Village of Camp DouglasFebruary 12, 2014The Camp Douglas Village Board met at 6:00 PM on February 12, 2014, in the Village Hall meeting room.Members present were James Newlun, Tracy Kemp, Mike Doyle, Earl Ells, Jean Quistorf and ClerkCarolyn Hoeth. Also present were Jim Boardman, Randy Hoeth, Thomas Reynolds, Michelle Schleif, SallyOlson, Joe Perz, Jim Rogers, Kim Gabower, Brian Wilde, Kevin Adams, Wendy Burdick, Jeannie Otto, MajSvardahl, and Msgt Mullenberg.The pledge of allegiance was recited.MINUTES:Motion to approve the minutes of the January 8, 2014 Caucus made by Kemp and seconded by Doyle.Voice vote taken. Motion carried with no negative votes.Motion to approve the minutes of the January 8, 2014 Board meeting made by Ells and seconded byNewlun. Voice vote taken. Motion carried with no negative votes.Motion to approve the minutes of the February 5, 2014 Board meeting made by Ells and seconded byNewlun. Voice vote taken. Motion carried with no negative votes.COMMUNICATION WITH THE PUBLIC:Sally Olson stated that she would like to see the annual New Elected Officials workshop put on by theLeague of Wisconsin Municipalities, made mandatory for all Board members.Joe Perz asked for an update on the property at 327 Main Street. The Village is currently waiting to hearfrom the county with an estimate of the cost of demolition.Randy Hoeth commented that concerns regarding the sand mine were discussed at a previous meeting.He asked if the Board was going to draft a letter to the Orange Town Board with these concerns.Ells responded that a letter could be drafted voicing citizens concerns.Newlun commented that he would like to make sure that all regulations are followed.Ells stated that he would like to see the permits.Randy Hoeth stated that he would like to see the Village Board address concerns about the air qualityand how the deep well needed by the mine will affect the Village water.Ells would like to get citizen’s concerns at the next Board meeting.Newlun would like to form a committee of Board member and citizens to address this issue.

FINANCIAL REPORT:Financial Report was reviewed.BILLS:Bills were reviewed. Motion to approve payment of bills made by Doyle and seconded by Kemp. RollCall vote taken: Kemp, Doyle, Ells, Newlun, Quistorf, all yes. Motion carried.UNFINISHED BUSINESS:Deb Welch discussed with the Board the proposed water rate increase proposal with the Public ServiceCommission. Also discussed were options involving the public fire protection.It was decided to leave the public fire protection as it currently is and submit the rate case to the PSC.EMERGENCY MANAGEMENT:Ells discussed with Brian Wilde, Emergency Management Director for the Village, the possibility ofholding a tabletop exercise related to the Camp Douglas Emergency Operations Plan. Wilde will contactJuneau County emergency management office.Updating of the contact information in the plan and the needed training for Board members was alsodiscussed.As requested, Wilde has looked into the possibility of using the Village Hall for a warming center. Duringthe daytime hours the hall is open. As far as overnight, it would have to be for a very limit time, as thereare no feeding facilities and no showers, or cots available. Someone would have to be on site forsupervision. Wilde will draft a proposed policy for the Board to review and it will be sent to the attorneyfor review.The need for back-up generators for the hall and the fire department were discussed.The Fire Chief and Public Works Director will review and update the equipment lists for the EmergencyOperations Plan.NEW BUSINESS:Maj Svardahl and Msgt Mullenberg discussed the Volk Field open house plans for this year that isscheduled for May 17th. This is the same weekend as the Armed Forces Day celebration and the openhouse at Fort McCoy. Bus tours of the base are being planned, as well as possible displays in NelsonPark.Wendy Burdick, Armed Forces Celebration committee member, spoke about the plans for the weekendof May 16, 17 & 18.

Motion to approve use of Nelson Park, from set up to tear down of the carnival, made by Doyle andseconded by Newlun. Voice vote taken. Ells abstained. Motion carried with no negative votes.Motion to approve the closure of Eddy Avenue for Friday, Saturday and Sunday, May 16, 17 & 18, madeby Doyle and seconded by Kemp. Voice vote taken. Ells Abstained. Motion carried with no negativevotes.Motion to approve the closure of Main Street, from Center Street to Murray Street, on Saturday, May 17for the parade and the concert, and Sunday, May 18 for the tractor pull, made by Doyle and secondedby Kemp. Voice vote taken. Ells abstained. Motion carried with no negative votes.Newlun suggested that for future celebrations could the park be utilized for the activities of the ArmedForces Celebration. Possibly looking at projects that would make adjustments in the park to help makeit more compatible for activities like the tractor pull and the concert.Motion to approve a no charge use of the Village Hall for the Little Miss competition on Thursday andFriday, May 15 & 16, made by Newlun and seconded by Doyle. Voice vote taken. Ells abstained.Motion carried with no negative votes.Doyle stated that he would like to see a copy of the rules for the competitors in the tractor pull.Ells stated that the tractor pull committee will be invited to the March Board meeting to discuss thetractor pull and their insurance coverage. He set a deadline of May 1, 2014 for the proof of eventinsurance for the Armed Forces Day celebration to be provided, and a deadline of April 1, 2014 for theproof of insurance from Badgerland for the tractor pull.FIRE DEPT:The 1984 brush truck, which is currently out of service, was discussed. There is a possibility ofcombining the brush truck with the squad, and applying for a 50-50 grant from the DNR. This will beplaced on the March agenda.Ells has been looking into the possibility of joining Camp Douglas, Town of Orange and Necedah into ajoint fire department in order to share equipment and expenses.Ells and Fire Chief Reynolds will contact the Necedah and Cutler fire departments to discuss thispossibility.Newlun asked Reynolds about a recent incident that had Camp Douglas fire trucks on the interstate.Reynolds explained that the Juneau County dispatch contacted Camp Douglas fire department to slowdown traffic on the interstate because of an accident in Lyndon Station. Newlun instructed Reynolds tolook into this to find the source of the request.

ENVIRONMENTAL PROTECTION AND IMPROVEMENT:The property at 327 Main Street was discussed. Juneau County now owns the property due to backtaxes. The Village would like to see the house razed. The Village and the County are currently lookinginto sharing the cost of the razing. An adjoining property owner has interest in purchasing the lot.ECONOMIC DEVELOPMENT:Newlun gave an update on possible sign upgrades. He should have prices for the next meeting.Newlun is also working with USDA for a possible 30% match grant for needed repairs and upgrades forthe Village Hall. He will be putting together a listing and estimates for what is needed.PURCHASING AND FINANCE:The 15 year old laser printer in the clerk’s office is in need of repair. The cost for the part needed is 203.00. Prices for two possible replacement printers have been received. However after comparison,one would not handle the card stock necessary for the utility bills. Motion to approve the purchase ofthe Kyocera FS-2100DN printer from Bauernfeind Business Technologies for 621.00, made by Newlunand seconded by Quistorf. Voice vote taken. Motion carried with no negative votes.WATER AND SEWER UTILITIES:Ells has been in contact with Volk Field regarding the extra volume of water that will be going into theirsewer treatment plant with the Village wide water trickle notice. There is a possibility that there will notbe any extra charge for the Village. He will be drafting a letter regarding this request.WAGE BENEFIT AND PERSONNEL:Vacation and sick leave report was reviewed.NEW BUSINESS (cont.):Motion to approve the annual County Aid Petition and the 500.00 matching funds payment made byElls and seconded by Newlun. Voice vote taken. Motion carried with no negative votes.Motion to approve the ½ page content for the Bike Trails magazine for 430.00, made by Ells andseconded by Newlun. Voice vote taken. Motion carried with no negative votes.Ells read the following:“To the Village of Camp Douglas Board Members & ResidentsJanuary 25, 2014I am writing this letter to inform you that I am resigning my position of Trustee effectiveimmediately. I have accepted a permanent position within my profession outside of the villageof Camp Douglas . I am no longer eligible to serve as a trustee due to my intent to not returnon a regular basis. I have done extensive homework up to this point to ensure that I was

serving you within the parameters of Wisconsin Statutes. I can assure you at no point up untilnow, was I ineligible to serve as a trustee in the Village of Camp Douglas.When I was elected as a trustee, I was informed by many constituents that they believed ourtax dollars had been spent in a fiscally irresponsible manner in the past. My goal as a trusteewas to ensure the residents of Camp Douglas that this would not continue. I can say that wehave made tough but proper decisions to try and alleviate some tax burden from our residents.I can assure you that the village is heading in the right direction. I am confident this processwill continue.When I was first elected to the position of trustee, a person told me that small town politics is a"lose-lose" situation. There were times throughout my tenure that I thought I agreed with thatstatement. But before I gave-in to all the negativity that was surrounding the position at times,I reminded myself of a couple phrases that I learned in elementary school:"What is right isn't always popular!""Just because it's different, doesn't mean it's wrong!"After reminding myself of these 2 short but very meaningful phrases, I knew that I was doingthe right thing. I urge all residents to use these 2 simple pieces of advice. To ensure that wecontinue to offer services to the residents of the village and to enhance those services, it isimperative that we stop "kicking the can down the road" for the benefit of a small minority ofpeople. This board has started that process by taking steps in the right direction.You may ask, "What has been done to ensure the village is heading in the right direction?" Theanswers are simple; paying off loans early to save money in interest, implementing & updatingoverdue policies to protect the village against liability, aligning employee benefits with alikemunicipalities, gaining voluntary compliance with violation of property ordinances, eradicatingresidences deemed unsafe, & responsible budgeting for future repairs to village properties. Thisboard has worked diligently with the community to bring a great celebration back to the village.The Armed Forces celebration has a major positive impact on the village. I hope the villagecontinues to be open to these positive ideas.I had a great experience serving you. I am sad to leave such a great village. Please exerciseyour hard earned right to vote.
