7. Other Business.Smoke Control. The subject of smoke control, as raised in Proposal 101-117a andComment 101-75 on 7.2.3, was retained on the agenda for the 2012 revision cycle.The changes recommended by the proposal follow.(1) Revise 7.2.3.4 to read as follows:7.2.3.4 Vestibule. Where a vestibule is provided, the doorway from thefloor into the vestibule shall be protected with an approved fire doorassembly having a 1½-hour fire protection rating, and the fire doorassembly from the vestibule to the smokeproof enclosure shall have notless than a 20-minute fire protection rating. Doors shall be designed tominimize air leakage and shall be self-closing or shall be automaticclosing by actuation of a smoke detector within 10 ft (3050 mm) 5 ft (1525mm) of the vestibule door. New doors shall be installed in accordancewith NFPA 105, Standard for the Installation of Smoke Door Assemblies.(2) Revise 7.2.3.8.2 as follows:7.2.3.8.2 The vestibule shall be provided with not less than one airchange per minute and the exhaust shall be 150 percent of the supply.Supply air shall enter and exhaust air shall discharge from the vestibulethrough separate tightly constructed ducts used only for such purposes.Supply air shall enter the vestibule within 6 in. (150 mm) of the floorlevel. The top of the exhaust register shall be located not more than 6 in.(150 mm) below the top of the trap and shall be entirely within the smoketrap area. Doors, when in the open position, shall not obstruct ductopenings. Controlling dampers shall be permitted in duct openings ifneeded to meet the design requirements. pressurized to a minimum of 0.05in. w.g. (12.5 Pa) positive relative to the fire floor and the stair enclosurepressurized to a minimum of 0.05 in. w.g. (12.5 Pa) positive relative to thevestibule.(3) Delete 7.2.3.8.3 in its entirety and renumber existing sectionsaccordingly.7.2.3.8.3 To serve as a smoke and heat trap and to provide an upwardmoving air column, the vestibule ceiling shall be not less than 20 in. (520mm) higher than the door opening into the vestibule. The height shall bepermitted to be decreased where justified by engineering design and fieldtesting.(4) Revise 7.2.3.10.1 as follows:7.2.3.10.1 For both mechanical ventilation and pressurized stairenclosure systems, the activation of the systems shall be initiated by asmoke detector installed in an approved location within 10 ft (3050 mm) 5ft (1525 mm) of the entrance to the smokeproof enclosure, or by flowindication from an approved sprinkler system complying with NFPA 13,or from any approved automatic fire detection and alarm systemcomplying with NFPA 72.The proposal was submitted by the Smoke Management SystemsCommittee (SMO-AAA) – after MEA prepared its ROP and was includedin the ROP as a Rejected proposal by the TCC to permit public review –with the following substantiation: SMO-AAA believes that the currentprovisions of NFPA 101 on smokeproof enclosures are archaic and requirecomplex design arrangements that have a greater propensity for failure ofBLD/SAF-MEA October 4-5, 2007 Meeting Minutes / Page 5Page 12 of 126

the smokeproof enclosure. The provisions could result in designs andinstallations that create negative pressures that draw smoke into theenclosure. Associated issues associated with stack effect and proper dooroperation also exist. The suggested changes address these concerns, andupdate the provisions to information found in referenced standards.8. Future Meetings.The committee will meet next in late October, 2009 to prepare its portion of theReport on Proposals (ROP) for the 2012 code edition. At the chair’s discretion, thecommittee might be convened for a pre-ROP meeting.9. The intent is that only the required capacity is needed to be addedtogether. A stair with a minimum width of 44 in. has capacity for 147 persons. Ina two-story building with basement, if the stair from the basement level has arequired capacity of 80 persons but is 44 in. wide, and the stair from the secondfloor has a required capacity of 120 persons but is 44 in. wide, the egress pathfrom the point of convergence needs to be wide enough to accommodate 200persons (that is, 80 120 200) and not 294 (that is, 147 147 294).Page 14 of 126
