Statelaw requires an Alabama resident who owns a motorvehicle to obtain a title for the motor vehicle if it is a1978 or newer model. Boats are not titled in this state.You may apply for an Alabama title at any motor vehicleoffice in Mobile County. Titles are processed and issuedin Montgomery at the Department of Revenue MotorVehicle Division, and mailed to the owner orlienholder. The fee for applying for a title is 19.25.We have outlined some basic requirements in order toassist you in the registration and titling process of yourvehicle. Designated parking spaces fortitle inspection are available at each office location.CREDIT VOUCHER:A vehicle owner may receive a credit voucher forprepaid taxes on a vehicle if he/she sell, trade, havestolen without recovery, totals or permanently removes itfrom the state of Alabama prior to the renewal date.Documentation is required as follows: copy of bill ofsale, letter from insurance company if vehicle deemed atotal loss resulting from an accident, theft withoutrecovery, and the tag receipt. If the owner is unable tocome in person to apply for the credit voucher, he/shemay give power of attorney to another person, along witha copy of the owner’s driver’s license.The credit voucher:redeemed immediately at the time of issuanceif customer is registering another vehicle forwhich property tax is duewhen redeemed, if the credit voucher exceedsthe amount of tax due, the balance will berefunded to the customer through a Receipt forCreditis used on the tax portion of the tag bill onlycan only be redeemed in the county where thetax was originally paidmay be transferred to an immediate familymember who qualifies as a dependentRECEIPT FOR CREDIT:A vehicle owner may receive a receipt for credit forprepaid taxes on a vehicle if he/she sell, trade, havestolen without recovery, totals or permanently removes itfrom the state of Alabama prior to the renewal date.Documentation is required as follows: copy of bill ofsale, letter from insurance company if vehicle is deemeda total loss resulting from an accident, theft withoutrecovery, and the tag receipt. EffectiveJanuary 1, 2010, manufactured homes that are more than20 years old are exempt from titling. All models requirea bill of sale. A customer has 30 days from purchasedate to register a manufactured home without penalty.You are subject to receive a citation if the manufacturedhome does not display a current year decal or if the decalis improperly displayed. Citation fees are 15.00. If notpaid within 15 days, an additional 24.00 penalty isassessed. The title fee for a manufactured home is 23.00. For additional information regardingmanufactured home registration or titling, please call251-574-8794.Before moving a manufactured home on the highways ofAlabama, a move permit must be obtained from theLicense Commissioner’s office (Michael Squarelocation only). One fee of 10.00 will be charged forthe moving of each manufactured home (regardless ofthe number of transportable modules to be moved).Proof of payment of any applicable ad valorem tax or thecurrent registration fee, issuance fee, andy any applicablepenalties shall be required before the move permit willbe issued. This move permit shall be in addition to anyother move permits required by law. WHY DO I NEED A BILL OF SALE?A bill of sale is required to determine sale tax liability.WHY DO I NEED A TITLE?Alabama is a title state. A title is a document whichproves ownership. State law requires an Alabamaresident who owns a motor vehicle to obtain a title forthat vehicle if it is a 1978 or newer model. A newAlabama resident is required to title and register hisvehicle within 30 calendar days (including weekends)of moving into the state.MANDATORY LIABILITY INSURANCEAlabama’s mandatory insurance law requires owner tocarry proof of insurance in their vehicles. All licenseplate issuing officials are required to obtain the currentdriver’s license number and expiration date or non-driverID number and expiration date of all parties listed on aregistration. Current insurance information is alsorequired at the time of registration and renewal of avehicle license. For commercial vehicle registration, thecompany’s FEIN (Federal Employer IdentificationNumber) is required along with current proof ofinsurance.WHAT ARE VEHICLE PROPERTY TAXES?Alabama law requires motor vehicles, both new andused, to be assessed for property taxes; and if due, theproperty taxes to be paid before license plates can belawfully issued or transferred. Property tax is anownership tax and not a sales or use tax. Therefore,unlike registration fees, taxes accumulate even when avehicle is not used on the highways and are calculatedbased on the make, model and age of the vehicle.HOW LONG AFTER PURCHASE DO I HAVE TOREGISTER MY VEHICLE?Alabama law allows 20 calendar days from the date ofpurchase for a vehicle to be registered and properlytagged. After 20 days, a penalty of 15.00 will becharged. During the first 20 days after purchase, thefollowing may be used in place of the registrationreceipt: legible copy of the bill of sale (if vehiclepurchased is 1977 year model or older) owner’s copy of the title application or bill ofsale (for vehicles 1978 year model or newer) current temporary registration receiptWHAT TO DO WITH MY TAG IF I TRADE ORSELL MY VEHICLE?If you purchase a new vehicle and the tag is still currentfrom a previously owned vehicle, you may transfer thistag to your newly acquired vehicle. Please note that youshould not place the old tag on your new vehicle untilyou have registered it with the LicenseCommissioner’s office. The information on your tagregistration receipt needs to match the vehicle onwhich the tag is displayed.HOW DO I GET HANDICAP PARKINGPRIVILEGES? Handicap License Plates: Applications forhandicap license plates may be obtained fromany office of the License Commissioner, or byvisiting our website atwww.mobilecountylc.com. The applicationmust be signed by a local practicing physicianand the person with the disability must benamed on the title and registration of thevehicle. Handicap Placards: Applications for handicapplacards may be obtained from any office ofthe License Commissioner, or by visiting ourwebsite at www.mobilecountylc.com. Theapplication must be signed by a local practicingphysician. The person with the disability doesnot have to have a vehicle registered in theirname to get a placard. The placard may bedisplayed in any vehicle in which the disabledperson is a passenger. Number of Placards: A person may be issuedtwo (2) placards as long as there is no handicapplate issued. If a person has a handicap platedisplayed on a vehicle, only one (1) placardmay be issued.
