FTA Review AreasyyFor fixed route buses operated in urbanservice (NTD motorbus category), does thespare ratio exceed FTA’s 20 percentguideline for bus fleets of 50 or morerevenue vehicles? For fleets of fewer than50 buses, does the spare ratio appearreasonable?Is there a bus contingency fleet? If yes, isthere a contingency plan?

ExplanationyyFor grantees with 50 or more fixed routebuses in urban service, a reasonable spareratio should not exceed 20 percent of thevehicles operated in maximum fixed routeservice.For fleets of fewer than 50 fixed routevehicles, judgment must be applied basedon the age of the fleet and operatingconditions to determine the reasonablenumber of spare vehicles.

To Calculate Spare Ratio:A) Total number of revenue vehicles.y Count the whole fleet; the spare ratio is notcalculated for each vehicle type or location.y Do not include buses delivered for futureexpansion, that have been replaced but are in theprocess of being disposed of, are part of acontingency fleet, are historic and used for paradesor public relations, or have been converted to nontransit use (e.g., mobile offices).y Whether vehicles are locally funded, FTA funded,or have exceeded their service life are not relevantfactors.

To Calculate Spare Ratio:B) Number of vehicles required formaximum service.y Use the revenue vehicle count during thepeak season of the year on the week andday that maximum service is provided,excluding atypical days and one-timespecial events.C) Number of spare vehicles (A minus B)D) Spare ratio (C divided by B)

Contingency FleetsyyyyBuses may be stockpiled in an inactivecontingency fleet in preparation foremergencies.No bus may be stockpiled before it hasreached the end of its service life.Buses held in a contingency fleet must beproperly stored, maintained, anddocumented in a contingency plan.The plan should be updated as necessaryto support the continuation of acontingency fleet.
