Wray to be Director of the Federal Bureau of Investigation. Manyof us have worked closely with Chris, know him personally, and can attest to his outstandingreputation – both during his time in government and private practice. We believe that Chris is astrong and effective leader with unassailable integrity, judgment and courage.As former U.S. Attorneys, we are in a special position to evaluate the qualifications ofChris to serve as FBI Director. United States Attorneys are the top-ranking federal lawenforcement officials in their jurisdictions, tasked with setting enforcement priorities, buildingtrust in the communities they serve, and protecting the public while respecting federalism, theseparation of powers, and the individual rights enshrined in the Constitution. As United StatesAttorneys we worked closely with the FBI in its role as DOJ’s principal investigative arm, withthe broadest powers of any federal law enforcement agency. We are aware of the FBI’s criticallyimportant role as a member of the U.S. Intelligence Community.Chris is exceptionally well qualified to serve as Director of the FBI. He graduated, cumlaude, from Yale University in 1989 and received his law degree in 1992 from Yale Law School,where he served as Executive Editor of the Yale Law Journal. He served as a law clerk to JudgeJ. Michael Luttig of the U.S. Court of Appeals for the Fourth Circuit. From 1997 to 2001, Chrisserved as an Assistant U.S. Attorney for the Northern District of Georgia where he prosecuted awide variety of federal jury trials, conducted numerous grand jury investigations, and arguedseveral appeals as lead counsel. In 2001, Chris joined the Department’s leadership as AssociateDeputy Attorney General and was soon appointed the Principal Associate Deputy AttorneyGeneral, with oversight responsibilities spanning the full Department of Justice. In 2003, PresidentGeorge W. Bush nominated Chris to serve as the Assistant Attorney General in charge of theCriminal Division. After his unanimous confirmation, Chris helped lead the Department’s effortsto address the wave of corporate fraud scandals and restore integrity to U.S. financial markets. Heserved on the President’s Corporate Fraud Task Force and oversaw the Enron Task Force and other

At the conclusion of histenure in 2005, Chris was awarded the Edmund J. Randolph Award, the Department’s highestaward for public service and leadership.Chris has a proven track record of following facts and law independent of favor orinfluence. His legal credentials, law enforcement and national security background—as well ashis success in managing and overseeing large complex organizations, investigations and crises—make him an exceptional candidate to lead the FBI.
