12.Appointment of Bond Agent for Building Bond IssuesRecommendation that Depository Trust be designated as paying agent, registrationagent, and cremation agent for the Bond Account during the 2016-2017 schoolyear. [No costs to the district].13.Appointment of Claims AuditorRecommendation that Cerini & Associates LLP be appointed as Claims Auditor forthe 2016-2017 school year at a fee of 23,870 (same as 2014-15), subject to theterms and conditions of an agreement to be approved by District Counsel. TheBoard of Education hereby authorizes the President of the Board of Education toexecute said agreement on behalf of the Board of Education.14.Appointment of Internal AuditorsRecommendation that the firm of Nawrocki Smith LLP be engaged as InternalAuditors for the 2016-2017 school year at a fee not to exceed 48,040 subject tothe terms and conditions of an agreement to be approved by District Counsel. TheBoard of Education hereby authorizes the President of the Board of Education toexecute said agreement on behalf of the Board of Education.15.Appointment of External AuditorRecommendation that the firm of O’Connor Davies, LLP be engaged as externalauditors for the 2016-2017 school year at a fee of 52,500 in accordance with theagreement already executed on March 28, 2012 and to authorize the BoardPresident to execute the engagement letter.16.Appointment of Insurance BrokerRecommendation that Arthur J. Gallagher be appointed as the school district’sinsurance broker for the 2016-2017 school year for the workers compensationprogram at a cost of 2,000 subject to the terms and conditions of an agreement tobe approved by District Counsel. The Board of Education hereby authorizes thePresident of the Board of Education to execute said agreement on behalf of theBoard of Education. [This rate did not change from 2012-2013]17.Appointment of District Construction Management FirmRecommendation that Park East Construction continue as Construction Managerfor the 2016-2017 school year at a rate of 3% of construction costs.18.Appointment of Financial AdvisorsRecommendation that the firm of Capital Markets Assoc. be engaged as financialadvisors to assist the district with tax anticipation notes for the 2016-2017 schoolyear, continuing disclosure services and services related to Moody’s rating fee at atotal cost estimated to be no more than 37,500 (This assumes a bond issue of 30million) subject to the terms and conditions of an agreement to be approved byDistrict Counsel. 19. Appointment of Cooperative Bidding AgentRecommendation that Educational Data Services, Inc. be appointed as soleadministrative agent for the Educational Cooperative Pricing System with respect tothe district’s Cooperative Supply Bids for the 2016-2017 school year at a fee of 10,000 pursuant to acceptance of a letter of agreement and to authorize the BoardPresident to execute the same.20. Appointment of Engineers/ArchitectsRecommendation that K G & D Architects be appointed as District Architect at a rateof 4.75% of construction costs for the 2016-2017 school year in accordance with theterms and conditions of the Agreement between the District and KG&D Architectsdated August 20, 2013.21. Appointment of Special Education ConsultantsRecommendation that the firm of Sivic Solutions Group, LLC be engaged as SpecialEducation Consultants for the purpose of monitoring and filing for Medicaidreimbursement at a fee of a maximum of 7,200 per year for the 2016-2017 schoolyear.22. Central Treasurer: High School Extra-Classroom Activity AccountRecommendation that for the 2016-2017 school year, William Marvin be appointed asCentral Treasurer for the Extra-Classroom Activity Account in the High School as perRTA contract. Jay Pilnick is authorized as co-signer of checks which are subject toreview by the claims auditor.23. Central Treasurer: Middle School Extra-Classroom Activity AccountRecommendation that for the 2016-2017 school year, Diane Triebe be appointed asCentral Treasurer for the Extra-Classroom Activity Account in the Middle School asper RTA contract. Craig Johanson is authorized as co-signer of checks which aresubject to review by the claims auditor.24. Check-Signing ProcedureRecommendation that the signatures of both the District Treasurer and the DistrictClerk be authorized and required to be affixed to all checks issued by the District andthat such checks may be signed with the facsimile signatures of these District agents(as per revised policy #6410) and to further authorize the Assistant Superintendent ofBusiness and Administration to serve as the alternate signatory for the DistrictTreasurer and the Assistant Superintendents for Curriculum and Instruction to serveas the alternate signatories for the District Clerk.25. 26.Designation of Bid Officials for the School Year 2016-2017Recommendation that the District Clerk and/or the Superintendent, or theSuperintendent's designee, shall serve as the district bid officials for the 2016-2017school year.27.School Lunch OfficialsRecommendation that School Lunch Manager be appointed as the official who willsign school lunch agreements, reports, and claims for the school lunch program forthe 2016-2017 school year.28.Certification of PayrollsRecommendation that the Superintendent of Schools be appointed as the personauthorized to certify bi-weekly payrolls of the District for the 2016-2017 school year.29.Insuring the Faithful Performance of EmployeesRecommendation that faithful performance coverage (Crime Insurance) beprocured to cover all employees of the district as per General Municipal Law §11and per the New York State Comptroller's five-point plan of June 2005. [For the2016-2017 school year, Traveler's has issued a commercial crime policy to theRoslyn UFSD which provides Employee Dishonesty coverage for all districtemployees, School Board members, Audit Committee members, the InternalAuditor and the Claims Auditor, irrespective of names, positions or job titles. Thelimit is 5,000,000 per loss (the highest limits available for any client)].30.Designation of Official NewspapersRecommendation that The Roslyn News, Long Island Business News, The RoslynTimes and/or Newsday be designated as newspapers in which all advertisementsrequired by law be published during the 2016-2017 school year as may bedetermined by the District Clerk.31.Appointment of School District Asbestos DesigneeRecommendation that for the 2016-2017 school year, the Assistant to theSuperintendent for Administration and Special Projects be appointed as the persondesignated by the District to ensure all actions required by the Asbestos HazardEmergency Response Act (AHERA) are implemented.32.Appointment of Asbestos Consultant / Environmental ConsultantRecommendation that the firm of J.C. Broderick & Associates, Inc. be appointed asAsbestos Consultant / Environmental Consultant for the 2016-2017 school year inaccordance with the fee schedule. [No change in fee; as needed basis].33.Petty CashRecommendation that the amount of 100.00 be advanced as petty cash to theAssistant Superintendent for Business, Director of Transportation, School LunchManager, each school building principal and the District Athletic Director for the2016-2017 school year. 49.Appointment of Board Representatives authorized to appoint ImpartialHearing OfficersWHEREAS, a board of education is required by Section 200.5 of the Regulations ofthe Commissioner of Education to initiate the process for selecting an impartialhearing officer by no later than two (2) business days after receipt by the schooldistrict of a written request for hearing by a parent or guardian of a disabledstudent; andWHEREAS, the Commissioner’s Regulations specifically authorize a board ofeducation to designate one or more of its members to appoint an impartial hearingofficer in lieu of action by the full board in order to meet the timelines of theamended Regulations;BE IT RESOLVED, that the President of the Board of Education, or on the occasionof his or her absence or inability, the Vice President of the Board of Education, ishereby authorized and directed to appoint an impartial hearing officer from theDistrict’s alphabetical rotational list previously adopted by the Board of Education;and be it furtherRESOLVED, that the President of the Board of Education, or on the occasion of hisor her absence or inability, the Vice President of the Board of Education, shall makesuch appointment in accordance with the principles set forth in Section 200.5 of theRegulations of the Commissioner of Education.
