GUARANTEED ADMISSIONS AGREEMENTBETWEENBLOOMSBURG UNIVERSITY OF PENNSYLVANIAandLUZERNE COUNTY COMMUNITY COLLEGETHIS AGREEMENT, made and entered into this day of ,2021, between Bloomsburg University of Pennsylvania of the State System ofHigher Education and Luzerne County Community College.NOW THEREFORE, for and in consideration of the foregoing and the mutualpromises hereinafter expressed and intending to be legally bound hereby, theparties agree as follows:A. INTRODUCTIONBloomsburg University of Pennsylvania and Luzerne County Community College(hereinafter referred to as “Bloomsburg University” and “LCCC”) agree toestablish this program-to-program guaranteed admissions agreement wherebystudents who have completed the requirements for an Associate of AppliedScience in Electronics Engineering Technology or an Associate of Science Preengineering at LCCC, and meet the admission requirements as stated in thisagreement, may enter the fifth semester with at least full junior standing inBloomsburg University’s Bachelor of Science in Electronics EngineeringTechnology program. The purposes of this agreement are:1. To establish a seamless program-to-program guaranteed admissionsagreement that involves the participating community college and a 4-yearbachelor degree granting institution.2. To cooperatively provide a program of study consisting of a sequence oftechnical courses and industrial experience following a logical progressiontoward the Bachelor of Science in Electronics Engineering Technology.3. To enable qualified graduates of LCCC to build upon their education andtraining by earning a baccalaureate degree.4. To enable Bloomsburg University to attract a more diverse population ofstudents to the Electronics Engineering Technology program.5. To enable community college graduates to obtain a quality education at alow cost, and, in doing so, provide the commonwealth with qualifiedengineering technology graduates.6. To ensure recognition of the continuity of academic progress andtransferability of credits between two-year and four-year programs.B. PROCEDURESLCCC agrees to publicize this guaranteed admissions agreement to prospectivestudents in its admissions literature and as part of regular student recruitment, and

inform qualified students matriculating at LCCC of the opportunity for admissionto Bloomsburg University under the terms of this agreement.The following items are the responsibility of students participating in theguaranteed admissions program:1. Complete the sequence of courses specified on the Program-to-ProgramGuaranteed Admissions Worksheet with a minimum overall grade pointaverage of 2.00 on a 4-point scale.2. At the time of application, provide high school transcripts and transcriptsof all college courses taken up to and including the previous semester.3. Upon receiving the Associate Degree from Luzerne County CommunityCollege, students are responsible for providing complete LCCC transcriptsto Bloomsburg University.4. Apply for admission (and pay application fee) to BloomsburgUniversity by May 1st of the year in which they plan to enter theUniversity in the fall. Admission under this agreement will becontingent upon completing items 1 to 3 above, and receiving theAssociate of Applied Science or Associate of Science degree fromLCCC.5. Pay an advanced deposit to hold a seat for the fall semester.6. Pay Bloomsburg University tuition and fees for those semesters in whichthey are registered for courses at Bloomsburg.7. A course-by-course evaluation and transfer will be accepted from LCCCfor graduates of approved majors or comparable programs. Additionalcourses not used to satisfy requirements for the Associate Degree will beevaluated for transfer credit on a course-by-course basis. Credits earned ata college or institution which does not hold accreditation by a regionalaccrediting body will not transfer.8. Students must take at least 30 of the last 60 credits earned toward abaccalaureate degree at Bloomsburg University. In addition, 50% of themajor/cognate credits required for the major must be earned at a StateSystem University. Students while enrolled at Bloomsburg Universityshall comply with its academic policies and requirements. Specificacademic policies and degree requirements in effect for the Bachelor ofScience degree as awarded by the University will be such as exist at thetime of the student enrollment in the program.9. Complete four semesters of study on the Bloomsburg University campus(semesters V (fall), VI (spring), VIII (spring), and IX (fall)), and followthe Recommended course sequence for LCCC Transfer Students.10. Students will complete the six-month cooperative education experienceduring Semester VII (summer-fall). During this semester students willpay no tuition to Bloomsburg University, and they are expected toprovide a report of their activities.

C. CONDITIONS OF THE AGREEMENT1. The Coordinator of the Bachelor of Science degree program inElectronics Engineering Technology at Bloomsburg University and theCoordinator of the Associate of Applied Science in ElectronicsEngineering Technology or an Associate of Science Pre-engineering atLCCC will monitor this agreement.2. The term of this agreement shall be five years commencing when allapplicable signatures are obtained.3. Either institution may withdraw from the agreement upon writtennotification of the other, with exception to commitments already in effectfor students who have applied to Bloomsburg University. Suchcommitments will be honored. In the event of a substantial breach, such as,a lack of response to requests for information or adequate participation,either party may terminate this agreement.4. The relationship of the parties to this contract shall not be construed toconstitute a partnership, joint venture, or any other relationship, other thanthat of independent contractors.5. The parties agree to continue their respective policies ofnondiscrimination based on Title VI of the Civil Rights Act of 1964 inregard to sex, age, race, color, creed, national origin, Title IX of theEducation Amendments of 1972 and other applicable laws, as well as theprovisions of the Americans with Disabilities Act.6. Neither of the parties shall assume any liabilities as a result of thisagreement. As to liability to each other, death to persons, or damages toproperty, the parties do not waive any defense as a result of entering intothis contract. This provision shall not be construed to limit BloomsburgUniversity of Pennsylvania’s rights, claims or defenses, which arise as amatter of law pursuant to any provisions of this contract. This provisionshall not be construed to limit the sovereign immunity of theCommonwealth of Pennsylvania or of the Pennsylvania State System ofHigher Education or Bloomsburg University.7. This agreement represents the entire understanding between the parties.This agreement can be modified only in writing with the same formality asthe original agreement.8. This agreement shall be governed and interpreted in accordance with thelaws of the Commonwealth of Pennsylvania.
