Establishment of Nexus in Film Production, University of West GeorgiaRecommended: That the Board approve the request from President Brendan Kelly, thatThe University of West Georgia (“UWG”) be authorized to establish a Nexus Degree in FilmProduction, effective May 11, 2021.Degree Name/CIP Definition:Nexus Degree in Film Production (CIP: 50.0601): A program in the visual arts that focuses onthe study of the history, development, theory, and criticism of the film/video arts, as well as thebasic principles of film making and film production.System-wide and Institutional ContextSystem Wide/Strategic Plan Context (within mission fit): As a system, USG is committedto providing a strong workforce for the film industry in Georgia. The film industry is one ofthe fastest growing businesses in Georgia. According to the CVIOG presentation to theBoard in March (2021) the motion picture and sound recording industries is expected to seethe largest percentage increase in projected employment (47%).Institutional Mission Fit: The Film Production Nexus degree will meet UWG’s mission andvision for economic development by building on the strength of the University System in thecollaborative delivery of coursework in film, television and digital entertainment studies. Thisprogram is in concert with the work of the Georgia Film Academy that provides connectivitybetween education and industry. Each of the GFC courses will which provide students with: multi-disciplinary trainingby professionals in the film, TV and new media industries, in classroom course work coupled withon-set, hands-on training, hands-on instruction and training working with a package ofprofessional equipment (cameras, sound gear, lights, etc.) as well as production trucks, generatorsand sound studio space and opportunity to work on “real world” projects in order to developrecognized film credits, through partnerships with professional productions.Assessment: Student learning outcomes are to be assessed in specific courses over a student’sprogression through the curriculum. The student learning outcomes will be assessed through acompletion of specific assignments, examinations, projects, and papers. Comprehensive ProgramReview of the Board of Regents Policy Manual requires periodic evaluation of each educationalprogram's quality as well as productivity and viability. UWG's Comprehensive Program Reviewsare initiated by the faculty in the department responsible for each degree program on a schedulemaintained by the Institutional Effectiveness and Assessment. A Comprehensive Program Reviewreport of the nexus degree in Film Production will be completed every seven years or as mandatedby the Board of Regents of the University System of Georgia. Across ten (10) USG Institutions the 3-year average enrollment is 1,187 students.Financial Impacts: GFC-CAA partner institutions collaborated to identify and recommendqualified instructors who have professional experience in the film, television and digitalentertainment industry to teach the GFC courses. All instructors have a faculty position at a PartnerInstitution in the GFC cooperative academic arrangement. The administrative structure alreadyexists within the university to accommodate the addition of this new program. The program willnot have any negative impact on the physical facilities and equipment used for existing programsand services at UWG. The Center for Interdisciplinary Studies housed in University College willserve as the administrative unit for the Nexus degree, if approved.Facility Impacts: The GFC courses for this program will be taught at Trilith Studios inFayetteville, GA and OFS Studios. UWG will establish Trilith and OFS Studios as an off-campusinstructional site upon BOR-USG approval of the new degree program. All other general educationcourses will be taught on the UWG campus. UWG has adequate physical resources needed tooperate this program successfully.Technology Impacts: As a unit of the University System of Georgia, the Georgia Film Academywill provide the necessary film production equipment to provide a high- quality educationalexperience for the students in this program. Includes instruction in the administration of medicationand treatments, assisting a physician during treatments and examinations, Referring patients tophysicians and other health care specialists, and planning education for health maintenance.System and Institutional context:System Wide/Strategic Plan Context (within mission fit): As a system, the USG is committedto increasing the number of nursing graduates toward improving health outcomes of the citizenryof Georgia, especially in the rural areas. Employers reported over 500 nursingvacancies in a fall 2019 survey and predicted strong occupational growth over the next five years.Data from O*Net, the Governor’s Office of Student Achievement, and EMSI demonstrate thatprogram graduates will be able to earn a salary well above the median individual income. This highly immersive training allows for observation, practice and mastery of skillsand critical thinking in a variety of health-related situations in people across the lifespan.Assessment Plan: The School of Nursing will employ a comprehensive process for collectingaggregate data to determine program effectiveness.
