What is a GWAC?A Government Wide AcquisitionContract is defined as a task ordelivery order contract forinformation technology. Contracts established by one agency for Governmentwide use Operated by an Executive Agency designated by the OMB - Onlythree agencies are designated: NASA, NIH and GSA Pursuant to Section 5112(e) of the Clinger-Cohen Act Not subject to the Economy Act33

Alliant GWAC Value Proposition 50 Billion Ceiling 10 Year Period of Performance 57 Primes Awarded 2009 Alliant is the most COMPREHENSIVE andFLEXIBLE IT contract in the federal ITmarketplace. It allows for a total solution forlarge complex IT requirements, includingthose aspects of the IT solution that aren’t ITin and of themselves, but are integral andnecessary to the solution – those ancillaryproducts and services needed.Ordering period of performance: April 2009 toApril 2014, with one five-year option from April 2014to April 30, 2019* (Basic Contract expiration date).*Task Order performance can be performed up toApril 30, 2024, which is past the Basic Contractexpiration date, only when (1) orders are issuedbefore April 30, 2019; and (2) options are includedat initial issuance of the Order. The Official Word The Office of Management and Budget (OMB) says direct acquisitions fromGSA's GWACs are "in the best interest of the government" in its June 2008memo, Guidance for Improving the Management and Use of InteragencyAcquisitions (PDF). OMB designated GSA as the Executive Agent for our GWACsunder the Clinger-Cohen Act. The Office of Federal Procurement Policy (OFPP) also asks agencies to look tointeragency contracts like GWACs first for efficiencies and cost savings in itsSeptember 2011 memo, Development, Review and Approval of Business Casesfor Certain Interagency and Agency-Specific Acquisitions (PDF). The Department of Navy issued a memo on April 23, 2012 emphasizing themandatory use of the GSA Alliant/Alliant Small Business for the acquisition of ITdevelopment and support services. Read the April 23, 2012 memo (PDF). Defense Health Agency issued a memo on April 25, 2016, establishing GSA'ssuite of vehicles to include Governmentwide Acquisition Contracts (GWACs)and Federal Supply Schedules (FSS) as mandatory vehicles for the acquisition ofMilitary Health System (MHS) Health Information Technology (HIT) for bothpreviously unsolicited and follow-on contracts/task orders, unless waived in23accordance with procedures outlined herein.
