WELCOME TO EAST LOS ANGELES COLLEGEWelcome, students! I congratulate you on keeping your education a priority in theseunprecedented times. As you know, almost all of our classes are being taught virtually,using the Canvas Learning Management System. I know working from home can bechallenging. Our fine faculty, staff, and administrators, whether in academics, careerpreparation, or Student Services, are available to help you cope with your challenges.They are also working from home, and have experienced challenges themselves!Our campus may be closed for now, but East Los Angeles College is definitely openfor business. Financial Aid, Counseling, Admissions & Records, DSP&S, and all the otherservices are ready to assist you virtually. A good place to start is our Welcome and SupportResource Center, found at rtResource-Center. Student clubs are still active, as is your Associated Student Union.Your classes may require (virtual) group meetings (synchronous), or they maybe set up for you to do your work on your own schedule, or they may haveelements of both. I recommend you pay attention to the schedule listing, asit will state whether there are synchronous attendance requirements. Pleasestay as engaged as possible with your learning. Final exams for short-term classes shall be administered during the final two hours ofthe last class period. Every instructor is required to give a final examination following the schedule above. Deviations from the final exam schedule are notpermitted because of the potential conflict within students’ schedules. If students indicate that a conflict is occurring, instructors areadvised to contact their supervising dean immediately. Every student is required to take a final examination. Final examinations are held in the room in which the class is regularly scheduled. In case of a conflict, please consult your instructor.2

Spring 2021 Schedule of ClassesWITHDRAWING FROM A CLASS IS A SERIOUS DECISIONFROM NOW ON, A “W” COUNTS AS ANATTEMPT AND YOU ONLY GET THREEATTEMPTS AT ANY ONE COURSE.NEW STATEWIDEREGULATIONS ARE NOWIN EFFECT THAT CHANGETHE WAY STUDENTSSHOULD THINK ABOUTENROLLING IN, ANDTHEN WITHDRAWINGFROM CLASSES.AFTER THAT, THE STATE WON’T PAY THECOLLEGE FOR YOU TO TAKE THE COURSEAGAIN.WHAT THIS MEANS FOR ELAC STUDENTS If you stay in a course past the “no penalty” withdrawal date andthen drop it or are excluded, you receive a grade of “W” and youhave used up one of your three attempts. When you have made three attempts at a class, with any combination of W, D, or F grades, you will not be able to register forthe class again. You would have to try to take the class again ata college outside the Los Angeles Community College District. You may petition for one more try citing “extenuating circumstances;” however, for the most part the only extenuating circumstances that are allowed are military deployment or naturaldisaster. If your registration is blocked because of this rule, getting an addpermit will not help.Community colleges get most of their money from the statebased on enrollment. Your fees cover only a fraction of the cost.Each class you enroll in results in compensation to the collegefrom the state, and that is how the college stays open.In the past a student could withdraw from the same course up to4 times, and in addition repeat the course up to two times to try toimprove a grade of D or F. In other words, you could get a “W” in thesame course 4 times and complete the course up to three timesuntil attaining a grade of “C” or better.WHAT YOU SHOULD DO If you’re going to drop, drop before the deadline so you won’t geta “W”. Be sure you’re academically ready for classes you enroll in. See a counselor to help you make good decisions about youreducational plan.3

Spring 2021 Schedule of ClassesHOW TO APPLY AND REGISTERSTUDENT CATEGORIESThe faculty and staff are pleased that youchose East Los Angeles College to pursueyour higher education. We are committedto help you succeed in accomplishing eachphase of your educational program so youcan finish your studies in the shortest timepossible.This section explains how you can enroll intothe college, how you get your classes, andhow much you can expect to pay in fees aswell as the fee refund policies. In addition,this section explains the academic standards which the faculty and staff expectyou to achieve while you are a student atEast Los Angeles College.For application and registration purposes,all students fall into one of the three categories listed below. It is important that youunderstand the category which applies toyou.Category 1: NEW STUDENTS – if you havenever attended East Los Angeles College orany other Community College within the LosAngeles Community College District (knownas the LACCD).Category 2: RETURNING STUDENTS – if youattended East Los Angeles College or anyother Community College within the LACCDin the past, but did not attend the last twosemesters.Category 3: CONTINUING STUDENTS – if youattended East Los Angeles College duringthe past two (2) regular semesters.MATRICULATION PROCESSSTUDENT SUCCESS AND SUPPORT PROGRAMSenate Bill 1456 revised and renamedthe Matriculation Act of 1986 as the Seymour-Campbell Student Success Act of2012. Signed by Governor Brown on Septembermber 27, 2012, the program beganon January 1, 2013 and will be implementedthrough stages over a five-year period. TheStudent Success and Support Program supports the transition of new students into thecollege by providing services that promoteacademic achievement and successfulcompletion of degrees, transfer preparation, career technical education certificates,or career advancement.Effective Fall 2014, based on student responses to the East Los Angeles Collegeapplication for admission, students will beidentified as matriculating or non-matriculating. Students identified as matriculatingare referred to core matriculation services:assessment placement, orientation, andcounseling. Students must complete theassessment placement, orientation, andcounseling (abbreviated Student Educational Plan) prior to their priority registrationdate and time. Abbreviated Student Educational Plans (SEPs) are provided during thecounselor led new student in-person orientations. After registration and sometimeduring the semester, a comprehensive Student Educational Plan must be completedwithin a reasonable time period by makingan appointment to meet with a counselor. Nonmatriculating students are exemptfrom participating in the core matriculationservices, but are advised to access theseservices if they plan to pursue a degree orcertificate.LOSS OF ENROLLMENT PRIORITYStudents, with the exception of foster youthor former foster youth, will lose registrationpriority at the first available registration after they are placed on academic or progress probation, or any combination thereoffor two consecutive terms or have earnedone hundred (100) or more degree-applicable units in the District; however, non-degree applicable basic skills units do notcount towards the 100 units.APPEALING LOSS OF REGISTRATIONPRIORITYThe college has established a RegistrationPriority Appeals Committee to review requests from students appealing the loss ofenrollment priority. Petition to Appeal Lossof Enrollment Priority can be obtained atAdmissions and submitted by the deadline dates (see Class Schedule) along withsupporting documentation. A student mayappeal on one or more of the followinggrounds:a. The student has extenuating circumstances. Extenuating circumstances areverified cases of accidents, illnesses orother circumstances beyond the student’scontrol.b. The student applied for reasonable accommodation for a disability, but did notreceive it in a timely manner.c. The student has demonstrated significant academic improvement. Significantacademic improvement is defined asachieving no less than a 2.0 grade pointaverage in the prior term and completedmore than 50% of coursework.The College’s Registration Priority AppealsCommittee shall notify the student withinten (10) business days of its decision. Thedecision of the college Registration PriorityAppeals Committee shall be final.APPEALING LOSS OF FEE WEAVEREffective Fall 2016, students who are onacademic or progress probation for twoconsecutive semesters will also lose theirCalifornia College Promise Grant (CCPC)formerly known as BOG Fee Waiver. Students may also appeal to reinstate theirBOGW Fee Waiver through the “Loss of Enrollment Priority and/or CCPC Appeal” formavailable at Admissions. The appeal mustbe submitted by the appeal deadline (listed in class schedule) along with supportingdocuments. A student may appeal on oneor more of the following grounds.a. Student with disabilities who did notreceive proper accommodationb. Extenuating circumstancesc. Significant academic improvementd. Change in economic situation.e. Evidence student was unable to obtainessential support services.4f. Special consideration as a participantof CalWorks, EOPs, DSPS, and VeteranStudent.g. Have not enrolled at the college for twoconsecutive semesters (Fall/Spring) sincethe student became ineligible for California College Promise Grant (CCPC) formerly known as BOG Fee Waiver.The College Appeals Committee shall notifythe student of its decision.ADMISSIONSApply online at www.elac.edu. Submit officialhigh school transcripts and any previouscollege official transcripts to Admissions(Main Campus, E1-105 or South Gate Educational Center). Submit proof of residency.ASSESSMENT PLACEMENT PROCESSThe Assessment Placement Process at ELACconsists of computerized English & Math Assessment tests. The Assessment Check-InForm & Calendar is available in the Assessment Center and online at www.elac.edu.Admission applications must be submittedand processed prior
