A Message FromAnthony DastaInterim DeanI have been with the College for the past 40 years, servingas a full-time faculty member for the first 25 years and thelast 15 years as an administrator and professor. It has beenan honor and a privilege to serve the University and Collegeduring these years. I will be officially retiring in December2007.The University and College have completed a national searchfor a new dean. Provost Janie Fouke has named Dr.Christopher Silver as our Dean. Below is an article on Dr.Silver. His choice is an excellent fit for our diverse programs.Dr. Abdol ChiniDirectorThe Rinker School had a successful 2005-2006 academicyear. We graduated 120 students with the degree of Bachelorof Science in Building Construction, four with the degree ofBachelor of Science in Fire and Emergency Services, 22with the degree of Master of Science in BuildingConstruction, 20 with the degree of Master in BuildingConstruction, and three with a Ph.D. degree. More than160 qualified students applied for admission to the Fall 2006semester, but only the top 60 students were admitted to theprogram. The incoming students have an average Pre-BCNGPA of 3.45 and average SAT score of 1260. Job placementfor BCN graduates has been extremely successful. We hadover 120 companies represented at the Spring 2006 BCNCareer Fair in O’Connell Center to recruit both full-timeemployees and interns.This past year as your Interim Dean, I have seen first handwhy the M.E. Rinker, Sr. School of Building Construction isone of the top programs in the country. When it comes toteaching, research and service, the School has no equals inits field. Under the leadership of Dr. Abdol Chini and withsupport of its distinguished faculty, the Rinker School ofBuilding Construction has made significant progress in itsgraduate and distance education programs, while maintainingits strong undergraduate programs.The Rinker School’s 70 th anniversary celebrations andfundraisers for an endowed professorship in North CentralFlorida on April 22nd and in South Florida on May 9th werethe exciting events of this past semester. I would like tothank the BCN Club Board of Directors and sponsors incontinued on page 8continued on page 8Meet the new Dean.By Ron WayneThe UF Provost Janie Foukeannounced on June 16th that Dr. Christopher Silver, the head of the department of urban and regional planning atthe University of Illinois at UrbanaChampaign has been selected as thedean of the College of Design,Construction and Planning effectiveOctober 1, 2006.Dr. Silver has been a professor of urban and regional planning and head of his department in Illinois since 1998. From1995 to 1997, he was the urban development advisor to Indonesia under a U.S. Agency for International Development,project based in Jakarta. Starting with a Fulbright SeniorLectureship in 1989 and 1990, Silver has researched urbandevelopment and decentralization in Indonesia for more thana decade.Silver previously served Virginia Commonwealth University from 1979 to 1995 in a variety of positions, includingprofessor and as associate dean in the College of Humanities and Sciences and in the School of Community and2Volume 70, Issue 2 August 2006Public Affairs. The central focus of his published researchhas been urban and planning history, both in the US and inan international context. He is completing a book entitled,“Planning the Megacity: Jakarta in the Twentieth Century”(Routledge).He is also completing a history of planning in the urban Southin the US from the 1890s through the 1950s. Other recentresearch involves the global phenomena of urban planningin the context of decentralization, democratization and theemergence of civil society in developing nations.Silver earned a doctoral degree in American urban historyand a master’s degree in American history from the University of North Carolina, Chapel Hill; a master’s of urban andregional planning from Virginia Commonwealth University;and a bachelor’s in history from St. Lawrence University.He is past President of the Association of Collegiate Schoolsof Planning, a former Co-Editor of the Journal of the American Planning Association, and currently editor of the Journal of Planning History.

WHAT’S NEWAT BCNThe Perry Crafts Awareness Facility Progress ReportConstruction is expected to start on the Perry CraftsAwareness Facility by mid-August 2006 with an expectedcompletion date of December 31, 2006. The facility willhave a green roof which will be the first of its kind, locatedadjacent to the northeast corner of Rinker Hall, on the UFcampus and a 100-seat amphitheater. The facility will becooled by natural ventilation and will be furnished with a300k testing frame and a 2-ton hoist. Students will be ableto develop their craft awareness by observing theperformance of master craft workers in areas such aswelding, masonry, and formwork erection.ISSABCN Alumni Regional Club UpdatesThe First Annual UF Tampa Bay BCN Gator Club GolfScramble was hosted by the club on Thursday, June 1, 2006at the Feather Sound Country Club in Clearwater, Florida.The Feather Sound Country Club was in great shape for thisevent, and the staff provided an excellent poolside lunchprior to the shotgun start, and followed up with the posttournament get-together in the ballroom with the awards ceremony, a buffet station with light foods as well as plenty ofrefreshments.Sixteen foursomes competed in this “Best Ball” format andthe team sponsored by Rinker Materials, which includedStefanie Oldham, Dave Wright, Ryan Willis and BobDiPietro, took first place honors. The teams from HennesseyConstruction Services and ASAP Rental Equipment andSales took 2nd and 3rd place, respectively. Scott Pittmanfrom the Nelson Construction team was the Long Drivewinner and John Omran from the Clark Construction Group,LLC team won the “Closest to the Pin” award.Despite a rain-shortened event, everyone had a great timeand the Tampa Bay Club is already starting to plan a similargolf outing for next year. WHAT’S NEWAT BCNBCN Alumni Regional Club UpdatesThe Rinker School’s 70th Anniversary BBQ sponsored bythe North Central Florida BCN Alumni Club was heldon Saturday, April 22nd from 11 am to 1 pm on the RinkerHall North lawn. Close to 150 BCN alumni and friendsattended and enjoyed the pre-Orange & Blue game BBQ.The event was kicked off with a brief welcome and overviewof the Club’s initiatives and rationale for the fundraiser byClub President, Domenic Scorpio. The South Florida BCN Alumni Club Presents 100,000 toClose to 650 alumni, friends and sponsors got together onTuesday evening, May 9th, 2006 at the Seminole Hard RockHotel and Casino in Davie Florida to celebrate the School’s70 th anniversary and fundraiser for an endowedprofessorship.with our students and to give them broader exposure to the“real world” of construction.The Club Board of Directors had the difficult task oforganizing an elaborate fun-filled evening for all to enjoyas well as fund raising for the 70th Anniversary Professorship.They did an excellent job with coordinating the event aswell as reaching their fundraising goal, which was to surpassthe high benchmark already set by the Tampa Bay Club.The Rinker School would like to give special thanks to theClub Board of Directors and sponsors. The committee discussedthe current fundraising efforts for the 70th AnniversaryEndowed Professorship. Specifically, it was noted that anyproceeds received by December 31, 2006 for theprofessorship will be eligible for bundling to receive theState match. Breck Weingart, President of Charles PerryConstruction, gave the group an update on the Gainesville/Ocala BCN Club’s pre-Orange and Blue game BBQscheduled for April 22, 2006 at the UF Campus. Rick Derrer,President of James A. Over thecourse of one summer, using moneythey made painting houses, the boysplanned and built the ultimate treehouse. “It was 30 feet in the air in alarge oak tree,” Palmer said. “It wasfully enclosed with walls, shingles,paneling and a rope ladder.”“It was such a great experience creating something fromnothing-basically taking an idea and making it a reality,”Palmer said. “The passion of being a builder started there.”That passion continues to this day. In addition to his role aschief operating officer of Stiles Corporation, a FortLauderdale-based development company, Palmer ischairman of Habitat for Humanity of Broward, Inc. “Mypersonal philosophy about my purpose is to be a goodsteward of the talents I’ve been blessed with, and Habitatgives me an outlet to accomplish that,” he said.Palmer has volunteered for many groups over the years, butalong with Habitat, he is especially proud of his work withKids in Distress, a local agency dedicated to eradicating childabuse and caring for its victims. “When I joined the boardof Kids, there were maybe a dozen children and a couple ofpaid staff,” said Palmer, who has been on the board for 22years. “Today, the agency touches the lives of over 7,000children a year.”He added that Stiles Corporation has played a major role inhelping to build each of the organization’s major capitalprojects. The business charged no fee for its work. Palmersaid it is his nature to volunteer his time and talents to suchworthy organizations. “I grew up in a family that was veryinvolved in giving back to the community, and I have a strongbelief that it’s important to do that,” he said. “It’s alsorewarding to know that you’re making a difference.”Palmer came to Fort Lauderdale in 1979- straight out of theUniversity of Florida’s School of Building Construction- totake a job as an estimator with Stiles Corporation. “I neverworked anywhere else,” Palmer said, noting that the companyhad 10 people when he started. Things have changed forboth Palmer and Stiles Corporation. But he said his longevity at the company waseasy to achieve. “The core values we have as an organizationare completely aligned with what my personal beliefs are,and we have been extremely successful holding to very highstandards,” Palmer said. Palmer lives in Weston with hiswife, Linda, and their 15-year-old son. MacArthur Foundation hasrecognized the importance of the preservation of affordablerental housing stock through its Window of Opportunityprogram and through grants to support housing-policyrelated research. These efforts are hampered, however, bythe lack of data about subsidized properties in both individualstates and across the nation. For example limited informationis available about ownership, types of subsidy programs usedto finance the properties, mortgage prepayment eligibilitydates, property conditions, tenant characteristics, and soforth. In response to this lack of decision-support data, theMacArthur Foundation awarded a grant to the University ofFlorida, on behalf of the Shimberg Center for AffordableHousing and the Florida Housing Finance Corporation(FHFC).The Florida Housing Finance Corporation, working inpartnership with the Shimberg Center, will convene anational meeting of organizations already engaged incollecting housing preservation data. The second phase ofthe effort will be led by the Shimberg Center and will be todevelop and implement a data collection project within thestate of Florida. The objective of organizing the meetingand conducting the data collection and analysis is to identifythe information needs for housing policy and programdevelopment professionals and to create a data infrastructurethat other states can implement for the preservation of theaffordable rental housing.The key personnel that will be involved in the project includeMr. William O’Dell, of the Shimberg Center, who will bethe principal investigator for the Shimberg Center’s tasks,and Ms. Nancy Muller, Policy Director for the FloridaHousing Finance Corporation, who will be the principalinvestigator for the FHFC tasks.Powell Center for Construction and Environmentcontact: Dr. Charles Kibert, ckibert@ufl.eduThe Powell Center is organizing an international conference,Rethinking Sustainable Construction 2006 (RSC06), aninternational conference that will be held September 19-22,2006 in Sarasota, Florida. RSC06 will focus on the cuttingedge and beyond for high performance green buildings andassist in the development of a roadmap for designing andbuilding future high performance facilities. We anticipatea collaboration of designers, developers, builders,manufacturers, primary materials suppliers, policymakers,and researchers to collaborate in developing a vision of thefuture high performance building. The green buildingmovement has been highly successful and the Powell Centerhas been engaged in the process of evolving this concept for15 years. Rinker Hall was the first green building on theUniversity of Florida campus and there are now a total of 18green buildings in various stages of evolution.
