To receive apologies and approve reasons for absenceApologies were received and accepted from Cllr Bradley and Cllr Bodey.2. To receive any disclosures of interest from Councillors on matters to be considered atthe meetingNone received.3. Minutes of the Parish Council Meeting held on 21st December 2021RESOLVED: To approve the minutes of the Parish Council meeting held in the Oriel room, StstRicarius church on 21 December 2021 and to sign them as a correct record. ACTION: To besigned by the Chairman.4. Resignation of Parish Councillorsa. Members noted the resignations of Cllrs McCready and Dickinson by e-mail.b. Members RESOLVED to fill the resultant casual vacancies, subject to LCC approval.c. The clerk advised that the period for nominations arising from the earlier resignationstof Cllr Hogg expires on Friday 21 January. He confirmed that further information willbe advised in due course. In discussion, all members AGREED that should anelection be necessary an alternative to the issue of polling cards should be sought asa more cost effective measure. ACTION: Clerk to follow up with LCC as required.5. Public ParticipationThere were no members of the public present on this occasion.6. Crime & Securitya. The clerk gave an update of November crime activity, as reported on the Police UK database.He confirmed that 5 crimes had been reported in the Parish, all within the village boundaries.No prosecutions had been made.b. Cllr Dunwell confirmed that there had not been a PACT meeting since the last Parish Councilmeeting. He added that the new Police representatives were not able to attend a meeting inperson at this time. ACTION: Clerk to explore options regarding a meeting.7. Leeds Fest 2022thThe clerk confirmed that Ward Cllr Robinson has arranged a video call for Monday 24January 2022 commencing at 7pm. The purpose of this is to enable members to put theirpoints of view, in advance of Working Group discussion on 2022 Leeds Fest road andtransport matters the following day. Members noted this and AGREED that the clerk shouldalso invite the two members of the public who have declared an interest to attend. ACTION:Clerk to make contact with the two members of the public concerned.8. Traffic issues in AberfordCllrs discussed recent traffic issues in Aberford, including cars diverting through the villagewhenever the A1 is busy and also the recent accident on the A1 adjacent to the village. Allmembers understood the difficulties involved and noted that actions are in progress togenerally make Main Street a safer area, particularly in the congested area between the riverbridge and Church Lane, up to Lotherton Lane.

After discussion it was AGREED that no further action should be taken at this time, pendingprogress on these initiatives and also review of any relief afforded by completion of the EastLeeds Orbital Ring Road (ELOR).9. Playground maintenanceThe Clerk confirmed that an order has been placed with HAGS for the planned Annualinspection of Beckside playground, probably to take place in February.Cllrs also wished to record their thanks to Cllr Bradley for facilitating the repair of theplayground climbing net.10. Aberford green space maintenance projectsIn the absence of Cllr Bodey and given the time of year there were no specific developmentsor actions to report on this occasion.11. Jubilee Field Bin emptyingThe Clerk reported that LCC Parks department have now offered to empty the Jubilee Fieldbins at cost of 30 per occasion. He added that there were no viable commercial alternativesas all interested parties would require waste to be collected in wheelie type bins for removal,which is impractical and would defeat the purpose of the exercise.After discussion all members AGREED to accept the offer. ACTION: Clerk to contact LCCparks department to arrange.12. Clerk salaryCllr Oakes said that, with the clerk now having completed 12 months in post, a salary reviewshould be undertaken per his contract of employment. He proposed that this should be doneby Cllrs Oakes, Reed and Griffiths, as on previous occasions. This was AGREED by allmembers. Cllr Oakes added that this will lead to a recommendation which will be tabled fordiscussion at the next Parish Council meeting.13. Parish Council representation on the Almshouses trustCllr Oakes said that following the resignation of Cllr Hogg a vacancy now exists for a ParishCouncil representative. He proposed that Cllr Griffiths take up this position, stating that shehas previous experience in a similar role and is willing to take on the responsibility. This wasAGREED by all members.14. Correspondence receiveda) An e-mail had been received from a local resident concerning advice of planned shoots inthe Parlington Estate. The Chairman said he has spoken to the Estate Management teamand provided the clerk with contact details as requested by the member of the public. TheClerk confirmed that he had passed these on.b) A local resident had contacted the Parish Council concerning a number of high trees inwooded land close to their property. The Chairman said that he had contacted the EstateManagement team and, as with the above item, had received appropriate contact details.ACTION: Cllr Howson to pass on details to the Clerk who will revert to the member of thepublic.

Cllr Reed was concerned about this in case, for any reason, she were to beunavailable. Cllr Oakes said he would be happy to assist should it be necessary, pendingyear-end review of the working groups.

16. Finance updatea. To note the balances in the Parish Council’s accounts- NOTED as per attached bankreconciliation.b. To approve the bank reconciliation as at 31.12.2021- RESOLVED (attached).c.To note income received and APPROVE the Accounts for Payment- RESOLVED(attached).d.Members confirmed the precept demand of 22,000 for the year commencing April 2022/23 asdiscussed previously and the Chairman returned a completed copy to the Clerk. ACTION:Clerk to forward the demand to Leeds City Council as appropriate.17. Matters for InformationThe Clerk advised members that he had contacted Leeds City Council and/or Ward CouncillorRobinson in relation to pending issues regarding removal of redundant litter bin lids andreplenishment of blue grit bins together with delivery of bulk grit supplies to farmer PhilWatson. He undertook to keep members informed of any further developments.Cllr Oakes advised members that the village hall AGM has now been arranged for Friday 11February at 7.15pm.thCllr Howson referred to previous discussion and correspondence regarding access to theJubilee Field via School lane. He said that this matter is presently with Leeds City Council forreview.Cllr Griffiths asked whether there had been any progress regarding the archaeologicalgeophysical survey on the Jubilee Field. The Clerk said that he had been in contact with ourcontact, Ian Sanderson but nothing further had yet been received. He agreed to follow up.There being no further points, the chairman closed the meeting. The Clerk confirmed that thenext meeting is scheduled for Tuesday 15th February 2022 commencement time 7.30 pm inthe Oriel room, St Ricarius Church. Unless otherwise agreed, the requirement for negativepre-meeting Covid lateral flow tests to be confirmed will continue.
