About Odessa CollegeThe Board of Trustees of the Odessa College District (hereinafter called OC), in compliance with the Criteria for Accreditationof the Southern Association of Colleges and Schools, formalizes the beliefs, philosophy, goals, and objectives of OC withapproval and publication of this document. This formal Statement of Purpose provides the core around which allinstitutional programs are built. Institutional planning and evaluation processes demonstrate a commitment from Boardmembers, administration, faculty and staff to the tenets expressed in this statement.Historical BackgroundThe past of Odessa College is interwoven with growth andprogress. A review of its history reveals a success story of apublic institution that has maintained the communitycollege spirit and has grown by serving the people of EctorCounty and the Permian Basin. Beginning with 184 studentsin 1946, OC has grown steadily through the years. Almost6,000 students are currently enrolled in university-paralleland occupational/technical credit courses. During a year,almost 11,000 individuals also enroll in one or more AdultBasic Education, Continuing Education or CommunityRecreation courses.Many university-parallel courses are offered for studentsplanning to complete four-year degrees at senior collegesor universities and are freely transferable. Former OCstudents have a phenomenal record of success in the fieldsof accounting, law, medicine, music, public administrationand teaching.More than 30 occupational/technical programs are offeredto meet the needs of citizens who want to learn new orimprove existing skills. With more than 30 percent of ourstudents enrolled in occupational/technical programs, OCcontinues to fulfill the workforce demands of ourcommunity.Initially housed in temporary quarters in the old OdessaHigh School, OC’s first classes were conducted after publicschool hours in late afternoons and evenings. Ector Countytaxpayers purchased a five-acre plot in the 2500 block ofthe Andrews Highway and in 1949 authorized the buildingof Baskin Hall, the first permanent structure.The campus grew to 15 buildings on a 35-acre plot by 1960.During the 1990’s, OC received a number of major propertydonations as the college continued to expand to serve theeducational needs of its students and service area.Role and MissionOdessa College leads the way in preparing its students andcommunity for the future. The College offers exemplarycourses, programs, and services to assist students inachieving their educational goals and becoming lifelonglearners, community builders, and global citizens. OdessaBack to ToCCollege empowers its employees to model excellence intheir service to students, colleagues, and community.Odessa College is an open door, two-year institutionoffering quality career, technical, and academic courses forcertification or associate degrees. Additionally, the Collegeoffers continuing education, remedial and compensatoryeducation, and provides guidance and counselingprograms. Odessa College primarily serves individualslocated in our service area and insists on excellence inteaching, research, and public service.PurposeThe purpose of Odessa College, as prescribed by the TexasHigher Education Coordinating Board, is to provide:1)Technical programs up to two years in length leadingto associate degrees or certificates.2) Career and technical programs leading directly toemployment in semi-skilled and skilled occupations.3) Freshman and sophomore courses in arts and sciences.4) Continuing adult education programs for occupationalor cultural upgrading.5) Compensatory education programs designed to fulfillthe commitment of an admissions policy allowing theenrollment of disadvantaged students.6) A continuing program of counseling and guidancedesigned to assist students in achieving their individualeducational goals.7) Workforce development programs designed to meetlocal and statewide needs.8) Adult literacy and other basic skills programs for adults.Institutional ResponsibilityOdessa College, within its role and mission, must serve thepublic to:1) Transmit culture through general education.2) Extend knowledge.3) Teach and train students for professions.7
