Students applying to Wilmington RIBN must be current highschool seniors and meet dual admission requirements set forth collaboratively by Cape Fear Community College(CFCC) and the University of North Carolina Wilmington (UNCW). Please read this information thoroughly.Admission to Wilmington RIBN is highly competitive.REGIONALLY INCREASING BACCALAUREATE NURSES (RIBN) PROJECTNorth Carolina is facing a nursing workforce shortage, both in numbers of nurses and level of preparation thatwill eventually impact all citizens of the state. Demand for an increase in the educational preparation of nurses isbeing driven by a number of forces including: the severity of illness of patients; the complexity of the health caredelivery system requiring higher levels of critical thinking, problem solving, and patient management skills;recent research that relate improved patient outcomes to nurses educated at the BSN level; and an increase inpositions requiring a BSN or Master's degree such as clinical leaders, patient care managers and administrators,public health nursing, school nurses and advanced practice nursing roles in addition to the critical need fornursing faculty.Currently 65% of new nursing graduates are being educated in Associates Degree (ADN) programs. In alongitudinal study conducted in NC only 15% of ADN nurses ever completed a bachelor’s degree and only3% completed a master’s in nursing degree. A master’s degree in nursing is considered the minimumrequirement for nursing faculty and 80% of the nurses in North Carolina who hold master’s degrees begantheir nursing education at the BSN level.Implementation of a successful educational partnership between community colleges and universities thatdually enrolls students in a seamless four-year nursing curriculum will provide one option to meet the goal ofsignificantly increasing the proportion of BSN-prepared nurses in North Carolina.NOTE: CFCC has a traditional two-year Associate Degree of Nursing program and UNCW has a traditionalfour-year nursing education degree program and each of these options have separate admissions processes andgraduation requirements. If you wish to apply for either of these traditional tracks, you must complete theindividual admissions process for CFCC or UNCW and meet the admissions criteria for the specific nursingdegree program.1

RIBN PROJECT GOALSThrough partnerships between community colleges and universities this project will:1. increase the number of professional nurses with baccalaureate degrees and thereby, increase the poolof nurses poised to pursue education at the masters and doctoral levels, creating a long-term solutionto the nursing and nursing faculty shortage;2. increase the proportion of baccalaureate nurses from racially and ethnically diverse groups; and3. expand the number of nursing students educated in public health and gerontological nursing therebybetter preparing them to meet the future needs of our citizens.The successful implementation of this shared educational program with dual enrollment and seamlessprogression from ADN to a BSN between these two institutions is currently serving as a model for futureimplementation in other associate and baccalaureate programs across North Carolina.STUDENTS IN THE RIBN TRACK Are dually admitted to both the community college and the university; Complete the first three years home-based at the CC with general study courses the first year and thennursing courses the second and third years, while also taking a university course each year; Receive their ADN at the end of the third year, successfully pass the NCLEX-RN to be eligible topractice as a RN and matriculate into the fourth year of the program; and Complete the fourth year, with particular emphasis on gerontological and community health nursing, useof evidenced-based nursing knowledge and leadership development, at the university level to achieve theBSN degree.2020 CFCC/UNCW RIBN Application RequirementsStudents must be in their Senior Year of High School in the 2019-2020 academic year.1. The steps for acceptance to CFCC are as follows:1. Complete the CFCC General Admissions Application which includes the Residency DeterminationApplication. For students that have applied to or have taken classes at CFCC before: your application has tobe active.2. Request official transcripts from a regionally accredited High School/High School Equivalency agency.High School/High School Equivalency transcripts must indicate the date graduated. Official transcripts arethose received either by mail or by hand delivery to CFCC in the original, sealed envelope from the awardinginstitution or agency. If you graduated from a North Carolina public high school since 2003, you mayrequest your official high school transcript be sent electronically to the Admissions Office via the CollegeFoundation of North Carolina (CFNC) website at www.cfnc.org. Home schooled students must submit acopy of the home school’s approved registration from the state in which they are registered, and an officialtranscript including the graduation date and documentation of completion of a nationally standardizedachievement test.3.Request official transcripts from all colleges and/or universities attended be mailed to the Admissionsand/or Records Office (if applicable). These will be reviewed for possible transfer credit.Once accepted into CFCC, students will need to file an “Intent to Apply” electronically and meet the followingminimum requirements:1. Meet minimum English and Math requirementTo be considered eligible to apply to the program, all applicants must be waived from placement testing ormeet the minimum requirements on the appropriate Placement Test.An unweighted North Carolina high school GPA of 2.6 or higher may waive placement testing (graduationwithin the last 5 years). If an applicant scores less than the minimum cut-off scores on the Placement Test, he/she will be required tocomplete the essential sequence of developmental courses/modules. If the student completes all of the requiredremedial courses/modules with a grade of “C” or better and/or a grade of “P” prior to the application deadlineand meets the other minimum requirements, he/she may be considered eligible to apply to the Program.The Placement Test may be taken twice in twelve (12) consecutive months and must have been taken in the lastfive years. Applicants who violate the testing policy will not be disqualified. However, when a RIBN applicanthas tested more than twice in twelve consecutive months, only the first two attempts will be considered in theapplication process. Placement test scores which violate the testing policy will be disregarded.If the Placement Test has been taken at another community college (in the past five years), it is the student’sresponsibility to ensure that the official scores are transferred to Cape Fear Community College.NOTE: Students who placed into developmental classes are encouraged to complete the course sequences assoon as possible. Placement testing will be discontinued as a waiver option next year due to the implementationof RISE, the new placement indicator.Accommodations for testing due to a documented disability may be made with the Disability Support Servicesoffice in the Union Station Building (Room U-218) or call (910) 362-7012 or (910) 362-7158.2.HAVE AN OVERALL GPA OF 2.5 OR HIGHER IN ALL POST-SECONDARY COURSEWORKCOMPLETED at Cape Fear Community College. If a student was enrolled at CFCC while in HighSchool they must have a CFCC 2.5 GPA or higher (Career and College Promise Program). After an “Intentto Apply” has been filed, you must maintain a minimum GPA of 2.0 to enter the program in the fall.3.Submit a copy of the UNCW acceptance letter to CFCC (may be scanned and emailed tohealthsciences@cfcc.edu)Admission to any and all educational programs offered by Cape Fear Community College is made withoutregard to race, color, sex, national origin, gender identity, sexual orientation, disability, veteran status orother irrelevant factors.The RIBN program at CFCC requires a separate application as it is selective admission. Students mustcomplete an “Intent to Apply” during the application period. This is done electronically and can beaccessed at the program website: www.cfcc.edu/ribn.4.FILE “INTENT TO APPLY” (Note: Changes for 2020)An “Intent to Apply” for the RIBN Program may be completed ONLINE during the application period ofJanuary 20, 2020 through April 1, 2020. Please visit the programs’ website (www.cfcc.edu/ribn), study theinstructions, and click on the “File My Intent” button to proceed. Make sure to complete all requiredfields/areas all the way to the end of the form where an electronic signature will be required. If your “Intent”is successful, i.e. all eligibility requirements are met, you will receive an e-mail with “The Next Steps” inyour CFCC e-mail account. This e-mail includes instructions on how to pay for the PSB and schedule thetest. Applicants must file the “Intent to Apply” prior to the last day of the application period. Students whofile an “Intent to Apply” and do not meet the minimum requirements will receive an e-mail addressing themissing items. Once eligible, they may re-file their “Intent” as long as it is prior to the end of the applicationperiod.4

“Intent to Apply” Checklist for the RIBN Program: 5.Check that you have been admitted to CFCC (by Admissions) or that your application status is active(Note: CCP students still need to complete a general CFCC application, this is a separate applicationfrom the CCP program)Check that a copy of your UNCW acceptance letter is on file at CFCCCheck that your official high school transcript is on file at CFCCCheck that your official college/university transcripts are on file at CFCC (CCP students)Have an overall GPA at CFCC of 2.5 or higher if enrolled as CCP student (criteria waived if you donot have an established GPA at CFCC)Meet English and Math eligibility (see pages 3 and 4)PSYCHOLOGICAL SERVICES BUREAU (PSB) ADMISSIONS EXAM (Note: Changes for 2020)Students who meet the minimum application requirements will be prompted to schedule the RegisteredNursing PSB Admissions exam following the successful completion of their “Intent to Apply”. Instructionson how to pay for the PSB exam will be included in the e-mail to those students whose Intent to Apply meetseligibility requirements. A 25.00 non-refundable will be charged to take the Registered Nursing PSB.Potential applicants to the RIBN Program may take the Registered Nursing PSB twice per applicationperiod. Students who file their Intent to RIBN and the ADN program at CFCC may take the PSB forRegistered Nursing only two times (the same test is used for both programs). Change for 2020: the highestoverall score of the two most recent tests will be used on the point count. Highest percentile score ineach area will NO LONGER be considered for points (i.e. we will not create a new score using thehighest points in each test category any longer).Note: rescheduling of PSB exams will only be considered in the case of extenuating circumstances (i.e. suchas a medical emergency) and the applicant must provide documentation. The Dean of EnrollmentManagement MAY choose to issue a “Stand by Pass” for testing. A “Stand by Pass” does not guaranteeadmission to the test; admission to the test may be determined by seat availability. Please check youracademic and personal calendars before scheduling the exam online.A study guide for the PSB Exam can be accessed at: cfcc.edu/testing/psbtesting. It is recommended that youpurchase a PSB study guide. These are available for purchase online and in most book stores. In addition, thestaff in the CFCC Learning Lab (910-362-7684) may be able to provide resource materials to help preparefor the PSB exam.In order to apply to the RIBN Program, a student must meet the minimum score requirements on the PSB of the50th percentile in each of the following five (5) areas: Verbal, Arithmetic, Non-Verbal, ReadingComprehension, and Natural Science. The Spelling and Vocational Adjustment Index sections of the PSB donot require a cutoff score, however, percentile scores in these sections will count toward total PSB percentilescore on the point count. Students are encouraged to do well in all areas in order to increase their PSB pointcount total. You will receive an official copy of your scores 3 to 5 days after you complete the PSB exam.NOTE: If eligible, a student may file an “Intent to Apply” into multiple health science/nursing programs. Ifselected into more than one, the student is required to commit to the program of choice by the deadline stated inthe correspondence sent by the Health Science Enrollment Center. Failure to do so in writing will result in theloss of the seat.NOTE: Depending on the Health Science program neither federal law nor North Carolina law permitsundocumented individuals or those with DACA (deferred action for childhood arrivals) classification to receiveprofessional licenses. See 8 U.S.C. § 1621(a) and (c)(1)(A). This does not prevent a DACA student from5

enrolling in a Health Science program but will prohibit the student from receiving a professional license. If youhave any questions about eligibility for professional licensure please contact the professional organization’swebsite.Nursing Selection & Notification Process:If you have met the minimum scores of the 50th percentile in the five (5) required areas, you will be invited toreview your point count electronically after the application deadline and after all point counts arecompleted. You should expect to hear from the Health Science Enrollment Center in April of 2020.APPLICANTS WHO FAIL TO RESPOND TO THE REQUEST TO REVIEW THEIR POINT COUNT WILLWAIVE THEIR RIGHT TO CONTEST THEIR TOTAL POINTS. Applicant’s point counts are confidential.To protect your privacy, point count totals will not be discussed on the telephone.Qualified RIBN applicants will be ranked based upon their cumulative percentile PSB score. If two or morestudents have the identical scores, the date and time that the Intent to Apply to RIBN was successfully submitted(i.e. eligibility criteria were met) will be the determining factor. Ten (10) new students may be admitted to theRIBN Program each fall semester. Alternates are admitted to the program only if someone who was originallyaccepted declines the offer of admission or if someone who was originally accepted becomes disqualified (referto disqualifying factors on page 8).The 10 students who are admitted in the program will need to pay a 100.00 nonrefundable enrollment feeto UNCW by May 1, 2020. These students will be invited to attend orientation at UNCW, but theorientation is not mandatory.These 10 students will also be invited to a mandatory orientation at CFCC.A medical report, drug screen, CPR certification, and criminal background check will be required before startingthe nursing classes program in the 2nd year of RIBN. (see page 9)A. PROGRESSION POLICYStudents admitted to the RIBN Program must achieve or have achieved a “C” in each course in thecurriculum in order to progress semester by semester.Grading 68-75Credits in the RIBN Program are determined as follows:ClassLabClinical1 hour credit for each hour class1 hour credit for three hours lab1 hour credit for three hours labA semester credit hour is equivalent to 16 hours of classroom instruction or 48 hours of laboratory orclinical instruction.6

B. PHYSICAL AND COGNITIVE EXPECTATIONS OF A STUDENT NURSENursing is a practice discipline with cognitive, sensory, affective, and psychomotor performancerequirements. For purposes of nursing program compliance with the 1990 Americans with Disability Act, aqualified individual with a disability is one who, with or without reasonable accommodation or modification,meets the essential eligibility requirements for participation in the nursing programs.If a student believes that he or she cannot meet nursing program requirements without accommodations, theDisability Support Services office will determine on an individual basis, whether or not the necessaryaccommodations or modifications can be reasonably made.CFCC provides reasonable accommodations to otherwise qualified students with disabilities, as long as suchdisabilities, as determined on a case-by-case basis, do not preclude the student from meeting thequalifications considered essential to the program.
