The issue of this TENDER does not imply that the MHDC is bound to select an Applicantor to appoint the Selected Applicant, as the case may be, for the Consultancy and the MHDCreserves the right to reject all or any of the Proposals without assigning any reasonswhatsoever.The Applicant shall bear all its costs associated with or relating to the preparation andsubmission of its Proposal including cost which are not limited to preparation such ascopying, postage, delivery fees, expenses associated with any demonstrations orpresentations which may be required by the MHDC or any other costs incurred in connectionwith or relating to its Proposal. 4.0 INTRODUCTION4.1BackgroundHon’ble Prime Minister envisioned Housing for All by 2022 when the Nation completes75 years of its Independence. With this reference, Central Government has launched acomprehensive mission “Pradhan Mantri Awas Yojana – Housing for All (Urban)”.Maharashtra has been given a target of construction of 19.40 Lakhs houses by 2022. Inorder to achieve this target and increase the pace of effective implementation of theMission, Government of Maharashtra has formed “Maharashtra Housing DevelopmentCorporation Ltd.”, hereafter referred as “MahaHousing” with a primary objective ofconstruction of Affordable Houses across the state of Maharashtra by year 2022.4.1.1 The Project Background4.1.2 Proposed ProjectThese apartments will be on sale through launch by Early 2022. 4.1.3 Project ObjectiveThe desired objectives of MHDC are as follows: Develop a robust marketing, branding and sale plan and successfully execute togenerate desired income by selling EWS, LIG, other category of houses and shopswith appropriated targeted rates in a time bound manner. Ensure that sufficient applications are received for every location which meet thedesired criteria along with a paid up EMD Enable conversions of the applications into prospective home buyers post shortlisting through the approved launch strategy Facilitate pre-approved loans from wide variety of banks including scheduledcommercial bank including cooperative bank, nationalized bank, private bank andothers. Facilitate in achieving self-financing objective of the project by ensuring the cashinflows (achieved through realizing the payment through sale of houses) are in linewith cash outflows. 5.0 ARTICLES & DEFINITIONS5.1The Definitions and Extent of Agreement:Consultant will accept the relationship of trust and confidence established betweenhim and MHDC by this Agreement. He covenants with MHDC to furnish his bestskills and judgment to Co-operate and furnish efficient business administration andto use his best efforts to manage the project in the best and soundest way and in themost efficient and economical manner consistent with the interest of MHDC5.1.1 Definition:The present Assignment is for “Appointment of Real Estate Marketing &Adviser Consultant specialized in marketing, branding, sales & post salesservice for End-to-end implementation & management of MHDC HousingPMAY project for residential and commercial units developed by MHDC invarious cities of Maharashtra, India for a period of 42 months 24 Months”5.1.2 In This Context, The Following Words and Expression have the Meaning HerebyAssigned to Thema) “Employer”/ “MHDC” shall means Maharashtra Housing DevelopmentCorporation Limited, a company incorporated under the Company’s Act, 1956and represented by the Managing Director and CEO.b) “Engineer” shall mean the officer so designated by the Employer or any otherofficer who is for the time being entrusted with his function, duties & power bythe Managing Director and CEO or so notified.c) “Engineer’s Representative” means an employee of the Employer speciallyassigned from time to time by the Engineer for day-to-day supervision of the workor any otherperson nominated by MHDC.d) “Chief Engineer (Special Projects)” means the officer so designed by theEmployer or any other officer who is for time being entrusted with his function,duties and powerby the Managing Director and CEO and so notified.e) “Superintending Engineer” means the officer so designated by the Employer orany other officer who is for the time being entrusted with his function, duties &power by the Managing Director and CEO or so notified.f) “Inspecting Officer” shall mean the Chief Engineer (Special Projects) andSuperintending Engineer or any other officer or officers for the time to timebeing exercising their functions, duties and powers.g) “Marketing Manager” means the officer so designated by the Employer or anyother officer who is for the time being entrusted with his function, duties &power by the Managing Director and CEO or so notified.22
