CONFIDENTIALAVBGF-JBSUBJECT:12 August 1969Operational Report of the 97th Military Police Battalion for PeriodEnding 31 July 1969, RCS CSFOR-65 (RI)b. Operations.(i) Aviation Support:(a) Observation: The dispersion of subordinate units requires dedicatedaviation support for command and control purposes, visual route reconnaissanceand timely response for police and investigative assistance.(b) Evaluation: The distances and road conditions to isolated areaspreclude frequent visits for command and control purposes. A lone vehiclecannot travel to these isolated areas and must either be attached to one ofthe infrequent convoys travelling to the desired area or additional personneland vehicles organic to this unit must provide necessary security. The resultinguse of vehicles and personnel lessens the unit's ability to meet commitmentsof priority missions.(c) Recommendation: That one rotary wing aircraft (HUlD) be dedicateddaily for operational commitments of this battalion.(2) XM 706 Exhaust Deflector:(a) Observation: During range firing of the M-73 machinc guns mounted onthe XM-706 Armored Car, it was discovered that the guns could not be fired tothe rear when the guns were fully depressed because of an obstruction causedby the exhaust deflector.(b) Evaluation: The metal exhaust deflector which extends approximatelyfive inches above the hull of the car, and serves to deflect vehicle exhaustfumes upward, created the obstruction. Removal of the deflector, accomplishedby removing four bolts from the exhaust grillwork, eliminated the obstruction.Use of the vehicles with the deflectors removed has shown that there is nodanger of exhaust fumes being drawn into the crew compartment.(c) Recommendation: That metal exhaust deflectors be removed fromXM-706 Armored Cars.(3) XM-706 Armored Car Weapon Racks:(a) Observation:the M-16 rifle.Weapon racks in the XM-706 Armored Car will not accept(b) Evaluation: *Weapon racks located within the XM-706, except the singlerack located horizontally on the engine firewall next to the rear hatch, haveinsufficient clearance for the length of the M-16 rifle. The racks are designedfor M-1 carbines.(c) Recommendation: That crews of XM-706 Armored Cars be issued CAR-15rifles with collapsible stocks.7CONFIDENTIAL

(U) The Operational Report - Lessons Learned for the Quarterly'Period Ending 31 July 1969, for the 97th Military Police Battalion,APO 96312, is submitted.2. (U) This command considers the report adequate. Ono followingcomments refer to parts of the report as indicated:a. Section 2, paragraph b(l): Concur. The mission anddispersion of a military police battalion deployed in support of aland area in excess of 20,000 miles makes the dedicaticn ofappropriate (UHID) aircraft mandatory. This particular battalionprovides area military police support to the, southern portion of thelargest Corps Tactical Zone in South Vietnamnwith subordinate elementsdeployed at eight widely scattered locations. Dodicat3d air supportis absolutely essential to allow the commander And his staff theopportunity to effectively supervise operations.b. Section 2, paragraph b(2): Concur with the observation;noncur with the evaluation and recommendation concerned. The problemis not solved by removing parts from the vehicle, since the M-73machine guns, when fully depressed and pointed over the back of thevehicle, are aimed directly at the engine compartment itself.Development of either some sort of vertical stop, or installation ofa traversing bar or rack is recommended.c. Section 3, paragraph b(3): Concur. Manuevor room insidethe XM706 (V-1O0) armored car is insufficient to allow employment ofbulky weapons, M-14's are completely impractical, and will not fitin the racks provided. 1-16ts are better, and the racks can be modifiedto accept the weapons.
