Lunch-Out PresentationsBill FultonBill Fulton has been director of Rice University’s Kinder Institute for UrbanResearch since 2014. He is a former mayor of Ventura, California, and director ofplanning & economic development for the city of San Diego. Fulton has also servedas vice president for policy at Smart Growth America, principal in the Californiabased urban planning firm now known as PlaceWorks and senior fellow at theSol Price School of Public Policy at the University of Southern California. He isthe board chair of MetroLab Network and is the founding editor and publisher of California Planning &Development Report and author of five books, including Guide to California Planning, the standard urbanplanning textbook in California, and The Reluctant Metropolis: The Politics of Urban Growth in Los Angeles,which was an L.A. Times best-seller. His most recent book is Talk City: A Chronicle Of Political Life In AnAll-American Town. Fulton holds master’s degrees in mass communication from The American Universityand urban planning from the University of California, Los Angeles.David W. LeebronDavid W. Leebron has served as Rice University’s seventh president since 2004,a period of growth and transformation for the university, including makingengagement with Houston a top priority. A native of Philadelphia, Leebron isa graduate of Harvard College and Harvard Law School, where he was electedpresident of the Harvard Law Review. Following a judicial clerkship on the U.S.Court of Appeals for the Ninth Circuit, he taught at the UCLA School of Law in1980. After two years practicing with an international law firm in New York City, he joined the faculty atthe NYU School of Law in 1983. In 1989, Leebron joined the faculty of Columbia Law School, where in 1996he was appointed dean and served in that position until coming to Rice. He is a member of the politicalscience faculty at Rice and has written about and taught international trade and investment, torts,privacy, corporate law and human rights. He has also been a visiting fellow at the Max Planck Institute forComparative and International Private Law in Hamburg, Germany, and a Jean Monnet Visiting Professor atBielefeld University. Leebron is a member of the Council on Foreign Relations and the American Academyof Arts and Sciences, and he serves on a variety of boards including the Greater Houston Partnership. Hehas also been awarded Commandeur de l’Ordre National du Mérite by the government of France and theEncomienda de la Orden de Isabel La Católica by the government of Spain, and holds an honorary degreefrom Nankai University. Leebron and his wife, University Representative Y. Ping Sun, have two children,Daniel and Mei.2

Lunch-Out PresentationsRuth N. López TurleyProfessor Ruth N. López Turley founded the Houston Education ResearchConsortium, a research-practice partnership between Rice and 11 Houston-areaschool districts, representing over 700,000 students. HERC aims to improveeducational equity by connecting research to policy and practice, working directlywith district leaders. Turley also founded the National Network of EducationResearch-Practice Partnerships, which supports over 40 partnerships betweenresearch institutions and education agencies throughout the country. A graduate of Stanford and Harvard,she has served in elected and appointed positions in the American Sociological Association, the AmericanEducational Research Association, the Society for Research on Educational Effectiveness, and the NationalResearch Council of the National Academies. Turley received the George R. Brown Award for SuperiorTeaching at Rice, and she is on Education Week’s list of US-based scholars “who did the most last year toshape educational practice and policy.”Honorable Sylvester TurnerSylvester Turner was elected Mayor of Houston on December 12, 2015 and reelected in December 2019, now serving his second four-year term. He was bornand raised in the Acres Homes community in northwest Houston. Mayor Turnergraduated from the University of Houston and Harvard Law School beforejoining the law firm of Fulbright & Jaworski. He later founded the Houston lawfirm of Barnes & Turner in 1983. In 1988, Turner was elected to the Texas Houseof Representatives to serve the people of House District 139 in northwest Houston. He served until hiselection as mayor, working on the House Appropriations Committee for 21 years and serving as SpeakerPro Tem for three terms. He was appointed to several Budget Conference Committees to help balance thestate’s budget and served on the Legislative Budget Board.Honorable Lina HidalgoLina Hidalgo is the first woman to be elected County Judge and only the secondto be elected to the Commissioners Court. She earned her bachelor’s degreefrom Stanford University and a joint degree in law and public policy from NewYork University and Harvard. Hidalgo’s career experience includes working atthe Texas Civil Rights Project, coordinating with advocacy groups to push forcriminal justice reform, and working in Southeast Asia to promote transparencyand accountability. She believes our region will remain competitive only through proactive and creativeleadership on issues like flood control, transportation, criminal justice reform, and education.3

Lunch-Out PresentationsReverend William A. Lawson2020 Klineberg Award RecipientReverend William A. Lawson has been one of Houston’s most influential spiritualleaders for over 60 years. Lawson was launched into the civil rights movementwhen 14 TSU students conducted a sit-in to protest segregation at a lunch counter.He helped lead the movement in Houston, organizing one of the first protestsagainst segregated schools, registering thousands of black voters, and evenmarching with Rev. Martin Luther King Jr. The Lawson family founded Wheeler Avenue Baptist Church intheir home in June 1962 with 13 members. The congregation has grown to over 15,000 members, hostingnumerous outreach and advocacy programs for African Americans, Hispanics, women and the poor.Lawson’s lasting impact on the Houston community continues through the William A. Lawson Institutefor Peace and Prosperity, a nonprofit advocacy agency created in 1996 in his honor.In recognition of Rev. Lawson’s service, the beautiful grove of trees situated between Herring Hall andBrochstein Pavilion on the Rice University campus will be named The Reverend William A. Lawson Grove —a place of natural beauty for members of the campus community and visitors.The Stephen L. Klineberg AwardNamed for Stephen L. Klineberg, Ph.D., founding director of Rice University’s Kinder Institute, the KlinebergAward recognizes individuals who have made, or are making a lasting impact on Greater Houston. Throughwork in urban planning, urban design, civic leadership, journalism or community engagement, recipientsof the Klineberg Award embody the spirit of collaboration, broad perspective and positive charismawhich characterize Dr. Klineberg in his life-long work on the Kinder Houston Area Survey. The KlinebergAward has been presented to Jeff Hines (2019), Angela Blanchard (2018) and Tom Bacon (2017).Stephen L. Klineberg, Ph.D.Keynote SpeakerStephen Klineberg is the Kinder Institute’s founding director. Over the past39 years, his annual Kinder Houston Area Survey has measured the evolvingperceptions and experiences of Houstonians during a period of remarkable change.Klineberg’s long-awaited book on Houston, Prophetic City: Houston on the Cuspof a Changing America, will be released by Simon & Schuster on June 2, building onfindings from the annual surveys. The recipient of 12 major teaching awards, he is a highly sought-afterspeaker in Houston and elsewhere. Klineberg is a graduate of Haverford College, with an M.A. from theUniversity of Paris and a Ph.D. from Harvard.4
