NMSU College of EngineeringProfessional Master’s Degree in Information TechnologyNew Program Proposal 2018NMSU LIBRARY COLLECTIONS AND SERVICES ASSESSMENTLIBRARY STATEMENTNMSU Library’s ongoing fiscal constraints present a challenge for providing resources to supportscholarly and professional work. Nationwide, academic research libraries are struggling to offset annualinflation costs associated with the acquisition of library research materials. NMSU Library hasexperienced sustained budget compression over the past decade, a trend that shows no indication ofslowing down or reversing. Since 2003, the Library has had extremely limited funding to establish basic,core collections for established academic programs as well as new programs that have been formallyapproved. Information on a broad range of NMSU Library resources including building hours andcollections can be found online at http://lib.nmsu.edu.I. SCOPE OF ASSESSMENTThis report provides an assessment of NMSU Library collections, services, and programs and an analysisof the Library’s ability to support the information needs of a proposed Professional Master’s Degree inInformation Technology. This assessment examines library expenditures and use of collections andservices from 2014 through 2017, when data is available.II. ASSESSMENT OF COLLECTIONS SUPPORTING INFORMATION TECHNOLOGYA new program has been proposed by the College of Engineering. Materials that will be used bystudents and faculty in this new program cover several different areas in the OCLC subject conspectusand in the Library of Congress classification system. NMSU Library holdings in subject areas relevant toInformation Technology are listed in Table 1 on the next page.1

Comparisons of Master of Science degree programs in Information Technology for NMSU and SelectedInstitutionsThis assessment provides a comparison of NMSU Library collections to collections at selected peerinstitutions with degree programs similar to the Master of Science in Information Technology proposedat NMSU. The purpose of this assessment is to determine how existing NMSU Library monographcollections holdings in related subject areas are comparable to other institutions. Dr. Rolfe Sassenfeld,Director of Engineering Master’s Program helped identify the comparison institutions utilized in thisassessment.The University of Texas at El Paso offers a Master of Science in Information Technology. The Universityof Denver offers an online Master of Science program in Information and Communications Technologywith a concentration in Technology Management degree Program. Serial Holdings AssessmentSCImago Journal Rank Indicator—SCImago Journal Rank Indicator is “a measure of a journal’simpact, influence or prestige. It expresses the average number of weighted citations received inthe selected year by the documents published in the journal in the three previous years.”1Most of our access to both current and archival journal information is provided through databases withfull text journal content. III. The spaces inBranson and Zuhl are developed to foster academic success at every level. Sunday through ThursdayZuhl Library is open until 2 am; NMSU Library is open 111.5 hours during a normal academic week.Physical spaces offer a supportive learning and research environment that includes: Two library instruction labs100 desktop computers available for student useTechnology lending, including laptops, iPads, and calculators1 reference desk and a consultation room7 group study rooms (3 rooms are equipped with collaborative learning technology)A presentation room.Docking stations for personal laptopsInformation Delivery Services (IDS)Information Delivery Services (IDS) provides online and mobile access to needed research informationwhether owned by the University, another NMSU campus, or another library/organization. We provideglobal access to other research libraries. Specific services include Interlibrary Loan, Document Delivery,and courier services to and from faculty and doctoral candidates’ offices. Information Delivery Servicesalso provides electronic or home delivery of materials to distance education students and faculty. We6

This is indicative of information needs byGraduate Students being met by utilization of this service.Research ServicesIndividualized research assistance is available to all students and all faculty in the College of Engineering.Anyone may seek face to face reference assistance from the Reference Desk in Zuhl Library, throughonline chat or text message, email/mail or by phone. The Library’s subject specialist for engineeringmaintains regular office hours and is available for individualized research consultations.The NMSU Library offers a program of hands-on instruction that promotes information literacy skills andcritical thinking skills. Library instruction gives students the skills to locate, use, and evaluateInformation. These skills lead to increased academic success, better papers, and higher quality researchprojects while reducing library anxiety and, the incidence rate of plagiarism cases. NMSU faculty canschedule level customized vs generic instruction sessions with librarians. The NMSU Library also offersonline hybrid face to face credit courses including LIB 101 Introduction to Research (1 cr.) and LIB 311VInformation Literacy (3 cr.).7

NMSU Library also recommends that faculty in the College of Engineering encourage their students tocontinue to utilize the Library’s information delivery services, such as Document Delivery andInterlibrary Loan, when students cannot locate relevant materials in-house, i.e., access versusownership. NMSU Library current access strategies has transitioned delivery of information from anownership model to a “just in time” access model.The funding priority is predominately to support the engineering journal collections to the point that themonograph budget is at a critical level. The NMSU Library and the College of Engineering needs tocollaborate to determine a solution that is sustainable to support the monograph collection.Report compiled by:Katherine J.
