In 1994, Version 1 of the National Highway Traffic Safety Administration’s Uniform PreHospital EMS Datasetwas created through a consensus based national data conference. The NHTSA Version 1 EMS dataset hasbeen acknowledged as the national standard for the EMS industry. The Version 2.2.1 dataset was alsocreated through a national consensus process to update and revise this standard.The NHTSA EMS Uniform PreHospital Dataset, Version 2.2.1 is composed of three separate components.A Demographic Dataset provides a standardized set of definitions describing an EMS System. An EMSDataset provides a standardized set of definitions describing an EMS event. The third component of theVersion 2.2.1 standard is an XML format and definition created to promote the movement of the Version2.2.1 data elements between data systems.Any implementation of the NHTSA Version 2.2.1 dataset must include the use of the Demographicdataset, EMS dataset, and XML standard. This document provides over 400 definitions which can beimplemented by an EMS system. The National EMS Information System Initiative (NEMSIS) serves toprovide technical assistance for the implementation of the dataset. National data elements are definedwhich should be collected by a National EMS Database but additional data elements should be consideredfor use at the state and local levels depending on each state or local EMS systems need. The goal ofNEMSIS is to establish an EMS data system at the local, state, and national levels.
