MEMORANDUMTO:Finance and Personnel SubcommitteeFROM:Bob Miracle, Chief Financial OfficerSheriff Coy ReidDATE:March 27, 2017IN RE:Jail Expansion Architect Additional ServicesREQUESTStaff requests the Finance and Personnel Subcommittee recommends the approval of additionalservices from O’Brien Atkins for the design of the Jail Expansion Project in the amount of 94,511and authorize Mick Berry, County Manager, to execute the contract.BACKGROUNDOn June 20, 2016, the Catawba County Board of Commissioners approved the award of thearchitectural services contract to O’Brien Atkins for the design of the Jail Expansion Project for a256 bed expansion. That contract was in the amount of 1,530,513.Staff has been involved in the schematic design phase since October 2016 and based on theaverage daily population and current growth rate with a 256 bed expansion, we would be at 80percent capacity in the first year or two from opening the jail expansion. The Detention Facilitycurrently has 261 beds; averaging 300 inmates in Newton and 88 beds/inmates at the BurkeCatawba Facility. Staff, along with the design team, looked at different options that would allowfor additional beds and improve efficiency. The final schematic allows 320 beds and shell spacefor future support services such as property storage and laundry facility. With 320 beds we couldgenerate revenue by renting out beds to other counties or become part of the StatewideMisdemeanant Confinement Program (SMCP). The SMCP is a program for people who aresentenced to the Department of Corrections between 90 and 181 days. The rental rate for stateand local beds is 40 per day. Also, with the additional beds, we would lengthen the time beforethe County would need to plan for another jail expansion.The additional services contract is for the design of 320 beds and up fit of shell space to be usedfor future support services, which will be approximately 85,000 square feet .RECOMMENDATIONStaff requests the Finance and Personnel Subcommittee recommends the approval of additionalservices from O’Brien Atkins for the design of the Jail Expansion Project in the amount of 94,511and authorize Mick Berry, County Manager, to execute the contract.

The purchase will be from Mobile Communications America, Inc. dbaWireless Communications in the amount of 247,363.06.BackgroundThe Airbus VESTA 911 phone system is used by the Catawba County 911 Center to receive and process both911 and non‐emergency administrative telephone calls. The Catawba County 911 Center currently hasseven phone positions, Hickory Police Department 911 has four and Newton Police Department 911 hastwo on the system.The requested equipment will: Increase the number of 911 phone positions in the new center to from the current seven to nineand add a phone position in the Emergency Operations Center. Includes six phone positions that will be used in the backup center located at Hickory PoliceDepartment. Relocating to existing side A server of the phone system from the phone room in the current 911center to the data center in the new 911 center.Wireless Communications currently maintains the existing seven positions and in order maintain ourwarranties and current service agreement, we need to purchase this equipment from WirelessCommunications.General Statute 143‐129 allows an exemption from bidding for purchase contracts when performance orprice competition for a product are not available, when a needed product is available from only one sourceof supply; when standardization or compatibility is the overriding consideration. This exemption requiresgoverning body approval and a record must be maintained of purchases made under this exemption.RecommendationStaff requests the Finance and Personnel Subcommittee recommend authorizing the sole sourceexemption to purchase Airbus VESTA 911 phone system in the amount of 247,363.06. Sufficient fundsare available with 221,960.32 paid from E‐911 funds and 25,402.74 paid from County funds.
