The new guidelines have been running in parallel with previous guidelines sinceOctober 2017. As of 18 January 2018, thereare 220 standards approved for delivery and employers are already recruiting apprentices ontothose standards. In the academic year 2016 to 2017, we saw 24,600 starts on standards, up from4,300 starts in the previous academic year. At this stage we are confident that standards are beingtaken up naturally.Over the course of 2017, we sought feedback on a 4th and 5th batch of apprenticeship pathwaysand frameworks which our analysis suggested would be well covered by new apprenticeshipstandards. As a result of that feedback exercise, we are confident that there are a number offrameworks that are covered by standards that have been approved for delivery and are being takenup by employers. Those frameworks can be found on the removal of apprenticeship frameworks2

But no one tells you what not to do – those things that are guaranteed to disappoint ordetract from your training.So here is the top list of 7 things to never do:1. Don’t do Monday mornings or Fridays: Obvious really, but it’s amazing how often coursesare agreed without checking which day of the week they are on.2. Don’t create a 5 day course: Delegates simply won’t put aside a full week to attend yourtraining course. Their boss simply won’t allow it and if they are the boss, they won’t want totake a week out. Condense your 5 days content into 3 days.3. Don’t pin your hopes on public courses:You won’t get the take up you are expecting, thetraining market has moved on – sorry!4. Don’t isolate your delegates: Introduce your delegates to each other, get them to networktogether and create ways they can carry on their conversations after your training. Sharetheir contact details with each other – with their permission.4

You avoid embarrassing those that didn’t have time or were not staying over, forgot orcould not be bothered.6. Don’t immortalise one delegate: Constantly referencing one of your delegates because youhappen to know they are good in an area is guaranteed to embarrass that person andalienate the rest of your audience.7. Don’t overrun: With child care charges of up to 5 per minute for overtime, and on the runbusy lives, you’re not making friends by overrunning. Finish 10 minutes early and offer yourdelegates the chance to join you for an informal coffee or drink.The conference on Thursday at Coventry had the keynote speaker for this event which was Rt HonAnne Milton MP – Minister of Skills & Apprenticeships, who discussed the importance of changingthe way Apprenticeships are positioned, to be viewed as a mark of quality, and programmes whichhelp people of all ages to achieve big dreams, but mentions that there’s still a long way to go. Thequestion and answer session followed;Q: In 2020 what will success look like in terms of apprenticeships?A: We need to ensure the economy has all the skills needed post Brexit, therefore our focus is onskills over knowledge.Q: Why have starts been so low?A: Starts are a bit lower than expected because there was initial resistance from employers.Historically employers in general have put low amounts of money into skills development thereforethe government was right to push ahead with the levy, simply a ring fenced ‘tax’, to fund the skillsthat employers need. It takes time to change mind-sets and understand / embed a new system. Ithas taken employers time to decide / plan what they want to spend their pot of money on. We’renow seeing much better understanding and uptake with the new Standards.Q: The 20% off-the-job is an arbitrary requirement that emphasizes quantity over quality, which goesagainst what you have just said. Many learners have numerous opportunities outside of theworkplace and outside of normal hours to attend events but at the moment, they cannot be countedor have to be given time-off-in-lieu.A: We need to find a balance between people not abusing the system and being creative about theways we can develop these skills. The minister is keen to have us send her suggestions as to howactivities outside of the workplace and normal working hours (e.g. attending networking events) canbe incorporated into the 20% requirement.Q: is it right that organisations use this levy to upskill or super-skill their existing staff, particularly inareas like management development, rather than on bringing in new young staff?A: Upskilling and super-skilling is a good thing for the economy, particularly where it is related tomanagement where it has been demonstrated that better managers drive more effective5

The key however, is to get a balance between upskilling existing workers and ensuringthere are still the opportunities for the young and those with other needs.Taking fees for brokering apprenticeship funding is acceptable, according to correspondence fromthe Skills Funding Agency – as long as payments aren’t made directly from government funding.The government recently promised to crack down on brokering, which can see subcontractorscharged up to five per cent of their total contract funding in commission to be matched with aprime. The AELP now wants this loophole fixed for good, to “ensure the need for brokerage iseliminated”.Funding rules were changed last year to prevent brokering, and state that “funds in an employer’sdigital account or government-employer co-investment must not be used for specific services notrelated to the delivery and administration of the apprenticeship”. But the director of a Yorkshirebased firm that openly offers a “subcontracting and brokerage service” on its website has deniedany wrongdoing, and has correspondence from the body that became the Education and SkillsFunding Agency to prove it. Its latest accounts, dated December 18, reveal an ongoingdecline in achievement rates – particularly among 16- to 18-year-olds. However, the college deniedthere was any connection between these upheavals and Ofsted’s ards/Fake HMRC Text Messages: HMRC halts thousands of scam text messages. As part of Take Five toStop Fraud Week, the tax authority explains its work to protect customers from textmessage scammers.HM Revenue and Customs (HMRC) has stopped thousands of taxpayers from receiving scam textmessages, with 90 percent of the most convincing texts now halted before they reach theirphones. The milestone comes during Take Five To Stop Fraud Week, with the tax authorityworking to raise awareness of the tell-tale signs of fraud ahead of the Self Assessment deadline.Fraudsters alleging to be from HMRC send text messages to unsuspecting members of thepublic. In these messages they will make false claims, such as suggesting they are due a taxrebate. Messages will usually include links to websites that harvest personal information orspread malware. This can in turn lead to identity fraud and the theft of people’s personal6

Newsletter & Bids 4 201828/01/2018Patron Membersavings.HMRC will never contact customers who are due a tax refund by text message or by email.Reports of this type of fraud have quickly increased in volume over the last few years. People are9 times more likely to fall for text message scams than other forms like email because they canappear more legitimate, with many texts displaying ‘HMRC’ as the sender, rather than a phonenumber. HMRC, working with public and private partners, began a pilot in April 2017 to combatthese messages.The new technology identifies fraud texts with ‘tags’ that suggest they are from HMRC and stopsthem from being delivered. Since the pilot began, there has been a 90% reduction in customerreports around the spoofing of these specific HMRC-related tags on SMS and a five-foldreduction in malicious SMS reports. The initiative has helped reduce reports of these scams fromover 5,000 in March 2017, before the new programme was introduced, to fewer than 1,000 inDecember 2017. This progress comes after similar successes in tackling fraudulent emails andwebsites. In the last 12 months, HMRC has initiated the removal of 16,000 malicious websites,meaning even if the texts are delivered, the associated phishing website is likely to have beenremoved.
