Live Music Business Improvement andRecovery ProgramRound 2The Live Music Business Improvement and Recovery Program is a City of Gold Coast Music Action Plan2021 investment initiative, assisting music businesses to improve their capability, capacity, operations andpremises in a way that positively contributes to the revitalisation and recovery of the Gold Coast musicscene.The 205,000 Program aims to enhance and support businesses of all sizes (including musicians and soletraders) that are integral to a flourishing and functional Gold Coast live music scene and contribute to avibrant Gold Coast.What is the Gold Coast Live Music Business Improvement and Recovery program?The program supports music businesses to adapt or diversify, and importantly sustain their operations, byproviding discretionary capped funding towards eligible activities (up to the identified maximum).The program accepts applications from: Stream one - Existing music venues: Up to 10,000Stream two - Existing live music businesses including musicians and sole suppliers: Up to 10,000Stream three - Existing suppliers and businesses that service and support the live music industry: 5,000 for business improvementsWho can apply?This program assists the ecology of music businesses that support musicians and artists.To be eligible for stream 1 or 2 your business must be a music venue or a business that has musicdevelopment/ creation/ promotion/ management as its core purpose, including recording studios, band andtour managers, independent record labels, music retail, booking agents, promoters, and musicians.To be eligible for stream 3 your business, where live music is not the primarily activity, supplies importantservices to the live music industry, including other retail, hospitality, equipment suppliers and professionalservices.In addition, you must: have a physical address within the City of Gold Coast local government boundary have an Australian Business Number (ABN) registered on the Gold Coast not be insolvent or have owners/directors that are an undischarged bankrupt.You cannot apply if you or your business: is outside the City of Gold Coast local government boundary is a government department or agency has outstanding debts to the City for stream 1 or 2, has another primary purpose outside of music does not support the live music industry in any way has outstanding compliance issues with the CityLast updated:14/12/2020 Page 1 of 8

These organisations include HOTA,Placemakers Gold Coast, Study Gold Coast, Destination Gold Coast and Major Events Gold CoastPotential applicants must satisfy and agree to comply with the Terms and Conditions as detailed onpage 6.What can You apply for?Stream One – Live Music Venues1. Acoustic Improvements professional consultant fees to undertake acoustic audits/ assessments upgrade windows/ window treatments (i.e. double glazing) upgrade building/façade materials to achieve better noise attenuation other acoustic improvements to help manage sound transfer re-orientation of venue layout to change music impacts (i.e. stage relocation) investment in equipment or in-venue acoustics which improve audience experience andcommunity amenity2. Business Operation projects that improve the health and safety of audiences, performers, and venue staff upgrade business and wayfinding signage new software for improved business operations e.g.: migrate business online engage specialised and expert business growth advice including grant writing, business plan andmarketing plans website, design / redesign, or service new markets capped at 3,000 extra staffing or costs associated with the implementation of COVID19 restriction expense related to market/audience expansion and innovative marketing and promotion property extensions (approved by property owner) to increase capacity due to COVID19restrictions3. Applications will be processed ona first come, first serve basis, and therefore not all applications will be successful.Applications will be assessed for eligibility by Arts and Culture officers and approved by Arts and CultureExecutive Coordinator. A panel of City of Gold Coast officers and music industry experts may be called uponto review applications against Assessment Criteria if required.1. 2. Live Music Business Improvement and Recovery Program opens 27 October 20213. Applicant identifies and selects the program stream they wish to apply4. Complete and submit the application online5. City assess the application eligibility6. Application recommended for funding7. Application recommendations are endorsed by the Director of Lifestyle and Community directorate8. City provides a letter of offer to successful applicants within 5 weeks from application submission.A final decision will be made based on the order the applications are received and the information containedwithin the submitted application. Failure to submit all required documents will result in your application beingrejected.The Program Terms and Conditions allow the City to validate and check the authenticity of applications andthe applicant’s details at any time. Applicants who are awarded the grant must refund the grant to the City ofGold Coast if the grant is subsequently found to be based on an invalid application.When the round opens on 27 October 2021, you will be able to access the application online here . Allapplications must be submitted electronically – physical applications will not be accepted by any office or bypost.The round may only be open for a short period due to demand and will be closed once the funding allocationis anticipated to be exhausted based on the number of applications received.All notifications regarding the status of the round will be posted on the City’s Live Music Business Improvementand Recovery Program web page - tunities/Live-Music-Business-Improvement-ProgramIn addition to meeting the eligibility criteria, The City reserves the right to approve or refuse funding at itsdiscretion. Final recommendations will take into consideration:1. Funding availability – applications will be processed on a first come, first serve basis, and thereforenot all applications will be successful.2. Submission of a complete application form, including a clear description of the proposedimprovement with rationale and examples on how the proposed project will bring a positive impact onimproving, growing, or diversifying business activity with all requested supporting documentationincluded.3. Provision of appropriate quotes all quotes from suppliers will be checked to determine if they aregenuine e.g. supplier has as active ABN and the invoices or quotes have not been altered in any way.4. Essential information for successful applicantsReportingAll successful applicants will be required to provide a simple outcome report (template provided) that outlinesthe improvements images, as well as feedback to Council on the project impact and the experience applyingto the program. This information will be used to evaluate the success of the program.AcknowledgementPlease contact cultural@gldcoast.qld.gov.au for requirements on usage of City of Gold Coast logo to beincluded in promotional channels as appropriate.PaymentsPayment terms are 30 days from date of invoice, subject to the receipt of a signed letter of offer accepting thefunding, tax invoice and a copy of a bank statement header including applicant’s name and address, the bankname and address, BSB and account details. Terms and ConditionsBy making an application you accept the following conditions: Your business’s purpose must support live music in some way. Your business has a physical address within the City of Gold Coast local government boundary. You have an Australian Business Number (ABN) registered on the Gold Coast. If successful, all activity related to the grant funding must be completed by 30 of June 2022. The program is a rolling fund meaning funds are awarded until the financial allocation for the programhas been exhausted. Applications will be processed on a first come, first serve basis, and therefore notall applications will be successful. All improvements must be superficial in nature (For example, painting, sign writing, adding, or fixingembellishments). Note: Structural changes or works that could impact the structural integrity of thebuilding are not permitted to be undertaken with grant funding. If the application is for music venue upgrade/improvements works, high resolution photographs of thebuilding’s existing condition must be provided as part of the application, including close-ups of thedirectly affected areas. If the application is for superficial improvements to a physical property and the applicant is not theproperty owner, the applicant must have the property owner’s written consent. Where a business operates in a property with multiple joint owners, all owners must provide their writtenconsent. Only one application per round will be accepted from an individual ABN or a financial beneficiary of abusiness. The submission of a simple outcome report (template provided) that outlines the improvements imageson completion of the funded improvements All successful applicants must allow the City to publish information and photographs relating to thepromotion of the Music Action Plan 2021 All applications for proposed improvement must have appropriate quotes attached (The quote/s shouldshow the breakdown of the estimated costs of labour, equipment, and materials) All invoices or quotesfrom suppliers will be checked to determine if they are genuine e.g. supplier has as active ABN and theinvoices or quotes have not been altered in any way. Any overrun in costs is not the responsibility of the City. No extra funds will be granted after anapplication has been approved and works have commenced. All works being carried out must have the required permits, licenses, and approvals from the City of GoldCoast and/or other government agencies before commencement of the works. The City will assist theapplicant in identifying potential permits, licenses and approvals that may be required. It is theapplicant’s responsibility to ensure that all permits, licenses and approvals are received before workscommence. Any costs associated with obtaining permits, licenses and approvals cannot be included inthe total amount of the grant application. Employees, elected representative of the City of Gold Coast, member of the city appointed Music ActionPlan Music Advisory Group and Council entities and/or strategic partner organisations are ineligible toapply. The City reserves the right to withdraw funding if a project is not proceeding as agreed. During the term of the works, you obtain and maintain public liability insurance for a minimum cover of 20 million per claim covering all of the risks and obligations for the works being carried out (and for anyof your employees, agents, contractors and sub-contractors). You will provide a copy of the certificate of currency and evidence of the adequacy of such public liabilitycover before commencing the works.
