The student shall refrain from enrolling in a college coursein the same subject as a college course in which the studentearned a grade of “D” or “F” or for which the student receivedno credit.Academic HonestyStudents in Washington Local Schools are expected topursue their academic goals with honesty and integrity.Plagiarism, cheating, and other unethical academic practiceswill not be tolerated. Students who participate in unethicalacademic practices are subject to disciplinary and/oracademic consequences.C. If the student had registered for more than one collegecourse for the next term prior to being placed on probation,the student shall request each college in which the student isenrolled to dis-enroll the student from those courses thatconflict with the terms of the student’s probationary status.College Credit Plus (CCP)See Board Policy 2271The College Credit Plus program in Ohio is designed to allowstudents (grades 6-12) the opportunity to earn college andhigh school credit concurrently. CCP’s goal is to provideadditional opportunities for high school students toexperience coursework at the college or university level.The parents/guardians and student must receivecounseling/attend a meeting that explains the program andsign a letter of intent to participate in the CCP program byApril 1st of each year. Students and their families are requiredto apply to the university. Once accepted, the student willcomplete the steps to register for classes. Transportation tothe college or university is not provided by Washington LocalSchools.Students participating in the College Credit Plus program(CCP) will be eligible to receive secondary credit forcompleting any of these programs. To be eligible, studentsmust be in sixth, seventh, eighth, ninth, tenth, eleventh, ortwelfth grade and achieve "remediation free" status on anassessment or meet alternative criteria under the law to beadmitted to a college or university.If a student participating in CCP, A) fails to maintain a gradepoint average of 2.0 or higher in the college courses takenthrough CCP, or B) withdraws from, or receives no credit fortwo (2) or more courses in the same term, the student will beconsidered an "underperforming student." If a studentmaintains underperforming student status for two (2)consecutive terms of enrollment, the student will be deemed“ineligible.”Immediately after determining a student has obtainedunderperforming student status, the student will be placedon probation with the CCP program. The underperformingstudent, the student’s parents/guardians, and the college(s)will be notified. The underperforming student and thestudent’s parents/guardians shall also be notified of thefollowing requirements for continued participation in CCPwhile on probation:a.If a student elects to remain enrolled in one course forthe next term, the student shall inform the college of thecourse in which the student would like to remain enrolled.b.If the student fails to dis-enroll from any courses thatconflict with the student’s probationary status, the studentand the student’s parents/guardians will be notified that thestudent shall assume responsibility for any and all tuition,fees, and costs for textbooks for any courses from which thestudent was required to dis-enroll. In this notification, thestudent and the student’s parents/guardians shall also beadvised that the student shall be deemed an ineligiblestudent and dismissed from the program for the next term inaccordance with the dismissal procedures set forth below.D. If a student takes a course after being placed on probationand such course raises the student’s cumulative grade pointaverage to 2.0 or higher in the college courses taken throughthe CCP, the student shall be removed from probation. Thestudent may participate in CCP without restrictions unlessthe student is declared to be an underperforming studentagain.E. If a student takes a course after being placed on probationand such course does not raise the student’s cumulativegrade point average to 2.0 or higher in the college coursestaken through CCP, the student shall be dismissed from theprogram in accordance with the dismissal procedures setforth below.Grading SystemParents/guardians will be notified at the end of each quarterto check Powerschool for their end-of-quarter grades.Parents/guardians will be notified before the end of the fifthweek of the grading period if the student is earning a lettergrade of a D or F. Students are encouraged to ask questionsand seek extra help if needed.Students andparents/guardians are encouraged to regularly checkPowerSchool or call the counselor to set up a teacherconference if they have questions.If an extended illness, students may be given an "I"(Incomplete). The "I" must be made up by the end of thequarter. The "I" will become an "F" if the work is notcompleted in the allotted time frame.A. The student shall only enroll in one college course duringany term.4

When a student is late to school: After 9:00 am, the student islate to school and they are to report to the attendance officeto get a pass to be admitted to class. After 9:00 am, thestudent will need a note from their parent/guardianexplaining the reason for their tardiness. Oversleeping is notexcused.When a student needs an early excusal: The student is tobring a note from their parent/guardian and report to theattendance office BEFORE school starts. They will then begiven a pass to leave school. The student’s parents/guardianswill need to come into the building to sign them out. Theparent/guardian must present ID when picking up thestudent. Whoever is picking up the student must be listed inPowerschool as an emergency contact.TestingAll students need to understand that during any testingsession, they are responsible for not sharing any informationfrom the test with anyone outside of the testing room. Also,any use of an electronic device during a test administration isa security violation and may be punishable by having theirdevice handed over to the teacher/test administrator andtheir test invalidated. For further questions regarding testsecurity, please see the building principal.ATTENDANCE POLICIES & PROCEDURESAbsence Reporting Lines:Greenwood Elementary: 419-473-8263Hiawatha Elementary: 419-473-8265McGregor Elementary: 419-473-8276Meadowvale Elementary: 419-473-8281Monac Elementary: 419-473-8286Shoreland Elementary: 419-473-8291Silver Creek Elementary: 419-473-8274The law requires that schools have contact withparents/guardians when there is an absence. We requestthat parents/guardians call the attendance line, which can bereached 24 hours a day. Please state the student's name, thereason for absence, and your relationship to the student.Building hours are from 8:45 am to 3:30 pm. The building isopen to students starting at 8:45 am. Breakfast is availablefrom 8:45 am to 9:00 am in the cafeteria.When a student is absent: The student is required to bring anote from their parent/guardian when they return (even ifthey called the office) with the student’s first and last name,explaining the reason for the absence and the dates. Thestudent will give the note to their Academic Advisoryteacher/office. The teacher will turn the note into theattendance office within 24 hours for the Powerschoolupdate. After any absence, the student needs to make up forall work missed and is responsible for finding out from theirteachers what work must be made up.When a student needs to accompany their parent/guardianon a trip during school time: The student should have theparent/guardian contact the school office at least two daysbefore the absence. A vacation form must be completed andsigned by each teacher so that schoolwork can be made upeven though vacation is an unexcused absence.Definition of Truancy and Excessive Absences:Excessive Absence- Absent 38 or more hours in one schoolmonth with or without a legitimate excuse; or absent 65 ormore hours in one school year with or without a legitimateexcuse.Habitually Truant- Absent 30 or more consecutive hourswithout a legitimate excuse; absent 42 or more hours in oneschool month without a legitimate excuse; or absent 72 ormore hours in one school year without a legitimate excuse.Habitually Truancy Procedures:All cases involving habitual truancy will be referred to theWLS Attendance Specialist for investigation. Referrals willdemonstrate that the following procedures have beenobserved:1.Verified absences and warning letters sent.2.Intervention conferences are held with truantstudents and parent/guardian with school personneland the Attendance Specialist.3.Informal Hearing at the county office and/or familymediation.4.Potential for referrals to Children’s Services Board toseek recommendation.5.Unruly/Truancy complaint filed with the LucasCounty Juvenile Court.SCHOOL PROCEDURES*Alphabetical by topicArrivalIn the morning, school doors will remain locked until 8:45am. Breakfast is available on regular school days beginningat 8:45 am. Students are discouraged from arriving anyearlier as they will not be under direct supervision. Ifstudents must arrive before these times, they are to remain5

outside the building unless prior arrangements have beenmade with school staff.Bus PassesBus passes or notes are not permitted. Students are onlyallowed to ride on their assigned bus(es).Cell Phones/Electronic DevicesAn “electronic device” includes any wireless communicationdevices that emit an audible signal, vibrate, display amessage or otherwise summon or deliver a communicationto the possessor. Student cell phones are to be turned offand not used during the school day. Smart devices shouldbe set to “Do Not Disturb” and not used during the schoolday.Students will be permitted to use their electronic devicesduring the following times: Before and after school During after school/extracurricular activities andat school-related functionsout-of-school suspension or expulsion based on theseverity of the offense. Repeat offenders will bedealt with using a progressive discipline approach.Please note – Any violation that is deemed illegal will also bereferred to law enforcement (i.e. child pornography). Inaddition, more severe violations may result in an immediateout-of-school suspension.Students are solely responsible for the care and security oftheir electronic devices. Washington Local Schools assumeno responsibility for theft, loss, damage, or vandalism toelectronic devices brought on its property, or theunauthorized use of such devices.Students who take unauthorized pictures or videos of otherstudents are subject to possible disciplinary consequences.Contents of cell phones may be searched if there exists areasonable suspicion that they may have been used in anactivity prohibited by the Code of Conduct.Electronic use during the above indicated times must notcreate a distraction, disruption, or otherwise interfere withthe educational environment. Devices are to remaininaudible at all times during the school day. Distractingbehavior that creates an unsafe environment will not betolerated.Students may use office phones for emergency reasons onlyduring the school day. Student cell phone use is not allowedduring the school day. Parents/guardians should notcall/text students on their cell phones during school hours. Ifa parent/guardian needs to contact their student, they MUSTdo so by calling the school office.Students are prohibited from the following: Using an electronic device to capture, record ortransmit words, audio, and/or images (i.e.pictures/video) of any student, staff member, oranother person in the school or while attending aschool-related activity, without express prior noticeand explicit consent for the capture, recording, ortransmission of such words or images. Using an electronic device in any way that mayreasonably create in the mind of another person animpression of being threatened, humiliated,harassed, embarrassed, or intimidated. Using an electronic device, including but notlimited to those with cameras, at any time duringthe school day where a reasonable expectation ofpersonal privacy exists. These locations include butare not limited to, locker rooms, shower facilities,restrooms, and any other area where students orothers may change clothes or be in any stage ofdisrobing. Electronic Devices may be used foreducational and instructional purposes in theclassroom ONLY with teacher permission andsupervision. Teachers may permit student use ofelectronic devices in their classrooms as they feel itis appropriate for educational use. Students will beexpected to follow the electronic policy establishedin each classroom.Cumulative RecordsCumulative records (sometimes called permanent records orCRFs) are kept in the school office for each pupil enrolled.Information, including the student’s academic progress,health record, test scores, and attendance is part of thecumulative record. Teachers and other support personnelhave access to cumulative records. The Federal Rights andPrivacy Act states that the material in these records isconfidential. This information can be released only withwritten permission of a parent/guardian or with the writtenpermission of the students if over eighteen years of age. Thisact also states that the parent/guardian must be granted theright to view these records if they choose. A records reviewsession may be scheduled by contacting the principal.Consequences for violating the electronics policy will resultin confiscation of the device (will be returned at the endof the day) along with the following possibilities: Parent/guardian pick-up, community service,after school detention, IRP (In-School Suspension),Counseling ServicesDuring adolescence young people are faced with difficultsituations with which they sometimes need help. Someareas of concern are personal, social, and academic. Theschool counselor is here to facilitate problem-solving and toassist students in exploring their options.If aparent/guardian would like an appointment with thecounselor, please have them call the counselor’s office. If astudent wishes to see the counselor, they are to write a noteabout their concern and will be seen as soon as possible.Custody and Residency IssuesTo update student information records in the DistrictComputer System, parents/guardians who have experienceda legal change of custody through the court system, or havemoved to a new address in the Washington Local District,must provide the proper documents to prove custody and/or6

residency. The following documents are the only acceptableverification to change student/family data:1. A final file-stamped and journalized complete courtaffidavit for custody with a case number andparent/guardian’s name.2. Utility bill (gas, electric, water, cable, and landlinephone) in parent/guardian’s name with the newresidency address.3. A complete, signed lease agreement of at least six(6) months in parent/guardian’s name.4. Government or Social Services check stub inparent /guardian’s name with new address.practiced throughout the school year so that students andstaff members are prepared if there is ever an emergency.Students not following the directions or procedures during adrill, or real emergency, are subject to disciplinaryconsequences. Drill directions and exit routes should beposted in each classroom.When the Washington Local School District determines thatthere is sufficient evidence that the legal parent/guardianlives outside the district, the school administration willwithdraw that student immediately, unless an openenrollment application is submitted and approved. Anyparent/guardian who falsifies residency documents providedfor school registration violates the Ohio Revised Code andmay be held liable for back tuition from the date of originalenrollment to the date of discovery of residence outside thedistrict. Any changes of custodial parent or residency issuescan be processed at any time in the Attendance Office.Changes in phone numbers are also critical and can bechanged by contacting the building secretary. Individualswho have custody and residency questions are asked tocontact the Principal.Family Contact Time (Previously Called Conferences)In an effort to enhance family communication, teachers willcommunicate with parents/guardians throughout eachgrading period using various communication methods(email, phone, face-to-face meetings, mailings, etc.) to buildrelationships and address any concerns raised by eitherparty. These communications may take place during thework day, outside of the work day, or during threedesignated Family Contact Time days. There will be noschool for grades K-12 on the three Family Contact Timedays.Only those persons listed in Powerschool as either theparent/guardian or as an emergency contact may pick-up astudent.Emergency NotificationsSchool emergencies will be announced by SwiftReach K12phone messaging system, social media, local radio, andtelevision stations. Please do not call the schools or CentralOffice, as we will need all lines open to communicate withlocal emergency officials.Field TripsTeachers sometimes arrange field trips to complementclassroom instruction. Written permission is obtained fromall parents/guardians on the Washington Local SchoolsAuthorization Form at the beginning of the year.Parents/guardians will be kept informed of times anddestinations of field trips.Dismissal ProcessStudents must proceed to the buses at the end of the schoolday. Loitering, bus-hopping, and other delaying activities areprohibited. Once a student gets onto their bus, they shouldnot exit it again until arrival at their bus stop. Buses will pullout of the parking lot by 3:30 pm. Any student not on theirbus by this time will need to report to the office to makealternate arrangements for pick-up. Students are never torun after or try to enter a moving bus. Students need to be intheir assigned location for after-school activities within 5minutes of the school dismissal bell. All other students mustbe out of the building by this time. Students loitering inhallways or unauthorized areas without permission will besubject to disciplinary action. Unless a student’s after-schoolactivity begins immediately following the dismissal bell, thestudent is not allowed to wait for the activity at school.These students should ride the bus home and return at thespecified time for the student’s practice or meeting.While on a field trip, students are to behave as if they arewithin the school building. It is important to remember thateach student on a trip represents not only the school and thestudent’s parents/guardians, but the community as well.Students whose behavior has displayed a lack ofresponsibility may be denied the opportunity to go on thefield trip. Please note that bus suspensions are in effect for allfield trips.Earbuds/HeadphonesEarbuds or headphones may only be worn when permittedby the teacher. No earbuds or headphones are to be worn inhallways. When permitted to wear earbuds or headphones,the earbud or headphone may only be worn in one ear.Hallway ConductWhile in the hallways of Washington Local Schools, studentswill be expected to do the following:Emergency DrillsRegular drills for fire, tornado, lockdown, and evacuation areParents/guardians are often asked to be group leaders onfield trips. Parents/guardians need to read and sign aWashington Local Chaperone Guidelines form before theyattend a field trip. Please note that younger children are notallowed to accompany classes or ride buses on field trips. Allchaperones must pay for a background check by visiting thelink below prior to chaperoning any field cal-school-district1.2.3.Students will keep their hands to themselves.Students will use a conversational voice andpolite language.Students will throw all trash in the garbage andrecycle when appropriate.7

4.5.6.Students must clean or report all spills to anadult.Students will walk, stay to the right, and keepmoving at all times.Students will report bullying to an adult.Instructional FeesDistrict-wide instructional fees were approved by the Boardof Education to help offset the cost of materials for childrenin grades K-6. The fees assessed will be used to help pay forthe cost of learning aids, such as workbooks and artmaterials used for instructional purposes. The fee is 20.00per student, but no family will be assessed more than 30.00for these fees. These fees will be collected in September.Families in serious financial need may contact the buildingprincipal for fee waiver information. It is important to notethat these fees are charged for system-wide instructionalcosts. Elementary schools may need to assess a charge forclass-specific materials, projects, or activities.LockersLockers are the property of the Washington Local Board ofEducation. The locker and contents are subject to randomsearches, at any time.The following guidelines for lockers should be followed:1. Keep the locker neat.2. Students are responsible for the upkeep of theirassigned locker. Students are not permitted towrite, scratch, or use contact paper, or stickers, indecorating their locker. The cost of cleaning and/orrepairing a locker will be assessed to a student ifdamage occurs as a result of student misuse and/orabuse.3. No hitting or kicking lockers. If the locker will notopen, students should go to the office for assistance.Lost & FoundIf a student finds something that does not belong to them,the student should give the item to a teacher or place it inthe Lost and Found. Lost and Found items are placed in thelost and found designated area. At the end of each quarter,unclaimed items are donated to the WLS Clothing Closet.Make-Up WorkSee Board Policy 5200Parent ClubThe Parent Club is a great support for our students. Meetingsare held monthly and announced in advance. We encourageyou to become involved with the Parent Club. Please notethat meeting dates and times may be subject to change.Parents/guardians will be notified in advance of any changes.Record RetentionAll public records created as a part of an investigation of acomplaint of harassment will be maintained by theCompliance Officer in accordance with the Board’s recordsretention policy. All records generated under the terms ofthis policy shall be maintained as confidential to the extentpermitted by law. Any records which are considered studentrecords in accordance with the Family Educational Rightsand Privacy Act or under Ohio’s student records laws will bemaintained in a manner consistent with the provisions of theFederal and State law.School Delays and CancellationsSchool closings and delays will be announced on socialmedia, local radio, and television stations. Decisions toclose/delay the schools are usually announced between 5:30am and 6:30 am. Please do not call the schools or CentralOffice.School Nurse/Health AideThe School Nurse/Health Aide is available at different timesthroughout the week. The school should be aware of anychanges to the student’s health status. These can beprovided to the School Nurse, building Secretary or Principal.MedicationThe administration of medication is primarily theresponsibility of the parent/guardian. If the student musttake over-the-counter medication or prescribed medicationduring school hours, a form must be completed by thephysician and the parents/guardians. This form can beobtained from the main office or it is available online fromthe website. Staff is not permitted to administer any type ofmedication (over-the-counter included) without this form.Medication must also be brought to school by aparent/guardian.Allergies/AsthmaIf a student has severe allergies or asthma, the school needsto be aware of this. For students with severe allergies, anallergy action plan will be developed for the school. Pleasecontact the School Nurse or office to discuss this. Studentsare permitted to carry inhalers and epi-pens with physicianapproval. A medication form will need to be completed forboth. In the case of epi-pens, the student may carry anepi-pen, provided a backup dose has been provided to theschool.ImmunizationsThe State of Ohio requires all students to have a completevaccination record on file within 15 days of attendance. All7th-grade students are required to have Tetanus Diphtheriaand Pertussis (Tdap) and Meningococcal (MCV) vaccinesbefore entry. If you have any questions regardingimmunizations, please contact the School Nurse or office.Search and SeizuresSee Board Policy 5771Student lockers, desks, cabinets, and similar property are theproperty of the Washington Local Board of Educationprovided to students as a convenience for their use. Lockersand other such property carry no expectation of privacy forthe students who occupy them. School lockers, desks,cabinets, etc., and their contents are subject to search byschool authorities at any time and without warning.Student Financial AssistanceFinancial assistance is available through the free andreduced lunch program as long as the “financial need”8

criteria are met. Any student who has financial need maypick up an application in the office.Student Record “Directory Information”Ohio law provides for the release of “directory information”without the consent of the parent/guardian; or if the studentis eighteen (18) years of age or older, the written consent ofthe student. “Directory information” includes the following:a student’s name, address, telephone number, date andplace of birth, photograph, major field of study, participationin officially recognized activities and sports, height andweight, if a member of an athletic team, dates of attendance,date of graduation, awards received, honor rolls, orscholarships.The District will make “directory information” available upona legitimate request unless a parent/guardian or adultstudent notifies the school in writing within five days fromthe date of this notification that they will not permitdistribution of any or all such information. Contact thebuilding principal for this request.Surveillance CamerasFor student safety and welfare, video surveillance camerasare placed throughout the building, school grounds, and onbuses. Actions recorded on these cameras may be used asevidence in disciplinary action. Any attempt to damage orinterfere with the function of these devices will result indisciplinary action by the school and possible referral tolocal law enforcement agencies.Telephone CallsThe office phone may be used by students for emergenciesonly. Students will not be called to the phone during theschool day. Messages of extreme importance will be relayedto students.TextbooksStudent textbooks are to be cared for at all times. Studentsare responsib
