Youaccount for 65% of the total financial management workforce,and I applaud your efforts to work with your supervisors, learnyour requirements, navigate the FM LMS, and get your trainingcompleted and documented by your due dates. 30 June 2016was the initial deadline for the earliest folks brought into theprogram. It was the culmination of several years of intenseplanning, implementation, and problem solving, and we shouldcelebrate this major milestone.Moving forward, let’s make sure we don’t take our eyes offthe ball. There are almost 17,000 more people who need to get Mike McCordcertified in the coming months and years, based on the date on Under Secretary of Defense (Comptroller)and Chief Financial Officerwhich they were phased into the program, so we can’t affordto lose focus. My hope is that now we are past the first big milestone deadline, those who arenew to DoD financial management or transferring in from elsewhere will have numerousresources to help them along their certification path – including FMers who are alreadycertified, as well our experienced Component Administrators and Component CertificationAuthorities who ensure the continual success of this program. If you are coming up on yourdue date, please work with your supervisor to get your certification completed and approvedas quickly as possible.Meanwhile, many of you have moved beyond certification to your Continuing Educationand Training (CET) requirement. Continuing education is a critical piece of our workforcedevelopment plan, as well as the main purpose behind the FM Certification Program. The DoDFM workforce should constantly be growing, developing, and broadening in both trainingand professional experience, in order to confidently and effectively meet the evolving fiscalchallenges of the future. I encourage you to view your CET requirement as an opportunity toexplore new material and challenge yourself, whether by embarking on a Master’s degree or bytaking online courses in an entirely different subject matter. Take a moment to look ahead inyour career roadmap and decide where you’d like to go next – and use your CET requirement tomove in that direction.In this newsletter, you will find a number of CET-focused resources. For documentation,Vicky retains a Memorandum for Record (MFR) signed by hersupervisor that confirms her attendance at the learning event.Training for FM-Related Certification (e.g., CDFM): Mark,who is currently certified with CDFM and FM CertificationLevel 2, takes the OUSD(C)-developed PL5 web-basedcourse “Advanced Principles of DoD Budget Execution.”The online course provides him 4.5 ContinuingProfessional Education (CPE) credits to maintain hisCDFM credential, as well as 4.5 CET credits for his DoDFM Certification. For documentation, Mark saves a copy ofhis course completion certificate downloaded from the FMLMS. FM WorkforceDevelopment Update:Competency RevalidationOver the last 18 months, HCRM has workeddiligently to coordinate the revalidation of the DoDFM enterprise-wide competencies and associatedproficiency levels. These competencies identify thecritical knowledge, skills, and abilities that the DoDFM workforce needs to meet the complex challengesfacing the Department. The competencies are thefoundation of the FM Certification Program andprovide content for a standard body of knowledgeacross the DoD enterprise.As part of the revalidation effort, DoD Componentsprovided occupational series (OS) subject matterexperts (SME) for each of the FM OS to form 13SME Expert Groups. HCRM facilitators led theseSME Expert Groups through a job task analysisprocess to revalidate and refine the FM competencydefinitions and to add or delete competencies asnecessary. On 19 July, the Component FunctionalCommunity Manager (CFCM) Advisory Board,led by OSD Functional Community Manager Ms.Glenda Scheiner, convened to discuss the SME ExpertGroups’ recommended changes.Moving forward, HCRM will formally coordinatethe results of the revalidation effort with all FMCFCMs, after which a decision memorandum willbe circulated. The results of the FM competencyrevalidation process will then be documented in theFY18-23 DoD Strategic Workforce Plan.OUSD(C) would like to offer special thanks to allSMEs who participated in the revalidation effort!Their background, professionalism, extensiveknowledge, and time commitment were essential tothe success of this effort. What Are Supervisors’ Roles and ResponsibilitiesRegarding FM Certification?Supervisors play a crucial role in ensuring the success of the FM Certification Program. You are on the front lines ofthe Program, helping users understand their requirements, get certified by their deadlines, and continue to strengthentheir skill sets through continuing education.According to DoDI 1300.26, FM Certification supervisors (as designated in the FM LMS) should:1. Play a key role in continuous learning – provide guidance to FM members on which education and trainingis most valuable for their job and mission performance, and record it in their IDPs2. Complete training on the Certification Program roles and responsibilities and the functionality of the FM LMS3. Assist FM members in achieving their certification level within the required time period, includingnotifying them in writing of their FM certification requirement and level based on their assigned position4. Verify completion of FM members individual achievements to meet certification requirements usingthe FM LMS5. Serve as the approval authority for achievement of competencies and other certification requirements asnecessary to complete Certification Levels 1 through 3 in the Certification Program6. Monitor and track the progress of FM members within their approval authority7. Work with the Component Administrator to ensure the organizational hierarchy is correct inthe FM LMSSupervisor Responsibilities After Initial Certification is AchievedOnce your employee has achieved initial certification, your supervisory responsibility shifts to ensuring that theindividual meets his/her CET requirements. It is very important to work with your employees to build a goodIndividual Development Plan (IDP) with milestones for completing their required CETs.
