I.MandateRepublic Act 7160, Section 16 states that “Every local government unitshall exercise the powers expressly granted, those necessarily impliedtherefrom, as well as powers necessary, appropriate, or incidental for itsefficient and effective governance, and those which are essential to thepromotion of the general welfare. Within their respective territorialjurisdictions, local government units shall ensure and support, amongother things, the preservation and enrichment of culture, promote healthand safety, enhance the right of the people to a balanced ecology,encourage and support the development of appropriate and self-reliantscientific and technological capabilities, improve public morals, enhanceeconomic prosperity and social justice, promote full employment amongtheir residents, maintain peace and order, and preserve the comfort andconvenience of their inhabitants”.II.VisionIriga City: A sports, culture and arts haven of the country, as well as theagro-ecotourism hub in the Bicol Region providing crystal-clear water inthe Rinconada area, home of an ecologically-balanced environment andresilient communities, propelled by a vibrant economy and an empoweredpeople, supported by an appropriate infrastructure and steered byproactive public servants.III.MissionWe shall strive for a vibrant domestic economy propped up by the dynamicpartnership between an innovative, competent and transparent localgovernment unit and an empowered people; and fueled by a strong agroecotourism backbone and ICT infrastructure & services; promotingecological balance and keeping a deep sense of pride and identity basedon shared values, character and culture.We shall pursue a balance between development and the environmentand ensure a peaceful and contented life for each and every Irigueño.3

7. SECURING MAYOR’S CLEARANCEPeople seeking employment are sometimes also required to secure the same. This isespecially true of applicants to the Philippine National Police (PNP) and to the Armed Forcesof the Philippines (AFP).
