Therewere no deficiencies. There are four open ARCAs as a result of this exercise: one due toEmergency Operations Facility not providing adequate instructions to Field Teams. The threeremaining ARCA's at Kingston, Newfields and Portsmouth Emergency Operations Centers werethat the Radiological Officers failed to provide adequate dosimetery briefings to EmergencyWorkers. UnclassifiedRadiological Emergency Preparedness Program (REP)After Action Report/Improvement PlanSeabrook StationEXECUTIVE SUMMARYOn April 17, 2012 and April 18, 2012, the U.S. Department of Homeland Security (DHS),Preparedness Directorate, National Preparedness Division, Radiological EmergencyPreparedness (REP), Federal Emergency Management Agency (FEMA) Region I conducted anexercise in the 10-mile plume exposure pathway emergency planning zone and the 50-mileingestion exposure pathway emergency planning zone around the Seabrook Nuclear PowerStation. Interviews and out-of-sequence demonstrations for schools, other special facilities, andreception, monitoring, and decontamination centers (as outlined in this report) were conductedwithin 60 days of the exercise. The purpose of the exercise and out-of-sequence activities was toassess the level of State and local preparedness in responding to a radiological emergency. Thisexercise was held in accordance with FEMA's policies and guidance concerning the exercise ofState and local radiological emergency response plans (RERP) and procedures.DHS wishes to acknowledge the efforts of the many individuals in The State of New Hampshire,The Commonwealth of Massachusetts, State of Maine, local communities, and private andvolunteer organizations that participated in this exercise.Protecting the public health and safety is the full-time job of some of the exercise participantsand an additional assigned responsibility for others. Still others have willingly sought thisresponsibility by volunteering to provide vital emergency services to their communities.Cooperation and teamwork of all the participants were evident during this exercise.This report contains the final evaluation of the biennial exercise and the out-of-sequenceactivities.8
