AcknowledgmentThe assessment of agricultural production in Nigeria is a key annual activity ofNAERLS. The 2017 wet season assessment exercise was conductedbetween 20th - 27th August, 2017 in collaboration with:· State Agricultural Development Programmes (ADPs) and Ministries of Agriculture· Federal Department of Agricultural Extension (FDAE);· Planning, Policy and Coordination Department (PPCD);· National Bureau of Statistics (NBS);· Federal Department of Fisheries (FDF);· Nigeria Meteorological Agency (NIMET);· Federal Department of Agriculture (FDA);· Federal Department of Animal Production and HusbandryServices (FDAPHS);· Federal Department Farm Inputs Support Services (FDFISS);· National Productivity Centre (NPC);· National Animal Production Research Institute (NAPRI) and· Famine Early Warning Service Network (FEWSNET), NigeriaNineteen teams covered the 36 states and the Federal Capital Territory (FCT) involving 148LGAs across the country. Six monitoring teams, one per geo-political zone monitored thesurvey. I wish to commend the teams that covered Borno,Yobe and Adamawa States for theirsacrifices despite the restiveness in the area.The same sincere appreciation goes to farmers and farmers' groups, officials of the StateMinistries of Agriculture, State Agricultural Development Projects (ADPs), other Parastatalsand LGA officials across the country that made all the necessary arrangements to facilitate thesmooth conduct of the fieldwork and also provided the required data. The outputs of theevaluation exercise have been put together into 36 states/FCT reports and a nationalreport.The reports are available to all stakeholders. The continued involvement of agenciessuch as NBS, NPC, NARIs, NIMET and FEWSNET continues to raise the scope and quality ofthe reports. The support of the Food and Agriculture Organization (FAO) of the UnitedNations (UN) through the provision of Android tablets facilitated electronic data captureduring this year's survey.NAERLS will continue to explore options for improving the qualityof the exercise as well as developing the capacity of key partners in data collection andmanagement.As usual, we welcome comments and suggestions for the improvement of the survey.Prof. M. 17.0 Summary, conclusion andrecommendationThe 2017 Wet Season Agricultural Performance Survey in Nigeria was conducted withthe support and collaboration of all state Agricultural Development Programmes andMinistries of Agriculture. The study documentedincreased land area for cropproduction and an increase in production above that of 2016 in all areas of agriculture.However, this is expected to be marginal for livestock and aquaculture. Nevertheless, overallfarm yields would remain below global and African averages for all the subsectors. Based onthe various observations, findings and challenges from the field, as well as the conclusion, thefollowing recommendations are made:I. Strengthening the capacity of NBS and all other agencies (including the FMARDand NAERLS) involved with Agricultural data capturing to put in place astrategy for collective action to generate high quality agricultural performancedata.II. FMARD and FMEnv to develop a strategy for fund appropriation to supportstrategic research and extension activities towards mitigating the effects ofclimate change.III. FMARD is recommended to make the promotion of agricultural mechanization as anational priority.IV. Improve Funding and Recruitment of Extension Personnel: State and localgovernment are urgently recommended to provide needed funds, recruit morepersonnel and build capacity and strengthen extension service delivery in theStates and local government areas.V. State and local government authorities are encouraged to actively engage N-Power(Agro) for their volunteer period as well as recruit same as agriculturalextension staff.VI. FMARD is recommended to collaborate with relevant partners such as the NationalBroadcasting Commission (NBC) develop options for increased partnership withthe Private Sector for increased dissemination of agricultural information throughsuch mechanisms as corporate social responsibility.VII.Proactive strategies involving all government security agencies andstakeholders towards controlling and eventual elimination of the securitychallenges should be developed and implemented by the FGN.VIII.FMARD is recommended to work with relevant stakeholders to develop acost-effective and efficient support strategy across the value chains for enhancingagricultural productionIX. FMARD to work with the Federal Ministry of Finance to create an enablingenvironment for accelerating agribusiness.NAERLS 2017 APS35
