Origins of Federal Surplus Property Program Federal Property &Administrative Services Act of1949 Created the General ServicesAdministration, the federal agencythat oversees the Federal Surplusproperty program still today.http://www.gsa.gov GSA allocates property to states on a “first-come, first-served basis” General public cannot search the GSA’s surplus inventory. Title 40 of the U.S. Code, Section 549 Our Federal Surplus customers are referred to as “Donees.” FSP property NOT available for sale to general public.

Overview of the Federal Donation ProcessFederalAgencyGSAState Agencyfor SurplusPropertyDonee Federal agencies contact GSA.Some property offered to states, including Texas.TFC “screener” requests property from GSA.GSA allocates (donates) property to state of their choice. Property may be shipped to TFC Warehouse, or it mayremain at its original holding location (fed agency or militarybase). Donees search for available property online using TFC’swebsite OR by visiting one of our warehouses. Donee contacts TFC staff to request property. Donee account status verified by TFC. Donee picks up property. TFC provides invoice to donee. Donee must submit payment to TFC within 30 days. After the donation: Donee submits required compliancepaperwork to TFC. Also subject to site visits.

Where does the property come from?

After the Donation: Restrictions on Use Donee has one year to put property into use. Must continue to use the property for “CompliancePeriod” before ownership transferred to donee. Compliance period begins when property is putinto use. Original acquisition cost of 5,000 and passenger vehicles 18month compliance period Original acquisition cost 5,000 12 month compliance period. After the Donation: Compliance Visits& Audits All donees subject to compliance checks,including on-site visits Single Audit Donees that have received 500,000 or more in allforms of federal financial assistance during the last fiscalyear are liable for a single audit by an independent firm. Fair Market Value (FMV) original acquisition cost X22.47 %. TFC will send letter to your agency at end of your fiscalyear with FMV of property received from us.

How do I apply? Download an “Application for Eligibility” from ourwebsite: http://www.tfc.state.tx.us . From the left side of the page, click on “Federal Surplus Property,”then “Forms.” There you will find our “Application for Eligibility.” Only designated “Authorized Representatives” may sign for property.
