstreamAlthough 90 percent of the materials for the new dam will come from on-site borrow areas, approximately 300,000 cubic yardsof sands and gravels will need to be imported to the site for construction of the internal filters and drains within the zonedembankment dam.
