LAKE COUNTYEMERGENCY OPERATIONS CENTER PLANI.INTRODUCTIONLake County must be ready to organize and direct the operations of all existingand incoming resources in the event of a disaster affecting Lake County. TheLake County Emergency Operations Center in coordination with other countydepartments and municipalities, will act as the direction and control facilityduring disasters for the assignment of resources and the coordination andapproval of all requests for assistance from other jurisdictions.A.PURPOSETo establish procedures for the organization, staffing, activation andoperation of the Lake County Emergency Operations Center (EOC).B.SCOPEThese procedures are applicable to all personnel who have designatedresponsibilities during emergency operations of the EOC.C.AUTHORITYIn the event of a natural disaster or any significant emergency affectingthe county, the EOC will be activated by the Chairman of the Board ofCounty Commissioners, the County Manager, who is also the CountyDisaster Preparedness Officer (CDPO), the Director of Public Safety andthe Director of Emergency Management. Upon EOC activation theEmergency Management Director reports directly to the County Managerand is designated the EOC Director (EOC-D). All county departments,under the County Manager, will come under the Operational Control ofthe EOC-D. The County Manager acting as the CDPO, as necessary, willcall into session the Executive Policy Group (EPG). The EPG is the decisionmaking body for the EOC. The CDPO will Chair the EPG. The EPG, as aminimum, will consist of the County Manager, County Attorney, andDirector of Public Safety. Others may be added at the discretion of theCDPO.07/01/03Page 1

LAKE COUNTYEMERGENCY OPERATIONS CENTER PLANII.EMERGENCY OPERATIONS CENTER CONCEPTA.EOC ACTIVATION IN RESPONSE TO IMPENDING TROPICAL CYCLONEThe Emergency Operations Center, when activated in response to animpending threat by a tropical cyclone, is the central point for directingand coordinating the Board of County Commissioners response. Responseoperations will be managed using the Incident Command System (ICS).For this response the EOC will also serve as the Incident Command Postwith the CDPO (County Manager) as the Incident Commander. TheIncident Commander will designate the EOC-D as the Deputy IncidentCommander responsible for coordinating the activities of the EOC andthe Board of County Commissioners response.The EOC is organized with five major functions: command, planning,operations, logistics, and finance, each of which may be divided into subfunctional units. The Incident Commander has overall responsibility for theevent and will establish, as needed, a Public Information Office, a SafetyOffice and a Liaison Office as part of his Command Staff. He will alsoassign to the General Staff, Section Chiefs for Planning, Operations,Logistics, and Finance. Section Chiefs will determine their requirements forsub-functional units and, if needed, will organize in accordance with theOrganization Charts shown in Figures 4 and 5 (See pages 38 and 39).B.EOC ACTIVATION IN RESPONSE TO AN INCIDENT/EVENT THAT HAS AN ONSCENE INCIDENT COMMANDERUpon EOC activation in response to an Incident/Event that has anestablished on-scene Incident Commander, the EOC will function insupport of the Incident Commander. The Incident Commander mayreport directly to the CDPO (County Manager) based on seniority orexperience.The Emergency Management Director will be designated as the EOCDirector and report directly to the CDPO. The EOC Director will assumeoperational control of all county departments, under the CountyManager, and will coordinate and direct their activities in support of theIncident Commander.07/01/03Page 2

For the purpose of this plan,operations will focus on emergency response and relief efforts andmeasures to be taken for a smooth transition into intermediate and longterm recovery from a major or catastrophic emergency. The scope ofthese operations and response actions will include: Providing emergency notification and warning. Describing emergency mobilization procedures. Delineating emergency decision-making processes. Describing types and methods of implementation of emergencyprotective actions. Conducting rapid assessment of emergency impacts and immediateemergency resource needs. Providing security to the hardest hit areas. Coordinating information and instructions to the public. Relaxation of protective actions and coordination of re-entry intoevacuated areas. Restoration of essential public facilities and services Preparing for Federal disaster assistance (public and private). Coordination of resources and materials. Coordination of volunteer organizations. Dissemination of information and instructions to the public. Restoration of public infrastructure damaged by the emergency ordisaster.EOC ACTIVATIONThe County must be able to respond quickly and effectively todeveloping events. When an event or potential event is first detected,the Department of Public Safety, Division of Emergency Managementmay initiate Level III activation (monitoring).When a major or catastrophic emergency has occurred or is imminent,the Board of County Commissioners Chairman may issue a declaration ofa local state of emergency. Such an action will activate immediately allportions of this plan. In the absence of a local state of emergency, theCounty Manager in his role as the County Disaster Preparedness Officer,the Director of Public Safety or the Director of Emergency Managementmay activate portions of this plan in accordance with the appropriatelevels of mobilization to facilitate response readiness or monitoringactivities.After initial activation is accomplished, the CDPO will call together theExecutive Policy Group. While emergency response actions necessary toprotect public health and safety are being implemented, the ExecutivePolicy Group will convene to provide guidance and direction to theCDPO to facilitate the rapid deployment of resources, fully activate theCounty's EOC, and implement this plan.07/01/03Page 6

LAKE COUNTYEMERGENCY OPERATIONS CENTER PLANThe Executive Policy Group may through the CDPO, direct countyevacuations, open shelters, and request state assistance. They may alsoactivate mutual aid agreements with neighboring counties, and maybroker mutual aid agreements between municipalities within the county.A.EOC ACTIVATION LEVELSTo facilitate the use of the EOC for disasters resulting from a varietyof hazards, graded levels of response to varying levels of eventshave been identified. An event may escalate through the differentactivation levels sequentially. These levels have been identified incoordination with the State Division of Emergency Management.1.Tropical Cyclone Level III: Monitoring Phase - Operating under normalconditions, however monitoring the situationNotification shall be made to the appropriate localagencies, municipalities and the Emergency SupportFunctions (ESFs) who would need to take action as partof their everyday responsibilities. Upon notification allparticipants shall keep up-to-date on the progress of thestorm and make an initial assessment of readiness in theirparticular area of responsibility. Level III activation will beinitiated when a tropical cyclone poses a threat to LakeCounty.Initiation will be tied to the need for apreliminary assessment of resources and the need forinitial preparedness actions to be taken.Recommended Actions:07/01/03Page 7 Review emergency procedures and your emergencychecklist. LAKE COUNTYEMERGENCY OPERATIONS CENTER PLAN LEVEL II: Partial Activation - Operating under standbyconditions preparing for conditions of possible dangerwithin 36 - 72 hoursThe EOC will be staffed by Public Safety personnel andspecific ESFs and Municipalities, as requested. A Level IIactivation will be initiated when a tropical cyclone posesa threat to Lake County and a Hurricane Watch or aTropical Storm Warning is issued for the east coast ofFlorida anywhere between Indian River County andFlagler County or for the west coast anywhere betweenManatee County and Levy County. All operating ESFsare notified. Lake County is operating under standbyconditions of possible danger within 36 - 72 hours. Thefollowing recommended actions are in addition to thosein Level III.Recommended Actions: Increase EOC staffing by 50%. Suspend some non-essential services, (i.e., stationmaintenance, visitors to stations, training, etc.). Notification/warning of potential evacuation tomobile home residents, flood prone residents andspecial needs citizens. Possible requests for State assistance. Lake County ispreparing for conditions of probable danger within 24-36hours. A Level I activation will be initiated when a tropicalcyclone poses an imminent threat to Lake County and aHurricane Warning is issued for the east coast of Floridaanywhere between Indian River County and FlaglerCounty or for the west coast anywhere betweenManatee County and Levy County. Notification shall bemade to the appropriate local agencies, municipalitiesand Emergency Support Functions (ESFs).Recommended Actions: 07/01/03Page 9EOC is fully staffed by all operating department ESFs.All communications systems and networks operationaland staffed.Continuous monitoring of all circuits for outages andmalfunctions.Open shelters.Evacuate mobile homes.Evacuate flood prone areas.Evacuate persons with special needs.Open employee dependent shelter.Prepare to increase emergency condition.Continue/increase public announcements.Assess the need to terminate alarm response untiladverse conditions subside.

LAKE COUNTYEMERGENCY OPERATIONS CENTER PLAN 2.Full evacuation - special attention re: local floodingand high wind conditions.Road closures.Activate special ordinances - declaration of localstate of emergency.Review recovery operations.Prepare to activate recovery operations.Other Incidents Level III: MonitoringNotification shall be made to the appropriate localagencies, municipalities and the Emergency SupportFunctions (ESFs) who would need to take action as partof their everyday responsibilities. Level II: Activation of Select ESFs and EOC StaffIncidents other than storms (i.e., airplane down, majoraccident with multiple injuries, etc.). Limited responserequired.This will be a “LIMITED AGENCY ACTIVATION.” This levelwill be determined by the County Manager/Deputy or asdelegated to the Director of Public Safety. TheEmergency Management Director will be notified toactivate the EOC. All primary or lead ESFs will be notified,but may not be required to man their ESF station. TheEOC will be staffed by representatives of the PublicSafety Director’s Office, Emergency ommunicationsshallinformtheEmergencyManagement Director who shall then direct thenotification list. LEVEL I: Full ActivationCatastrophe or accidents other than storms that requirean all call response.This will be a “FULL ACTIVATION” of the Lake CountyEmergency Operations Organization (EOC) and all ESFs.This activation will be determined by the CountyManager, the Director of Public Safety or the EmergencyManagement Director.07/01/03Page 10

LAKE COUNTYEMERGENCY OPERATIONS CENTER PLANVI.EOC NOTIFICATIONOnce the decision has been made to activate the EOC, notification ofthe EOC staff will be initiated by the Director of Emergency Managementor other Emergency Management personnel. Primary notification will bethrough Emergency Management’s automated dial-up system. EachEOC staff member will be notified by voice message that the “EOC hasbeen activated” and that they should immediately report to the EOC.They will also be given a number to contact to verify receipt of thisnotification. If necessary, a back-up notification system using a manualcall down method will be used.Emergency Management will maintain a current list of all EOC staffpositions. EOC staff personnel will immediately report any changes in theircontact information to the Emergency Management staff. EOC staffingshortfalls and subsequently identified EOC staffing requirements will befilled by personnel from each of the County Departments.EveryDepartment will develop and maintain a contact list of personnel thatwould be available to fill needed positions within the EOC. EachDepartment will maintain these lists current and provide a monthly statusto Emergency Management.VII.EOC ROLES AND RESPONSIBILITIESStaffing and Responsibilities are as listed below.A.EOC DirectorThe Director of Emergency Management will normally serve as theEOC Director (EOC-D); however, circumstances may dictate thedesignation of another individual to serve as the EOC-D. TheDirector of Public Safety will then designate the EOC-D. Oncedesignated the EOC-D reports directly to the CDPO. The ECO-D isresponsible for EOC activities including the development andimplementation of strategic decisions and for approving theordering and releasing of resources.The EOC-D will:07/01/03Page 11 Obtain situation briefing from prior EOC-D (if applicable). Assess incident situation. Conduct initial briefing Activate elements of the EOC staff.

Determine information needs and inform staff personnel ofneeds. Coordinate staff activity. Manage event operations. Approve requests for additional resources and requests forrelease of resources. Responsible for overseeing the mutualcoordination with the Liaison Officer Coordinate with Executive Policy Group on event progress. Recommend that a "state-of-emergency" be declared whenindicated.aidprocess,inLiaison OfficerThe Liaison Officer is the point of contact for assisting andcooperating agency and municipal representatives. This includesagency representatives from other fire agencies, support agencies,law enforcement, public works, and engineering organizations notyet represented in the EOC, and the state EOC and any teamsresponding from the state for assistance. The County will respond tolocal requests for assistance through the EOC Liaison Officer.The Liaison Officer will:07/01/03Page 12 Obtain briefing from EOC-D. Provide a point of contact for assisting/cooperating agencies,including those municipal representatives located within theEOC. Identify agency representatives from each agency includingcommunications link and location.

Respond to requestsorganizational contacts.fromeventpersonnelforinter- Monitor EOC operations to identify current or potential interagency/organizational problems. Coordinate with State assigned liaison officer. Maintain Unit Log.Public Information Officer (PIO)The Public Information Officer, a member of the EOC staff, isresponsible for the formulation and release of information aboutthe event to the news media, other appropriate agencies andorganizations, and the public.The Public Information Officer will:07/01/03Page 13 Obtain briefing from EOC-D. Contact the jurisdictional agency (if event is not within theunincorporated areas of Lake County) to offer informationcoordination. Arrange for necessary workspace, materials, telephones, andassistance. Prepare initial information summary as soon as possible afterarrival. Observe constraints on the release of information imposed byincident commander. Obtain approval for release from incident commander. Release news-to-news media, post information in designatedmedia information area and in operational area of the EOC. Attend meetings to update information releases. Arrange for meetings between media and event personnel. Respond to special requests for information. Provide copies of all news releases to ESF 14 in State EOC.

LAKE COUNTYEMERGENCY OPERATIONS CENTER PLAND. Establish and arrange for staffing of the Citizens InformationCenter (CIC) As required establish a Joint Information Center (JIC)Safety OfficerThe Safety Officer, a member of the EOC staff is responsible formonitoring and assessing hazardous or unsafe situations anddeveloping measures for assuring EOC personnel safety. Althoughthe safety officer may exercise emergency authority to stop orprevent unsafe acts when immediate action is required, the officerwill generally correct unsafe acts or conditions through the regularline of authority. The officer maintains awareness of active anddeveloping situations, approves the Medical Plan, and includessafety messages in each Incident Action Plan.The Safety Officer will:07/01/03Page 14 Obtain briefing from the EOC-D. Identify potentially unsafe situations and pre-plan possiblesolutions. Participate in planning meetings. Review Incident Action Plans. Exercise emergency authority to stop and prevent unsafe acts. Investigate accidents that have occurred within the EOC or inconjunction with EOC operation. Review and approve Medical Plan. Maintain Unit Log.

LAKE COUNTYEMERGENCY OPERATIONS CENTER PLANE.Section ChiefsAn individual may be designated as the Section Chief for a numberof reasons. The individual may have a statutory responsibility toperform that function, or the individual has developed thenecessary expertise to lead that section. Whatever the reason anindividual is designated as a Section Chief, they have thenecessary contacts and expertise to coordinate the activities tosupport that Function. Upon activation of the EOC, the leadagencies for Planning, Operations, Logistics and Finance Functionswill designate a Section Chief. It is up to the Section Chiefsdiscretion as to how many support agencies they will require to bepresent with them in the EOC. However, due to the limited spaceavailable in the EOC, the attendance of support agencies will beclosely coordinated with the Emergency Management Director inthe development of standard operating procedures.The Section Chief will be responsible for obtaining all informationrelating to their functional activities and requirements caused bythe emergency and disaster response. This information gatheringmay frequently require the Section Chief to step outside theirtraditional information gathering protocols. Information gatheringand resource request will be coordinated through the PlanningSection Chief in the EOC.Within the EOC, requests for assistance will be tasked to theappropriate Functional Section Chief for completion. The SectionChief will be responsible for coordinating the delivery of thatassistance.The Section Chief will be responsible for identifying the particularresource or resources that will best accomplish the mission andcoordinate the delivery of that resource to the local government.The Section Chief’s actions shall not adversely affect the jurisdictionand responsibilities of Constitutional Officials.1.Planning Section (Coordinating Agency – Lake County FireRescue)The Planning Section is responsible for the collection,evaluation, dissemination and use of information about thedevelopment of the event and the status of resources.Information is needed to 1) understand the current situation;2) predict probable course of incident events; and, 3)prepare alternative strategies and control operations for the07/01/03Page 15

The EOC-D in conjunction with the PlanningSection Chief, will issue mission statements to the Operations,Logistics and Finance Section Chiefs, for each identifiedresource shortfall. The Planning Section is comprised of fourbranches as follows: (See Figure 4 & 5, pages 34 and 35) Plans Branch: (Coordinating Agency – Lake County FireRescue) Situation and Documentation Branch: (CoordinatingAgency – Lake County Community Services) Check-in and Security Branch: (Coordinating Agency –Lake County E-911) Message Center: (Coordinating Agency – Lake CountyGrowth Management)The Planning Section Chief will:07/01/03Page 16 Obtain briefing from EOC-D. Activate Planning Section branches. Establish information requirements and reportingschedules for all EOC organizational elements for use inpreparing the Incident Action Plan. Establish a weather data collection system. Supervise preparation of Incident Action Plan. Assemble information on alternative strategies. Identify need for specialized resources. Perform operational planning for Planning Section. Provide periodic predictions on event potential. Compile and display event status summary information. Advise general staff of any significant changes inincident status. Supervise Planning Section branches.

LAKE COUNTYEMERGENCY OPERATIONS CENTER PLAN Prepare and distribute EOC-D orders. Instruct Planning Section branches in distribution ofmessages. Ensure that normal agency information collection andreporting requirements are met. Prepared recommendations for release of resources forsubmission to the Incident Commander. Coordinate taking and processing of calls for service orassistance as follows: a.Calls will be taken by the Call-Takers and prioritizedaccording to the following guidelines: Priority 1- Lives endangered -Immediate responserequired. Priority 2- Timely operational response required. Priority 3- Routine logistical/administrative.Priority numbers will be annotated in the appropriatespaces on the Message Forms and routed to theproper section(s) for handling. Request will be loggedon the Incident Action Board.Plans BranchThe Plans Branch is responsible for 1) coordinatingand publishing the Incident Action Plan, 2)assembling information on alternate strategies and 3)providing periodic predictions on event potential.07/01/03Page 17

Prepare predictions at periodic intervals or uponrequest of the Planning Section Chief. Publish the Incident Action Plan. Maintain Unit Log.Situation and Documentation BranchThe Situation and Documentation Branch isresponsible for the collection and organization ofincident status and situation information. They arealso responsible for the evaluation, analysis, anddisplay of information obtained for use by EOCpersonnel and upon review by the PIO incoordination with the EOC-D, may provideinformation for release to the media.The Situation and Documentation Branch Leader will:07/01/03Pag

Upon EOC activation in response to an Incident/Event that has an established on-scene Incident Commander, the EOC will function in support of the Incident Commander. The Incident Commander may report directly to the CDPO (County Manager) based on seniority or experience. The Emergency Management Director will be designated as the EOC
