Officer Alexander will behonored at the annual luncheon sponsored by the Rotary Club on May 17, 2017.Mayor Parrish called for a recess at 5:52 p.m.Mayor Parrish reconvened the meeting at 5:57 p.m.Vice Mayor Aveni read and presented to Brad Marshall, President of the Prince WilliamCounty Bar Association, a Proclamation proclaiming May 1, 2017 as Law Day in the City ofManassas.Council Member Sebesky read and presented the Child Abuse Prevention Proclamationto Ronald King, Social Services Director, and members of staff at Social Services who work withchildren and members of the community.Monica Boehringer, Refuse and Recycling Coordinator, announced and introduced the2017 Earth Day Poster Contest Winners and presented each student with a medal, gift cards,and gardening kits. Isabelle Calvillo, age 8 from Weems Elementary, received the bronzemedal; Angel Moreno Cedillo, age 11 from Mayfield Intermediate School, received the silver71

April 24, 2017medal; and Stephanie Juliano, age 12 from Mayfield Intermediate School, received the goldmedal.John Snider, Chairman of the Electoral Board, provided a brief update on the outcomeof the April 18, 2017 Special Election and the lessons learned from that process.City Attorney ReportMr. Crim reported on matters involving the General Assembly and stated he is workingwith staff to determine the impact specific legislation will have on the City’s processes andprocedures.Mr. Crim commented on the retirement of the City’s Procurement Manager James Falls;Mr. Crim stated that he has the utmost respect for Mr. Falls and wishes him the very best in hisretirement.Mr. Crim stated that the City Attorney’s office is moving forward with tax sales on threeproperties.Mr. Crim announced that on Friday, he attended the swearing‐in of the newly electedClerk of the Court, Jacqueline C. Smith.City Manager ReportMr. Pate reported that on April 27, the City celebrated Arbor Day at Cavalry Run Parkwith elementary school students from Manassas City Public Schools. The City was named a“Tree City USA” for the 27th year in a row at the event. Mr. Pate thanked the BeautificationCommittee for the wonderful event and the GFWC Women’s Club of Manassas for donating fivebrand new trees to the park.Mr. Pate mentioned many upcoming City events, including a drug‐take‐back event atNOVANT hospital on August 29, 2017 from 10:00 a.m. to 2:00 p.m.; this is a joint effort amongstthe City, Prince William County, and the DEA.Mr. Pate announced that on May 5 through May 7, Downtown Manassas will host athree day art event, “Much Ado About Art,” that will feature two evenings of juried artcompetition. The weekend will also include other popular events, including Manassas Reads,painting classes, and a free concert at the Harris Pavilion. The Manassas Air Show is alsoscheduled for Saturday, May 6 at the Regional Airport.Mr. Pate invited Fire and Rescue Chief Rob Clemons forward to speak about “OperationStaying Alive,” an effort by the Fire and Rescue Department to train 1,000 citizens to performHands Only CPR on May 20 at the Harris Pavilion. April 24, 2017Chief of Police ReportChief Keen invited the Mayor and Council Members to join him for a Community TownHall on Saturday, April 29, 2017 at Mount Pleasant Baptist Church.Council TimeVice Mayor Aveni congratulated GMBL on celebrating its 60th anniversary and statedthat he enjoyed attending opening day over the weekend. Vice Mayor Aveni stated that he islooking forward to honoring the City’s many volunteers at the annual Volunteer Reception onThursday, April 27 at the Hylton Performing Arts Center. Vice Mayor Aveni noted that the CityCouncil will hold a public hearing on the FY 2018 operating budget, CIP, and tax rates onMonday, May 1, 2017 at 7:30 p.m.Council Member Bass congratulated those members of the Manassas City PoliceDepartment who were recognized and honored earlier in the evening and reported on alegislative meeting hosted by the Chamber of Commerce she attended with the City Manager.Council Member Bass encouraged the public to come to City Hall to view the amazing artworkdisplayed by many talented students at Osbourn High School.Council Member Elston stated that it is always wonderful to celebrate at City Councilmeetings the many positive things that are happening in the community and encouraged thepublic to take advantage of the arts and cultural opportunities in the area.Council Member Sebesky updated the City Council on the many transportation relatedmeetings she attended and encouraged the public to review the budget documents andparticipate in the public hearing on Monday. Patrick Pate, City Manager, presented a brief overview of the FY 2018 ProposedOperating Budget and Five‐Year Capital Improvement Program. Mr. Pate stated that theproposed budget is the result of input from citizen satisfaction surveys, public hearings, publicinput from citizen boards and commissions, and public sessions held in the community todiscuss services and priorities. ProclamationWHEREAS, travel has a positive effect on Virginia, the nation’s economic prosperity, and imageabroad, it also impacts business productivity and promotes well-being; andWHEREAS, according to the U.S. Travel Association, travel to and within the United Statesprovides significant economic benefits for the nation, generating more than 2.1 trillion in economic output in2015, with 947.1 billion spent directly by travelers; andWHEREAS, travel is among the largest private-sector employers in the United States, supporting15.1 million jobs in 2015; andWHEREAS, travelers to the City of Manassas directly generated tax revenues of 1.7 million in2015, funds used to support essential city services and programs that enhance the quality of life for residentsand further develop the Manassas brand; andWHEREAS, travelers to the City of Manassas provided tax revenues of 3.2 million to theCommonwealth in 2015, funds used to support essential state services and programs that enhance the qualityof life for residents and further develop the Commonwealth; andWHEREAS, the City of Manassas generated 67 million in visitor expenditures and supported575 jobs in 2015 with a total payroll of 11 million in direct wages, salaries, and tips according to VirginiaTourism Corporation research, andsectors.WHEREAS, travel is a pillar of economic growth, creating jobs at a faster rate than otherNOW THEREFORE, I, Harry J.
