2015 – 2016 YEARLY REPORTChief’s MessageOn September 1st, 2016 I entered the final and most challengingstage of my career by taking command of the Glen Rock PoliceDepartment, an agency at that time comprised of 22 swornofficers and a support staff of 3 civilians (parking enforcementand records). Through preserving those foundational practiceswhich have established the GRPD as an agency with vastcommunity support and embracing improvement andinnovation I look forward to making the GRPD the best versionof itself.Dean AckermannChief of PoliceDepartment HistoryThe Glen Rock Police Department was established in 1918 to provide full time lawenforcement services to the Borough of Glen Rock, located in northwest Bergen County,New Jersey. At the time of the department’s inception, Glen Rock was a small agrariancommunity of approximately 4,000 people. By 1928 the department had grown to sevenofficers who patrolled the borough on foot and on Motorcycle. This number would remainconstant through the 1940’s.Following the Second World War, Glen Rock began to see many changes. Locatedapproximately twenty minutes away from of New York City, and near the city of Paterson,Glen Rock was fast becoming a suburban residential community with an ever-growingpopulation.As Glen Rock grew and changed, so did its police department. In 1946 a two-way radiosystem was installed in police headquarters as well as the department’s patrol cars. Thisdramatically increased the police response time to the growing number of calls beingreceived each year. As the day-to-day needs and problems of the community increased,so did the demands placed upon the police force. Increased training, additional manpowerand better equipment soon became necessary.Throughout the 1950's, 60's, and 70's, manpower and equipment began to improve. Morepolice vehicles were purchased and new lifesaving equipment accompanied officers onpatrol for the first time. During the 70's, the department grew to twenty-six sworn, full-timepolice officers. As information system technology began to emerge during the 1970's, theGlen Rock Police Department kept pace with the times. Today police vehicles andmotorcycles assigned to routine patrol functions are equipped with Mobile DataGLEN ROCK NEW JERSEY POLICE DEPARTMENT1

Even Traffic Summonses can nowbe generated electronically.In 1994 the Glen Rock Police Department closed an antiquated police dispatch desk andmoved Police dispatch and 911 services to a regional dispatch center, the NorthwestBergen Central Dispatch located in Ridgewood, NJ. This center is the primary point ofcontact for all emergency and non-emergency calls to Glen Rock’s public safety services.Having out grown its former substandard facility at old Borough Hall, Glen Rock PoliceDepartment, along with other Borough Offices, moved into a temporary PoliceHeadquarters at 175 Rock Road behind the CVS in 2007. The department operated outof this location until January of 2010 when operations were moved back to a newlyrenovated and state-of-the-art police facility at the Harding Plaza Municipal Building.Currently Glen Rock is classified under UCR demographic data as an Urban Center withapproximately 11,602 residents. The town is densely populated with 4,143.2 residents persquare mile in a mixture of single family residences, town houses. The community is alsohome to a vibrant central business district; several strip malls, two high volume commuterrailroad lines, a highly rated public-school system, several park areas, and a number ofdifferent religious institutions, including an Indian Sikh temple. As of 2016 the consists of22 sworn officers, 2 civilian support personnel and 1 parking enforcement officer. Daniel Dour2016 saw the departure of three veteran officerswho made up the command staff of the GRPD.The members of the Glen Rock Police Department wish Chief Frederick Stahman, CaptainJonathan Miller and Lieutenant Daniel Dour the best in their retirement after many years ofdedicated service to the community. 2015 – 2016 YEARLY REPORTNew BeginningsSeptember 1st 2016 saw theappointment of Glen Rock’s newPolice Chief Dean Ackermann.A 30 veteran of the GRPD, ChiefAckermann is the 7th Chief ofPolice to lead the departmentsince it was established in 1918.Joining Chief Ackermann wereGlen Rock’s four newest PoliceOfficers Sam Evans, T.J. Graziani,Nicholas Onove and Sarah Orsita.Once these four new officerscomplete basic training the GRPDwill be restored to full staffingwith 22 members. P.O. Evansgraduated the Bergen County Police Academy and began three months of field training inDecember of 2016. P.O.’s Orsita, Onove and Graziani are expected to graduate from the PassaicCounty Police Academy in March of 2017.Moving Ahead to 2017Under the direction of Chief Dean Ackermann, the Glen Rock PoliceDepartment is staffed during 2016 by 22 sworn officers and 3 civilianpersonnel. The members of this department pride themselves in being anintegral part of a professional police agency.The Glen Rock Police Department is currently undergoing severalimportant changes and has identified several future initiatives to improveefficiency and delivery of services, including:Moving forward with departmental promotions to replenish our command and supervision staff.Promotional examinations will be conducted by the New Jersey State Association of Chiefs ofPolice Professional Services.Updating many of the department’s servers, computers, and software through a technology bondto enable greater access and increase efficiency across all agency functions.GLEN ROCK NEW JERSEY POLICE DEPARTMENT16

2015 – 2016 YEARLY REPORTEstablishing the position of School Resource Officer in cooperation with the Glen Rock PublicSchools. This will be attained through the pending addition of a 23rd officer who will soon begintraining.Increased training and professional development across the ranks and in a variety of subjectsnecessary for 21st Century Policing.Achieving and maintaining New Jersey State Association of Chiefs of Police Re-Accreditation.Like many law enforcement agencies around the country, the Glen Rock Police Department willlikely face challenges in the future as we seek to provide the best police services possible. Thefinancial burden of updating aging technology, while maintaining a budget that does not exposethe Borough to excessive financial liabilities is a difficult challenge to overcome. We mustrecognize that the entire law enforcement community is under much greater public scrutiny. Asa department, we need to look for new ways to foster more effective and efficient means ofcommunication between our agency and the community in order to develop a stronger and moretrusting relationship.Looking ahead through 2017 and beyond, the Glen Rock Police Department will provide thecitizens of Glen Rock with professional and proactive law enforcement services. We will continueto embrace our core mission and goals of decreasing crime, improving public safety and engagingin effective policing strategies designed to enhance the quality of life for all who live, work andvisit our community.We believe that a key component to the delivery of professional police services will be maintaingNJSACOP Accreditation status. It is clear that participation in the accreditation program will,through the implementation of sound management practices, provide us with the framework tocontinually monitor, evaluate and improve existing procedures and conditions within the policedepartment. We are confident that we will continue to grow as a professional police agency bymaintaining the high standards we have set for ourselves, as well as those of the accreditationprogram.GLEN ROCK NEW JERSEY POLICE DEPARTMENT17
