Motion was made by Mr. Buzz Law, was seconded by Mr. TommyDavid, and passed approval by the Board unanimously. Motion was made by Dr. Lynn Cornett that the college request listed below to offer thedegree program be approved effective the semester specified for each request. Any fiscalrequirements to begin these programs must be approved through the standard budgetapproval process. Motion was seconded by Mr. James Gingrey and passed approvalunanimously.Discussion:Lanier Technical College - Associate of Science degree program in Nursing, AA73, effectiveMay 2018.Economic Modeling Specialists International (EMSI) reports project 3,412 nursing jobs in ourservice area in 2016; this is a 132.9% increase over 2001. While surrounding areas do have anumber of educational offerings for aspiring nurses at the ASN level, the 400 corridor doesnot. This is why Lanier Technical College hopes to offer the ASN at our Forsyth Campus.There are no associate-level nursing programs in or near the western portion of LTC's servicedelivery area. Also, the University of North Georgia provided associate-level nursinginstruction until 2013, at which point they closed that program. UNG now only acceptsbachelor-level students. Jeff Pruitt, director at UNG's Cumming Campus, has repeatedlystated that a strong demand for associate-level nursing training remains in this area, and heis eager to partner with LTC for a Lanier Tech ASN program. This will not only meet a realworkforce need in the area, but also serve as a gateway to higher level nursing at UNG forLTC students. Northside Hospital, Northeast GA Medical Center, and a number of other sitesstate that they need associate-level RNs and are willing both to serve as clinical sites andhire graduates. Both the Forsyth Campus and the Hall Campus under construction havepurpose-built classroom and lab space for a nursing program. At the Forsyth Campus, wherethe program will initially launch, all necessary equipment has already been purchased withbond funds. With the adoption of the state standard, Health Care Management AAS Degree, studentswill have additional options for continuing their training within the health care industry.According to the Bureau of Labor Statistics, employment of medical and health servicemanagers is projected to grow 17 percent from 2014-2024. Two 4-year colleges offer abachelors within the ATC service area and there are no institutions adjacent to our servicearea offering the Health Care Management program. The first year costs equaling 15,000will provide for supplies and travel related to professional development. The expenditureswill be offset by tuition and fees. Projected enrollment for the first year is 125 and the thirdyear is 375.Enrollment Projections:Day Students Year 1: 100 Year 2: 200 Year 3: 300Evening Students Year 1: 25 Year 2: 50 Year 3: 75Central Georgia Technical College - Diploma program in Construction ManagementTechnology, CM22, 53 Credit Hours, effective August 2017Following recommendation of local business and industry (advisory committee), CGTC seeksprogram accreditation through the National Center for Construction Education and Research(NCCER) for the Construction Management program. One of the requirements for NCCERaccreditation is to use NCCER curriculum. CGTC currently offers Carpentry programs usingthe NCCER curriculum. This Construction Management Technology diploma program wasinstitutionally-developed by Ogeechee Technical College, meeting general programstandards, and is currently the only college to offer it. Program costs for the first year are 3,500 for supplies and initial NCCER materials acquisition, the second and third year costsare for basic material supplies only totaling approximately 2,000 per year. Funds areprovided from standard tuition and fees. materials acquisition. The second and third year costs are for supplies only totaling 2,000per year. Funding is through standard tuition and fees. The survey from local manufacturingindustries, as well as, the Engineering Technology Advisory Committee support a multidiscipline program, Mechatronics Technology, for their automated manufacturingequipment and processes. The Mechatronics Technology program will train entry leveltechnicians to aid in design, support automated equipment, and troubleshoot controlsystems.Enrollment Projections:Day Students Year 1: 30 Year 2: 30 Year 3: 30Evening Students Year 1: 20 Year 2: 20 Year 3: 20Columbus Technical College - Degree program in Physical Therapist Assistant, PTA3, 76Credit Hours, effective January 2018According to DOL Occupational Outlook Handbook: Employment of physical therapistassistants is projected to grow 41 percent from 2014-2024, much faster than the average forall occupations. The demand for physical therapy services is expected to increase inresponse to the health needs of an aging population, particularly the large baby-boomgeneration. Two of the major hospitals in Columbus, GA have made request to ColumbusTechnical College to start a PTA program to meet the increasing need for PTAs.Enrollment Projections:Day Students Year 1: 12 Year 2: 14 Year 3: 16Evening Students Year 1: 0 Year 2: 0 Year 3: 0Georgia Piedmont Technical College - TCC program in 911 Communications, 9C21, 12 CreditHours, effective August 2017In order to be a 911 emergency communications operator, you must have POST certification.Currently, there is only one entity for doing that. There are no other colleges nor programsoffering this certification. The waiting list for the program is significant. This program will beoffered through our Law Enforcement Academy as it is a program governed by the GeorgiaPeace Officer Standards and Training Council (POST). Graduates will receive credit for theCommunication Office Certification course and will qualify for certification by POST as aCommunications Officer. The program will be offered to MOWR students initially and thenwill be opened up to agencies and the public. The first year's costs of the program are slight4

as the college has entered into a partnership with Rockdale Career Academy and will beusing all of their equipment. They have the required hardware and software for theprogram. Industry within our service haveindicated a need for additional training in the Industrial Manufacturing areas. Industrygrowth is expected to be 11% - 19% by 2020. Graduates will be employed in manufacturingindustrial service areas at manufacturing plants, industrial plants and private facilities. Thiscertificate is a MOWR certificate that will be taught along with a second TCC to preparestudents for jobs in the manufacturing industry. It will be utilized in the career academies inour service area to offer the Mechatronics Fitter German Apprenticeship program. These pathways will lead to viablecareers in healthcare management, healthcare information technology, clinical research,central sterile processing, emergency medical services, general business, and computerinformation systems.Enrollment Projections:Day Students Year 1: 1200 Year 2: 1200 Year 3: 1200Evening Students Year 1: 0 Year 2: 0 Year 3: 0Gwinnett Technical College - Diploma program in Photography, PH12, 57 Credit Hours,effective June 2017This revision to Gwinnett Tech's photography curriculum will create a program that isflexible, adaptable, and expandable as it addresses current trends in photography,workforce needs, technological advances, and career options for graduates. Currently, eightinstitutions in the college's service area offer photography programs. However, only two areserious competitors offering relevant commercial photography programs, and both areexpensive private colleges. Only one nearby college offers an associate's degree. No upstartcosts are required for Gwinnett Tech to implement the revised curriculum since the collegehas an established photography program with most of the faculty, facilities, and equipmentnecessary. Additional equipment will be needed to support the program in years two andthree, but these expenses will be mitigated by student supply fees. With adequaterecruitment and marketing support, the photography program could expect enrollment inthe first year of approximately 45 students, growing to 75 in the third year based on currentenrollment statistics. Carroll Daniel Construction (among other potential employers) hasvoiced a need for skilled workers in our area. Program enrollment is expected to be 26students in the first year and projected to increase to 60 students by the third year. This is the continuance of an upward trend since 2014. Similargains are expected in both residential and non-residential sectors in 2017. Employers areaggressively seeking qualified, skilled workers to meet this demand. Carroll DanielsConstruction (among other potential employers) has emphasized the shortage of qualifiedconstruction managers in NE Georgia. It is not uncommon for companies to recruit workersfrom their competitors. This practice is not sustainable for the long-term. This program willbe funded by (local) tuition dollars.Enrollment Projections:Day Students Year 1: 12 Year 2: 24 Year 3: 36Evening Students Year 1: 12 Year 2: 18 Year 3: 24North Georgia Technical College - TCC program in Diesel Engine Service Technician, DE21,16 Credit Hours, effective January 2018North Georgia Technical College has identified an area of need in the Diesel ServiceTechnician occupational area in Northeast Georgia. NGTC's Automotive Technology AdvisoryCommittee noted a growing need in the workforce for more diesel service technicians tomeet the demands required to service and maintain the medium to heavy-duty dieselengines. The changing industry, as it leans toward green fuel vehicles, has intensified theneed for additional trained workforce. This academic opportunity provides a pathway forstudents interested in transportation as a career. Our area high schools seek additionalMove On When Ready (MOWR) opportunities and the Diesel Service Technician pathway isdesigned for students who wish to diagnose and repair the systems and components found7

in diesel engines. The Georgia Department of Labor Occupational Outlook for the northeastGeorgia area has predicted there will be a 1.97% annual increase in job growth with a21.58% increase in openings by the year 2002. This program will follow state standards andmeet State Board and general program standard requirements. The first year costs of theprogram will be 76,800 due to the addition of a full time faculty member and will befunded by tuition and fees. In our service area there has been an explosion of newindustry. In one county we have had four new companies startup and a major manufacturerto announce that they are expanding. Industrial maintenance is becoming more specialized.Employers want workers who have specific knowledge in manufacturing skills. The wantmaintenance technicians with a background in general industrial maintenance, automatedcontrols, or plastics processing. We have a number of existing and new industries in ourservice area that produce products from plastic material. Plastics processing is not offeredby any technical college in Georgia. The institutionally developed curriculum for this newprogram has been specifically designed to meet the needs of local employers. Thecurriculum
