PURPOSEThis appendix contains an explanation of how to select the clearance authority and a list of clearanceauthorities located throughout the world. The clearance authorities are listed separately for shipmentsby sea and by air. This appendix also identifies the liaison offices operated by sponsoring Services atsome transshipping activities (ports), with the clearance authorities and the Ocean Cargo BookingOffices (OCBO).B. RESPONSIBILITIESThe Service organizations are responsible for developing and maintaining information contained inthis appendix. CONUS AND SELECTED OCONUS LOCATIONS WATER CLEARANCE AUTHORITY(WCA)The CONUS and selected OCONUS locations WCA for all Services, as well as the booking officewhich secures the actual ocean carriage, is SDDC Operations located at Scott Air Force Base (AFB),Illinois (IL). Submit requests for an Export Traffic Release (ETR) as directed in Chapter 202 andAppendix D, to the Commander, Military Surface Deployment and Distribution Command,Operations Attn: 1 Soldier Way, Building 1900 West, Scott AFB, IL 62225, 618-220-6359, DSN:770-6359. SDDC Operations (Ops) supports the Data Network/Internet, Electronic Mail (E-mail),Defense Automated Addressing System Center (DASC), Value Added Network (VAN) systems.E. CONUS AND OCONUS EXPORT AIRLIFT CLEARANCE AUTHORITY (ACA)1. The export ACA for CONUS and OCONUS will use the Financial and Air ClearanceTransportation System (FACTS) for the movement of cargo within the Defense TransportationSystem. The use of FACTS will standardize the process and the use of automated informationsystem tools for CONUS and OCONUS. Access to FACTS may be obtained by contacting theNaval Supply Systems Command (NAVSUP) Consolidated Help Desk at 877-962-3365 or DSN430-6122. OCONUS users can access the NAVSUP Consolidated Help Desk by calling DSN312-430-6122. The Cargo Routing Information File (CRIF) in FACTS provides CONUSshippers with the information on mobile units to facilitate Port of Embarkation and Port ofDebarkation updates for air and surface cargo shipments. The CRIF information can also beaccessed via the Web at https://206.38.138.61/FACTS/.2. The sponsoring Services maintain the CONUS export ACAs.3. The sponsoring Service, in coordination with the Combatant Commander (CCDR), designates theOCONUS ACA for the Area of Responsibility (AOR) listed in Para G and Table R-2. Thesponsoring Service is responsible for maintaining the OCONUS ACA information located inTable R-2.4. The correct ACA is usually determined from the first position of the Transportation AccountCode (TAC) as indicated below. Use both the first position of the TAC and the first position ofthe consignee Department of Defense Activity Address Code (DoDAAC) or TransportationControl Number (TCN) to determine the correct ACA for Defense Logistics Agency (DLA)shipments. If the Service cannot be determined by the TAC, the ACA is determined from thefirst position of the consignee DoDAAC or TCN as indicated below. Identify the ACA forSecurity Cooperation Program shipments by the first position of the TCN. Para E.4.a belowdepicts the ACA assignment depending on the first position of the TAC, Consignee or TCN.NOTE: Shipments of aircraft parts for Marine Corps consignees are referred to the Navy ACA(Para E.6) since these items are stocked and funded by the Navy.NOTE: The Air Force (AF) ACA (Para E.7) clears all DLA subsistence shipments. Other DLAand General Services Administration (GSA) funded shipments are cleared by the ACAdetermined in accordance with Para E.4.a.NOTE: For the Army, mail is pre-cleared.
