Apprenticeship program standards governhow an apprenticeship works and have specific requirements. This document will explain therequirements.The director of the Department of Labor and Industries (L&I) appoints the Washington StateApprenticeship and Training Council (WSATC) to regulate apprenticeship program standards. Thedirector appoints and deputizes an assistant director to be known as the supervisor of apprenticeshipwho oversees administrative functions through the apprenticeship section at the department.The WSATC is the sole regulatory body for apprenticeship standards in Washington. It approves,administers, and enforces apprenticeship standards, and recognizes apprentices when eitherregistered with L&I’s apprenticeship section, or under the terms and conditions of a reciprocalagreement. WSATC also must approve any changes to apprenticeship program standards.Apprenticeship programs have sponsors. A sponsor operates an apprenticeship program anddeclares their purpose and policy herein to establish an organized system of registeredapprenticeship education and training. The sponsor recognizes WSATC authority to regulate andwill submit a revision request to the WSATC when making changes to an apprenticeship programstandard.Apprenticeships are governed by federal law (29 U.S.C 50), federal regulations (29 CFR Part 29 &30), state law (49.04 RCW) and administrative rules (WAC 296-05). These standards conform to allof the above and are read together with federal and state laws and rulesStandards are changed with WSATC approval. Changes are binding on apprentices, sponsors,training agents, and anyone else working under an agreement governed by the standards. Sponsorsmay have to maintain additional information as supplemental to these standards. When a standard ischanged, sponsors are required to notify apprentices and training agents. If changes in federal orstate law make any part of these standards illegal, the remaining parts are still valid and remain inforce. Only the part made illegal by changes in law is invalid. L&I and the WSATC may cooperateto make corrections to the standards if necessary to administer the standards.Sections of these standards identified as bold “insert text” fields are specific to the individualprogram standards and may be modified by a Sponsor submitting a revised standard for approval bythe WSATC. All other sections of these standards are boilerplate and may only be modified by theWSATC. See WAC 296-05-003 for the definitions necessary for use with these Standards.Sponsor Introductory Statement (Required):The following Apprenticeship Standards for the development of apprentices in the variousbranches of the plumbing and pipefitting trades have been prepared by representatives of theMechanical Contractors Association of Washington, the Puget Sound ShipbuildersAssociation, and representatives of the United States and Canada, Local Union #32, NationalWSATC-0115Page 2 of 3607/15/2021

Throughout this document, theApprenticeship Committee; Seattle Area Plumbers, Housing Plumbers, Pipefitters, HVACService Controls Technician/Refrigeration Mechanics, and Marine Pipefitters ApprenticeshipCommittee; shall be abbreviated as SAPT.I.GEOGRAPHIC AREA COVERED:The sponsor must train inside the area covered by these Standards. If the sponsor wants totrain outside the area covered by these standards, the sponsor must enter a portabilityagreement with a sponsor outside the area, and provide evidence of such an agreement forcompliance purposes. Portability agreements permit training agents to use apprenticesoutside the area covered by the standards. Portability agreements are governed by WAC 29605-009.The area covered by these Standards shall be all of King, Clallam, Jefferson, Chelan,Okanogan Counties and the western one-half of Douglas County and the western onehalf of Ferry County.II.MINIMUM QUALIFICATIONS:Minimum qualifications must be clearly stated and applied in a nondiscriminatory manner[WAC 296-05-015(17)].Age:Applicants for Apprenticeship must be at least 18 years old.Education:Apprentice applicants must be high school graduates or have a passinggrade on an official high school equivalency test. Applicants must providethe committee with a transcript of their high school grades or their HighSchool Equivalency test scores. College transcripts will be accepted in lieuof high school transcripts with a high school diploma or High SchoolEquivalency certificate.Physical:All applicants must be physically capable of performing the work of thistrade with or without reasonable accommodation.Testing:Applicants must complete an entrance assessment at a Washington StateCommunity or Technical College, and provide test results showing theability to place or enroll in an Intermediate Math course coded at the 90level or higher. The test results must be within15 days of application submission and must be submitted with thecompleted application. The test results will be considered valid for twoyears from date of application, should the candidate need to reapply inthat time frame.Other:1.2.III.All applicants must have a valid driver’s license issued in the UnitedStates.Applicants applying for HVAC - Service ControlsTechnician/Refrigeration pathway must provide a Washington StateDepartment of Motor Vehicles driving abstract showing no accidentsor violations in the last 5 years.CONDUCT OF PROGRAM UNDER WASHINGTON EQUAL EMPLOYMENTOPPORTUNITY PLAN:Sponsors with five (5) or more apprentices must adopt an Equal Employment Opportunity(EEO) Plan and Selection Procedure (chapter 296-05 WAC and 29 CFR Part 30).The recruitment, selection, employment and training of apprentices during theirapprenticeship shall be without discrimination because of race, sex (including pregnancy andgender identity), sexual orientation, color, religion, national origin, age, genetic information,disability or as otherwise specified by law. The sponsor shall take positive action to provideequal opportunity in apprenticeship and will operate the apprenticeship program as requiredby the rules of the Washington State Apprenticeship and Training Council and Title 29, Part30 of the Code of Federal Regulations.A. Applicants will be requested to renew their applications at eachinterview. In the event an applicant misses an interview, they will retain theirhands-on ranking score but be dropped to the bottom of the applicant list andwill be notified again to appear when the next interviews are scheduled. If theapplicant fails to appear to two consecutive interviews, or fails to renew theirapplication at two consecutive scheduled interviews, the applicant will beremoved from the eligibility pool.4.Interview scores will become the applicants ranking score. The committee willselect applicants in descending order of ranking.5.All applicants who have completed a state or nationally recognized preapprenticeship, and provide a certificate of completion and programtranscripts, will receive a confirmed spot at the next SAPT Mock InterviewEvent.6.Apprentice applicants seeking credit for previous experience gained outside ofthe supervision of the JATC, must submit such request and furnish all records,affidavits, licenses, and certifications to substantiate the claim.7.EXCEPTIONS (Direct Entry) For all applicants:All those who enter by one of the following methods will be required tocomplete a substance test, as a condition of employment, and pass withnegative results. All applicants must have a valid driver's license issued in theUnited States.a.U.S. Military Veterans and those serving in the National Guard may begranted direct entry into the apprenticeship program.All minimum requirements will be waived. Must provide photocopy ofDD-214.The JATC shall evaluate the military training received and on-the-joblearning experience received for granting appropriate credit on the termof apprenticeship and the appropriate wage rate.WSATC-0115Page 5 of 3607/15/2021

SEATTLE AREA PLUMBERS, HOUSING PLUMBERS, PIPEFITTERS, HVAC – SERVICECONTROLS TECHNICIAN/REFRIGERATION MECHANICS, AND MARINE PIPEFITTERSAPPRENTICESHIP COMMITTEEEntry of military veterans shall be done without regard to race, color,religion, national origin, or sex.b.An employee of a non-signatory employer not qualifying as journey-levelwho makes application as the result of organizing efforts, whether or notthe employer becomes signatory, shall be evaluated by the JATC, andregistered at the appropriate period of apprenticeship based on previouswork experience and related training. This is a method of direct entryinto the apprenticeship program. Applicants must be at least 18 years ofage and possess a valid driver's license.c.An individual who signs an authorization card during an organizingeffort - wherein fifty-one percent (51%) or more of the employees havesigned authorization cards, whether or not the employer becomessignatory, and is an employee of the non-signatory employer and does notqualify as journey-level, shall be evaluated and registered by the JATC atthe appropriate period of apprenticeship based on previous workexperience and related training. For such applicants to be consideredthey must:(1)(2)(3)(4)Be employed in the JATC's jurisdiction when the authorization cardwas signed.Have been employed by the employer before the organizationaleffort commenced.All employees of the employer must have been offered theopportunity to sign authorization cards and be evaluated.Provide reliable documentation to the JATC to show they were anemployee performing plumbing/pipefitting work prior to signing theauthorization card.d.Members of U.A. Local 32 may be granted direct entry into theapprenticeship program. Minimum qualifications may be waived.e.Registered Native Americans who have secured work under a TEROproject may receive direct entry into an apprenticeship as an apprenticeprovided that the Employer is an approved training agent of the sponsor.B. Equal Employment Opportunity Plan:Part I, Purpose:Recognizing the need of local Apprenticeship Committees for assistance from thenational level in complying with revised Congressional Federal Register Order 2930, the three national joint Committees, Plumbing, Steamfitter-Pipefitter, andWSATC-0115Page 6 of 3607/15/2021

SEATTLE AREA PLUMBERS, HOUSING PLUMBERS, PIPEFITTERS, HVAC – SERVICECONTROLS TECHNICIAN/REFRIGERATION MECHANICS, AND MARINE PIPEFITTERSAPPRENTICESHIP COMMITTEESprinkler Fitter, have prepared a joint Affirmative Action Program for adoption atthe local level.An analysis of female and minority participation in existing pipe tradesapprenticeship programs indicates that:1. Some but not enough, females and minorities apply.2. Still fewer females and minorities complete the application and meet theminimum requirements.3. On average, those who are eligible do well in the selection process.4. The solution to the problem lies in better notification to female and minoritygroups, closer liaison with responsible groups interested in the same endeavor,personal contacts, application follow-up, and other affirmative procedures.Part II, Scope:The program herein outlined consists of the following affirmative acts and may bealtered and supplemented at a later date as experience indicates and as personneland funds permit. Any changes made by the Apprenticeship Committee shallbecome a part of this written program as adopted at the local level.Recognizing that it would be a public disservice to develop second-rate journey-levelworkers, the Apprenticeship Committee will maintain its standards of producinghigh-quality journey-level workers and will provide extra training when necessaryto the extent that cost and personnel permit.Part III, Elements of Recruitment Program:The Local Apprenticeship Committee Shall:1. Participate in workshops, if available, designed to familiarize all concerned withthe apprenticeship system and current opportunities.2. Cooperate with high school and technical college school boards and communitycolleges to develop programs, which prepare students for entrance intoapprenticeship.3. Disseminate information, concerning equal opportunity policies of the program'sSponsor(s).4. Engage in programs, where available, designed to recruit, pre-qualify, and placeminorities and/or women (minority and non-minority) in apprenticeship.5. Use minority and/or women (minority and/or non-minority) journey-levelworkers and apprentices to promote the affirmative action program.6. The JATC may initiate or participate in any other action, which it considerslikely to ensure that equal opportunity and affirmative action goals are met.WSATC-0115Page 7 of 3607/15/2021

The sponsor shall takeaffirmative action to provide equal opportunity in apprenticeship and will operatethe apprenticeship program as required under applicable law and lawfulregulations issued thereunder.C. Discrimination Complaints:Any apprentice or applicant for apprenticeship who believes they have beendiscriminated against may file a complaint with the supervisor of apprenticeship (WAC296-05-443).IV.TERM OF APPRENTICESHIP:The term of apprenticeship for an individual apprentice may be measured through thecompletion of the industry standard for on-the-job learning (at least two thousand hours)(time-based approach), the attainment of competency (competency-based approach), or ablend of the time-based and competency-based approaches (hybrid approach) [WAC 296-05015].V.A.The term for Plumber, Pipefitter, and HVAC – Service ControlsTechnician/Refrigeration Mechanic Apprenticeship shall be 10,000 hours ofreasonably continuous employment.B.Maintenance Plumber/Steamfitter: The term of apprenticeship shall be 10,000hours of reasonably continuous employment.C.The term of Housing Plumber and Marine Pipefitter apprenticeship shall be 6,000hour of reasonable employment.D.Residential Service Mechanic: The term of apprenticeship shall be 8,000 hours ofreasonable continuous employment.INITIAL PROBATIONARY PERIOD:An initial probationary period applies to all apprentices, unless the apprentice has transferredfrom another program. During an initial probationary period, an apprentice can bedischarged without appeal rights. An initial probationary period is stated in hours orWSATC-0115Page 8 of 3607/15/2021

The initial probationary period is not reduced byadvanced credit or standing. During an initial probationary period, apprentices receive fullcredit for hours and competency steps toward completion of their apprenticeship.Transferred apprentices are not subject to additional initial probationary periods [WAC 29605-003].The initial probationary period is [WAC 296-05-015(22)]:VI.A.The period following the apprentice's registration into the program. An initialprobationary period must not be longer than twenty percent of the term of the entireapprenticeship, or longer than a year from the date the apprenticeship is registered. TheWSATC can grant exemptions for longer initial probationary periods if required bylaw.B.The period in which the WSATC or the supervisor of apprenticeship may terminate anapprenticeship agreement at the written request by any affected party. The Sponsor orthe apprentice may terminate the agreement without a hearing or stated cause. Anappeal process is not available to apprentices during their initial probationary period.1.The probationary period for Plumber, Pipefitter, and HVAC – ServiceControls Technician/Refrigeration Mechanic shall be the first 2000 hours ofemployment.2.The probationary period for the Housing Plumber and Marine Pipefitter shallbe the first 1200 hours of employment.3.The probationary period for Maintenance Plumber/Steamfitter shall be thefirst 2000 hours of employment.4.The probationary period for Residential Service Mechanic shall be the first1600 hours of employment.RATIO OF APPRENTICES TO JOURNEY LEVEL WORKERS:Supervision is the necessary education, assistance, and control provided by a journey-levelemployee on the same job site at least seventy-five percent of each working day, unlessotherwise approved by the WSATC. Sponsors ensure apprentices are supervised bycompetent, qualified journey-level employees. Journey level-employees are responsible forthe work apprentices perform, in order to promote the safety, health, and education of theapprentice.A.WSATC-0115The journey-level employee must be of the same apprenticeable occupation as theapprentice they are supervising unless otherwise allowed by the Revised Code ofPage 9 of 3607/15/2021

SEATTLE AREA PLUMBERS, HOUSING PLUMBERS, PIPEFITTERS, HVAC – SERVICECONTROLS TECHNICIAN/REFRIGERATION MECHANICS, AND MARINE PIPEFITTERSAPPRENTICESHIP COMMITTEEWashington (RCW) or the Washington Administrative Code (WAC) and approved bythe WSATC.B.The numeric ratio of apprentices to journey-level employees may not exceed oneapprentice per journey-level worker [WAC 296-05-015(5)].C.Apprentices will work the same hours as journey-level workers, except when suchhours may interfere with related/supplemental instruction.D.Any variance to the rules and/or policies stated in this section must be approved by theWSATC.E.The ratio must be described in a specific and clear manner, as to the application interms of job site, work group, department or plant:At no time shall the ratio exceed one (1) apprentice to one (1) journey-levelworker. SEATTLE AREA PLUMBERS, HOUSING PLUMBERS, PIPEFITTERS, HVAC – SERVICECONTROLS TECHNICIAN/REFRIGERATION MECHANICS, AND MARINE PIPEFITTERSAPPRENTICESHIP COMMITTEEThe housing plumber apprentice in the third year shall be allowed to workalone on any part of any project which employs one or more journey-levelworker, and as far as possible, be allowed to assume responsibilities of ajourney-level worker in order to gain this necessary experience.8.All HVAC – Service Controls Technician/Refrigeration MechanicApprentices performing service work shall be allowed to work alone with thefollowing conditions:a. Service work hours are 6:00 a.m. - 6:00 p.m., Monday - Saturday.b. HVAC – Service Controls Technician/Refrigeration Mechanicapprentices shall be able to contact a journey-level workers or supervisorfor answers and advice.c. The journey-level worker or supervisor shall ensure that the apprentice isreceiving their on-the-job training and shall be responsible for theirhealth and safety.9.All Maintenance Plumbers/Steamfitters performing service work shall besupervised with the following conditions:a. Service/maintenance work hours are 6:00 a.m. - 6:00 p.m., Monday Saturday.b. Maintenance Plumbers/Steamfitter apprentices shall be able to contact ajourney-level workers or supervisor for answers and advice.c. The journey-level worker or supervisor shall ensure that the apprentice isreceiving their on-the-job training and shall be responsible for theirhealth and safety.10.All Residential Service Mechanics performing service work shall besupervised with the following conditions:a. Service/maintenance work hours are 6:00 a.m. – 6:00 p.m., Monday –Saturday.b. Maintenance Plumbers/Steamfitter apprentices shall be able to contact ajourney-level worker or supervisor for answers and advice.c. Apprentices must be paid at least Washington’s minimum wage, unless a local ordinanceor a collective bargaining agreement require a higher wage. Apprentices must be paidaccording to a progressively increasing wage scale. The wage scale for apprentices isbased on the specified journey-level wage for their occupation. Wage increases are basedon hours worked or competencies attained.
