Who has to participate? NPDES All major permittees must participate in thestudy ( 1 MGD)Selected minor permittees are required toparticipate – State discretion Arizona All major and minor permittees mustparticipate in the studyParticipation differs for major and minors4

When? Lettersto major permit holders are sentfrom EPA at the start of the study 2010 letters should have arrived late March orearly April Lettersto minor permit holders were sentfrom ADEQ – this is a change from pastyears5

DMRQA Letter Ifyou did not receive an EPA or ADEQletter by the end of April 2010: Contact your state coordinator or ADEQAll NPDES ((AZPDES)) permitpholders arerequired to participate with the followingexceptions:9

Exceptions If yyour facilityy has neither/nor pplans to dischargegin the current calendar year If you havehnot filedfil d or planl to filfile a DMR iin thehcurrent calendar year If your facility is not yet built Other exceptions are granted on case by casebasis10

Now What? Facilities Compare what type of testing/analyte isrequired in your permit with the followingchecklists in the DMRQA letter: Chemistry/Microbiology/Analyteygyy WET Organisms/Test Conditions/End Points Determine which ones were reported or willbe reported for the current calendar year12

Now What? Facilities Determine which compliance analytes you perform ininhouse and which are contracted If your permit does not list an analyte that appears on thechecklist, then you do not need to perform a proficiency forthat analyte Differences in Major and Minors Each facility that has what are called “15 minute” analytesthat are tested for must follow the in house stepsp Major permit holders must also contact contract laboratories Minors permit holders only need to be concerned with “15minute”14

Example DMRQA Checklist: Permit: Ammonia, pH, turbidity, lowlow--level chlorinepH, turbidity, lowlow-level chlorinePermit Holder: In this example the permit holder only needs to havea proficiency test for pHpH, turbidityturbidity, and lowlow--levelchlorine. Because ammonia is not required in thepermit, there is no need to have a proficiency.15
