She believes the community service officers need a new vehicle that isproperly marked, with an operational radio.6.MONTHLY UPDATEOral reports from members of the Board of Trustees and PresidentA. Board Facilities CommitteeTrustee Call gave the following report from the Board Facilities Committee meeting onSeptember 2, 2014:Santa Rosa Campus Flagpole Ceremony -- The flagpole proposed ceremony outline andschedule was discussed. Staff will continue to work with local veterans groups for the finaldate.Measure H Bond Update -- An update was presented on the progress of the general obligationbond.1700/1710 Mendocino Ave. Update -- Progress was shared on the demolition of the structuresand parking lot creation timeline slated for late Fall semester.District Project Updates – Tony Ichsan and Paul Bielen reviewed projects that included Prop39 LED exterior pole fixture replacements, as well as the Zumwalt Pavilion. They also sharedrecently completed projects such as the tennis court wall repair and update, the Haehl andTauzer Gymnasium floor stripping and refinishing, and the Emeritus transformer breakerreplacements.

B. Board Finance CommitteeTrustee Doyle stated that the committee met several weeks prior, but did not review thecontent of the meeting as there will be a report forthcoming. She then thanked Harvey Hansenpicnic host.C. SRJC FoundationTrustee Edgar stated that he did not have a report for this meeting. He did mention that he sitson the Bear Club Athletic Trust, which is putting on a Football 101 Breakfast on September 10.D. Shone Farm Foundation BoardTrustee Kunde gave the following report from the Shone Farm Foundation Board of DirectorsMeeting on August 14, 2014:Proposal to amend the by-laws to discuss term limits for Chair was discussed and decided tobe postponed to next Board meeting.Measures to increase Shone Farm wine sales were presented. After a wide search, apotential broker was identified who will sell Shone Farm wines to a broad range of clients inSonoma County and elsewhere.Saturday wine tastings at Shone Farm are increasing in popularity and bringing in newcustomers both for wine club.Marie Gewirtz, Wine Marketing Instructor, presented on the findings from her summer classwhich offered new opportunities identified by her class for increased marketing of Shone Farmand its products.Doug Roberts presented the financial summary which showed more than a 50% growth inrevenues during FY 2013-14 from wine and olive oil from previous year.Dr. Merilark presented the vineyard report. The 2014 wine grape harvest looks promising forthe third year in a row.E. College President ReportPresident Chong gave the following report:Opening of Fall Semester went smoothly. Dr. Chong announced that SRJC is up 2% Districtwide in headcount and is flat in total units enrolled. Many surrounding districts areexperiencing decreases ranging from 5-12%. The college is about 8% below the enrollmentgoal. He is working with Mary Kay Rudolph and Ricardo Navarette, who are co-chairing acommittee to develop a plan to meet SRJC’s enrollment goal.Discussed FLEX Day, thanking Tom Brown for presentation and the trustees for attending.Thanked Mary Sandberg and Karen Furukawa for putting the day together.SRJC is ranked: 6th in the state in AA degrees granted amongst community colleges 7th in state in acceptance to University of California 1st in community colleges over 15,000 students 69th in country for granting AA degrees at all colleges nationally 69th in country in terms of granting AA to Latinos 88th in country in granting AA to Asian AmericansThe number of degrees for Hispanic students increased 28% from year before.Bond

11.2014-15 BUDGETM/S/C (Doyle/Edgar)The Board of Trustees unanimously approved the final budget for the fiscal year 2014-15.Vice President of Business Services Doug Roberts gave a presentation on the 2014-15 Budget.He gave a breakdown of what the college can expect to receive in new state funding this year.He discussed how the shortfall in FTES generated during 2013-14 impacted reportable FTESfor 2014-15, and, based on current projections, that the college will not be eligible for anyGrowth Funds available for 2014-15, and that the District will likely be on stability. Robertsexplained that in the first year on stability, SRJC will not see any reduction in funding in spite ofreporting FTES numbers below base funding levels. However, the College needs to ramp upenrollment for 2015-16 to get off of stability that year, or else risk losing funding.He discussed how the District unexpectedly received additional revenues in 2013-14, due to thestate’s mid-year change to 2012-13 deficit funding. As a result of this fortuitous event, the 201314 spend-down of fund balance was limited to approximately 200,000. Roberts cautioned thata similar-sized reoccurrence was not possible in 2014-15, due to significant changes in budgetassumptions.Based on budgeted revenues and expenditures the college is going to spend roughly 6.2million in excess of revenue. Fortunately, because of the starting fund balance for 2014-15 thecollege should have slightly more than a 5% reserve at year end.Trustee Kunde asked Roberts to clarify the number of students we are short on FTES and howthe state distributes growth funding. Roberts stated that we were 1,100 short on FTES andexplained that the state will redistribute the unused growth funding of one district to others whoreport more than 2.75% growth.Trustee Doyle asked Roberts to clarify why SRJC is not spending portions of the Bond MeasureA funding, which he explained is being set aside for the future care of buildings built withMeasure A funds.Trustee Burdo asked if money was being set aside for technology, which it is.Trustee Call stressed his concern about how close the SRJC is coming to the 5% reserve fundbalance.INFORMATION12.UNITED WAY GIVING CAMPAIGN 2015Mike Kallhoff, of United Way, made a brief presentation on the 2015 Giving Campaign. Hereviewed United Way’s history as well as SRJC’s contributions, which totals over 350,000 fromemployees alone. He ended by encouraging SRJC to stay involved using United Way’s newonline model.13.STUDENT SUCCESS AND SUPPORT PROGRAM PLAN AND STUDENT EQUITY PLANUPDATEVice President of Student Services Ricardo Navarette and Li Collier, Dean of Student Successand Retention, provided an update on the progress of the Student Success and SupportProgram (SSSP) Plan and Student Equity (SE) Plan.Navarette introduced both programs. The state’s priority of both programs is to increase accessto community colleges, to keep students progressing toward a goal and for students to completethose goals by graduating and/or moving on to four-year colleges.

Collier reviewed SSSP and SE and how they are implemented at SRJC.14.EMPLOYEE DEMOGRAPHICS OF SANTA ROSA JUNIOR COLLEGEKaren Furukawa, Vice President of Human Resources, made a presentation on thedemographics of the current workforce at Santa Rosa Junior College. She reviewed a report onemployee demographics from 2011-2014. Primary findings showed that the college becomemore ethnically diverse during that time period. She concluded that SRJC is moving in the rightdirection.13.REPORTSA. Academic SenateRobin Fautley gave the following report:Fall 2014 semester is well underway. Many classes are past first exams.Academic senate:7 of 26 senators are new.First business meeting of Senate occurred last Wednesday, Sept. 3.Senate retreat is changing from Friday, September 27 to October 10.Accreditation:Faculty is working on standards work groups and needs to prepare by completing SLOs,evaluating colleagues and updating curriculum.Working alongside Academic Affairs to support departments.Teaching Fellows Program is in its second full year. The kickoff event was enthusiasticallyreceived. Afterward the faculty met to outline their plans for monthly cohort meetings. Firstcohort meeting focused on FERPA Regulations, mandatory reporting and Kognito training.Andrea Stein is retiring. She was with the Senate for 26 years and will be missed.B. More students are getting involved with Associated Students. They have a full Senate, butare looking at bringing in three other people to be “Honorary” or “At Large.”They are also looking into bringing in a Senate Historian.The Sustainability Committee has been very active. Getting ready to head to New YorkCity Climate March.Advocacy Programs and Committees are about to get activated.
