INTRODUCTIONWHAT IS WINTER CAMPCircle Ten Council’s annual Winter Camp at Trevor Rees-Jones Scout Camp is a specialjamboree-style camping event for Scouts BSA troops, Venturing Crews and Sea Scout Ships.It is the largest annual event put on by Circle Ten Council and is staffed by Circle Ten’sMikanakawa Lodge of the Order of the Arrow.Many consider it the highlight of their yearly camping program. Sometimes compared to acool weather summer camp, Winter Camp is more of a Jamboree style event.Units camp jamboree style with multiple units in a single campsite. The chance to make newfriends from outside your immediate Scouting circle is one of the key rewards. Food is preparedby each unit in their campsites (with the exception of the optional closing night BBQ).Each morning, Scouts can work on merit badges, take part in special living history programs inthe Mountain Man, Indian Village and Lumberjack areas or learn new program skills.Afternoons offer a wide-range of activities including competitive games, shooting sports,climbing, activities in the living history areas, horseback riding, wood-turning and more!.Evenings include special events like a Native American Pow Wow, Cowboy Action Shootcompetition, Star Watch parties or just relaxing in the campsite around the campfire.!All Winter Camp attendees must be a registered Scout or Scouter in a Scouts BSA troop,Venturing Crew or Sea Scout Ship!KEY DATESLeader Guide released, campsite reservation opens . week of Monday, Sept 16MB / Program Addendum released .Friday, Oct 11Pre-Camp Leaders meeting 1 . For Winter Camp toqualify as a “Long Term Camp”, your unit must be in camp on the 26th and remain through theregular dismissal on the 31st. This requirement may be important to some in your troop whomissed summer camp and need to qualify for the Camping MB or Order of the Arrow eligibility.Winter Camp Leaders Guide 20191

REGISTRATIONCAMPSITE REGISTRATIONRegistration for campsites begins in mid-September and runs through Friday, Nov 15.Your initial registration will 1.) establish a key unit leader contact, 2.) provide an estimate ofyouth and adult attendees and 3.) indicate your preferred campsite assignments.There are two easy ways to request a reservation for Circle Ten Council’s Winter Camp.1. You can request a reservation by logging into Circle Ten’s CampMaster reservationsystem (www.circle10.camp-master.com). If you do not have a CampMaster account,you will need to create one. Once registered and logged in, you will select Winter Camp2019 from the list of upcoming events on the left side of the screen. Once you havesubmitted your request, you will have a confirmation e-mail sent to the address listed inyour CampMaster account profile.2. You can fill out and return the paper reservation form included in the appendix and returnit to either of the Council Service Centers. We will create a CampMaster account for youbased on the information on your paper form.MB / PROGRAM REGISTRATIONIn mid-October, a detailed Merit Badge and Program Addendum to this leader guide will bepublished and course registration for individual merit badges and program activities will open upthrough CampMaster.Merit badge and course registration will be open for five weeks from Nov 1 through Dec 10.FEES AND PAYMENT SCHEDULEThe standard registration fee for Winter Camp is only 45 per person (both youth/adult).This basic registration fee covers the cost of program supplies and event patches.If your unit attended a Circle Ten summer camp in 2019, your unit is eligible for aspecial 20% discount on Winter Camp registration fees. Units that had a reservationfor a 2019 Circle Ten summer camp are eligible for this discount regardless of whichScouts participate in which activities. Maverick campers do not qualify a unit for thisspecial discount. Units will receive an email from Circle Ten with a discount code the week of Sept 16th.If your summer camp contact does not receive an email by Sept 23rd and you believeyour unit is eligible, please contact the Circle Ten Camping department atscott.arrington@scouting.org.When you make your reservation for Winter Camp, be sure to scroll down to thebottom of the “Additional Information” tab. Please refer to Circle Ten refund policy in the appendix.UNIT LEADERSHIP REQUIREMENTSAt Winter Camp, all units are under their own leadership. Each unit must have at least two adultleaders, as required by BSA Youth Protection policy. One of the adult leaders must be at least21 years of age and the other leader can be 18 years of age.In past years, the State of Texas has required a special state-certified youth protectiontraining for everyone 18 years of age attending a youth camp greater than 72 hrs.Beginning this year, the State of Texas now accepts the new expanded BSAon-line YPT course that all register Scouters are required to have.!Units are responsible for making sure adults complete the on-line BSA course beforearriving at camp. No YPT course will be offered at camp. You are to bring proof ofcourse completion at check-in for each adult staying overnight any night.All adults staying overnight must take the new course and provide proof at registration.This course may be taken online at any time prior to attending camp. ARRIVAL & CHECK-INEARLY ARRIVALThe standard arrival day for Winter Camp 2019 is Friday, Dec 27. But early arrival is allowed forthose units wanting to qualify for long-term camping or who need some extra set-up time.!The camp gate will open for early arrival on Thursday, Dec 26, 12:00 noon.If your troop chooses to arrive early on December 26, please be mindful that thisis the time when the staff sets up winter camp. There is no program and minimal staffassistance will be available.!Units arriving early on December 26 must have at least one adult in camp afterarrival. Care should be taken to only use an appropriate amount of space as campsitesare shared by multiple units. Any unit taking more space than appropriate and notleaving an adult in camp may have their equipment moved by camp staff.CHECK-INFormal check-in on Friday, Dec 27 is open from 9:00 a.m. to 11:50 a.m. and 1:00 p.m. to 4:00 p.m.When your unit arrives, only 1-2 adult leaders are needed at the Headquarters building withALL of your required paperwork.Please DO NOT have your unit wait in the parking lot for you to get registered. The remainderof your unit can proceed to your campsite to unload and start setting up.Here is a list of the required paperwork for unit check-in: (Email will not be an option) 2 copies of your complete roster of all youth and adults in attendance Completed medical form (A, B, & C) for every youth and adult in attendance.Hard copies of all medical forms for all members in the unit attending Winter Camp areREQUIRED. Anyone who does not have a medical form on file will not be permitted tostay at camp. THERE ARE NO EXCEPTIONS. Do not expect to have it printed atcamp!!! New BSA youth protection completion certificate for every adult 18 years old Copy of State of Texas sex offender data base check for every adult 18 years old Copy of your unit’s Severe Weather Hazard training card!Due to limited copy paper and ink, no copies can be made at camp including printing anydocuments not brought to camp.FINANCIAL SETTLEMENTWhen you complete your paperwork check-in, the unit leader at check-in will sign-off on theregistration information prior to receiving camp bands.You will also sign up for a time on Saturday, Dec 28 for your unit leader to settle your accountbalance and pay any outstanding fees. SM / SPL MEETINGEach day, there will be a formal Scoutmaster / Sr. Patrol Leader Meeting in the Dining Hall.It is important that each troop send representatives to this meeting each day. On check-in day,the meeting will be at 4:00 p.m. after unit check-in closes. The remainder of the week, themeeting will be a 1:00 p.m.MERIT BADGE ADD/DROPAfter lunch on check-in day, Dec 27, units may go to the Training Lodge to make merit badgeand program add/drop requests. Add/drop will be open from 1:00 to 4:00 p.m. After that point,all changes will be closed, and final course rosters developed.Winter Camp Leaders Guide 20195

CAMPING GUIDELINESCAMP COMMISSIONERSOne of the most important people that you will meeting during your Winter Camp experience,will be your Camp Commissioner. Your Camp Commissioner will: Be the key point of contact for the Scoutmaster while at campProvide program area directionsAssist with schedule knowledgeCoordinate afternoon activitiesAct as the unit point of contact for Emergency ServicesBe the unit point of contact for Logistical ServicesEach campsite area (Hilltop, East Lake, West Lake), will have a Commissioner Team assignedto it. Commissioners will be wearing yellow, high visibility vests. They will visit with each oftheir Troops every morning to drop off the camp newsletter and every evening for wellbeing.The team will have radio contact for needs such as Medic, Service Corp, Camp Director, CampRanger, etc.CAMPSITESAt Winter Camp, troops camp jamboree style with multiple units in a single campsite.!With the introduction of girl troops this year, we will be making a few adjustments tocampsite assignments. TENTSUnits provide their own tents. The limited number of tent platforms in the campsites can beused but must not be moved. Tents can be placed both inside and outside the platformboundaries but must be within a 150 yard radius of campsite latrine to comply with the TRJCamp Emergency Plan.CAMPSITE PAVILIONSThe pavilions in each campsite are for the shared use of all units assigned to that campsite.Exclusive use by a single unit is prohibited! In addition, the picnic tables under the pavilions areNOT be moved under any circumstances. Please practice the Scout Law and be friendly andcourteous in treating those areas as part of the entire campsite community.!TRJ camp policy prohibits cooking or open flames under the fixed pavilions.Units should bring adequate rain fly / shelters to protect their cooking areasin the event of rain or windMEALS AND COOKINGEach Troop provides its own meals and equipment. On each individual merit badge selection page, you canselect BBQ dinner as a separate class. The charges will show up on your final invoice whenyou settle your account at Winter Camp. Tickets are limited, so sign up early onCampMaster.Should there be any unsold tickets, they will be available in the camp headquarters afterDec 27. There are no refunds for this event. VEHICLES IN CAMP!Driving is not permitted in camp except for the loading/unloading of troop gear.Upon unloading, all vehicles should be parked in designated parking areas. No cars,trucks, or vans may be left in the campsite.Persons with disabilities may request a special permit at the camp First Aid Office.Speed limit is 10 mph on all camp roads. (You should not have dust trailing your vehicle!)Trailers can be left in campsites only if they are not attached to a car, truck, van or bus.The trailer needs to be placed off the road and stored in a safe location. No trailer can be placedin a campsite before Dec 26.Vehicles parked inappropriately in campsites or outside of designated parking areaswill be marked with a warning sticker.!Anyone who compromises the safety of our Scouts by disobeying driving or parkingrules may have their driving privileges revoked by the Camp Director and their vehicletowed at the owner’s expense.LATRINESThe shared shower houses / latrines are to be maintained by the campers during Winter Camp.Your area Camp Commissioner will maintain the keys and schedule for cleaning. Each unit willbe required to take at least one cleaning rotation. TRASH COLLECTIONWith such a large number of people in camp, there will be an equally large amount of trashgenerated. TRJ is home to many other animals that would love to take advantage of theconvenient scraps of food in your trash.The Winter Camp staff Service Corp will make two trash runs each day, one in the morning andone in the evening. Please leave your trash, BAGGED & TIED, by your campsite sign post,ready for pickup, by 9 a.m. and 8 p.m.If you missed these pickup times, you may bring your trash to the compactor behind the dininghall to be disposed.WI-FI ACCESS AT CAMPWe realize that a strong capable internet connection is a prerequisite for many adult Scouters togive a week out of their busy schedules. We pledge to do our best to provide that connectionfor every adult leader who comes to winter camp with their unit. You can expect to receive logincredentials and a schedule of network availability during the check-in process.With the limited bandwidth in mind, please do not plan on streaming any audio or video while atcamp. If you must attend a webinar or other high bandwidth work-related event, please discusswith the Camp Director. It may be necessary to limit access to the connection at certain timesto manage some of the online aspects of our camping operation.Shared Wi-Fi is intended as a courtesy to your adult Scouters. Please encourage your youth totake full advantage of being in an outdoor environment and leave the internet alone for a fewdays. Please do NOT share the Wi-Fi access credentials with your youth campers. An internetlab time will be made available to those Scouts who need access for their courses.CHECK OUTCheck-out will begin at 8:30 a.m. on December 31st. All units must have all gear loaded and beout of camp no later than 10:00 a.m.Units will be given a release slip by their commissioner. This slip will be turned intoheadquarters to receive patches and paperwork.If your unit would like to leave prior to this time, please make arrangements with your CampCommissioner to check out early.STAFF DISMISSALPlease make plans for your Scouts who are on the Winter Camp staff to have separatetransportation to and from camp. MORNING PROGRAMSEach morning, Scouts can work on advancement in the Trail to First Class or merit badge areasor take part in special living history programs in the Mountain Man, Indian Village andLumberjack areas.Venturers and Sea Scouts can take part in special living history programs or take advantage ofthe various program skills certification training courses offered for climbing and shooting sports.TRAIL TO FIRST CLASSWinter Camp will continue to offer options for your Scouts that are attendingtheir first long term camp experience. This program is designed for the ten toeleven year old Scout who has been in your troop for less than six months.Instruction will include rank requirements and all the basic Scouting skills.The Winter Camp staff will not sign off any requirements but will only provideinstruction on them. Much will depend on class size, weather, etc. but we willattempt to offer instruction in the following requirements:Tenderfoot: 3a, 3b, 3c, 3d, 4a, 4b, 4c, 5a, 5b, 5c, 6a,7a, 8Second Class: 1b, 2a, 2b, 2c, 2d, 2f, 2g, 3a, 3b, 3c, 3d, 4, 5a, 5d, 6a, 6b, 6c, 6d, 6e, 8b, 9a, 9bFirst Class: 1b, 3a, 3b, 3c, 3d, 4a, 4b, 5a, 5b, 5c, 5d, 6b, 7a, 7b, 7c, 7d, 7e, 7fMERIT BADGESMerit badges will be offered in three 50-minutes periods each morning. Please note this is 40% less time that is normally allowed in a typical summer camp merit badge program.Some merit badges may be able to be completed at Winter Camp, but most will be partials.Our goal is to offer the following merit badges this year at Winter Camp. Monday, Dec 9Merit badge pre-registration is done through our online CampMaster systemhttps://circle10.camp-master.comAnyone with unit leader designation in CampMaster can click on the link and sign their youth upfor merit badges through the “my current reservations” option on the homepage.Keep in mind you will not sign up your Scouts for a specific merit badge time. Rather, we willassign times to the classes that your Scouts want.It will be up to each individual unit to print out your Scouts’ Merit Badge Schedules afterDecember 15, as we will not be able to do so at camp.Please take the time to sign up every boy that you have committed for merit badges. You willbe charged for the number of youth committed at registration, not the number of Scouts you preregister for merit badges.LIVING HISTORY PROGRAMSLIFE OF A MOUNTAIN MANThis is an introduction to the Life of the Early Pioneers. Make basic items thata Mountain Man would need for survival: a Powder horn, Pouch for blackpowder balls, a possible bag for personal items, learn the skills to throw aTomahawk, how to stretch an animal hide, and how to make a fire starting kit.This is an all-day program - Scouts will NOT have time for merit badges.Cost is 10.00. Scouts MUST be 14 or older.EXTREME MOUNTAIN MANThis is a special program for Scouts who are at least 15 years old. All participants who sign upthrough CampMaster will have three days to expand upon the skills of the early pioneer. Yourskills with a black powder rifle will be tested at our egg shoot. Sharpen your skill with a throwinghawk at the Card Corner Challenge. Survival cooking skills will be tested on the overnighter toFort Bridger and then use your trail marking skills to help you get back. Learn the skill of tanninga hide, a critical skill a Mountain Man used to trade for goods with the Indians & civilized man.Blacksmithing will be a cornerstone skill in the Extreme Mountain Man program and your Scoutswill learn what it takes to make a knife and sheath, their own flint and steel fire starting kit andbuild a long-term shelter on the frontier. The extreme mountain man will also be called upon toteach some of these new skills to a younger Scout. This is an all-day program - Scouts willNOT have time for merit badges. Scouts MUST be 15 or older. Cost is 10.00. Cost forthis program includes a breakfast and a dinner that they will eat in the area (total of 2meals).Winter Camp Leaders Guide 201911

LIFE IN THE VILLAGELife in the Village is a program designed for Scouts who want a betterunderstanding of the Native American culture. The program willexplore four different areas consisting of Food, Fire, Shelter andSustainability. There is no cost or special registration for this.Scouts can simply come to the Village in their free time.LIFE OF A LUMBERJACKHave you ever wanted to be a Lumberjack? Well here’s your chance.This program will give Scouts a chance to try their hand at several differentactivities include knife and ax sharpening, log splitting, 1 & 2-manbucksaw, lashing a flagpole, log pulling, candle making, and many more.The program will be offered in 1-hour blocks like the merit badgesessions. Scouts simply register for Life of a Lumberjack in lieu of aregular merit badge. There is no cost associated with this program.If your Scouts want the full-blown Lumberjack experience, have them takeForestry and American Labor MB in addition to Life of a Lumberjack.WELDINGThe welding at Winter Camp provides Scouts with an insight into the weldingprocess, hazards, career opportunities, and hands-on metal projects.Class size will be limited due to time constraints, amount of equipment, andone-on-one instruction.
