IntroductionASAP – What is It? In 1995, ASAP (A Safety Awareness Program) was introduced withthe goal of re-emphasizing the position of Safety Officer “to create awareness, througheducation and information, of the opportunities to provide a safer environment for kidsand all participants of Little League Baseball and Softball”. This manual is offered as atool to place some important information at manager’s and coach’s finger tips.Section 1 - PurposeThe purpose of the Floyds Knobs Community Club (FKCC) Little League Safety Plan isto provide guidance in order to ensure the safety of players, managers, coaches, umpires,and spectators and to promote safety awareness among all members of the league. Theelements of this safety plan include education, training, health awareness, care andmaintenance of fields and equipment and applicable funding.Section 2 - Safety OfficerThe position of Safety Officer was created to coordinate and oversee safety activitieswithin the league, as well as to conduct relevant training programs for league players,managers, coaches, umpires and other applicable league volunteers and officials. TheSafety Officer for the 2019 season is Ty Vierling. The safety officer must be recordedofficially with Little League International, annually.Section 3 – Safety ManualThis document will serve as a Safety Manual for FKCC as part of the “A SafetyAwareness Program” (ASAP). It will be made available in paper copy to all volunteersas per Little League requirements and will also be made available on the league website.A paper copy will also be made available in the dugout information packets. A copy willalso be sent annually to Little League officials. A Qualified Safety Plan RegistrationForm (available on little leagues website) will accompany its submission to Little Leagueannually.Section 4 – Emergency and League Contact InformationEmergency and league contact information is posted and made available to allcoaches/managers, umpires, volunteers, committee/board members, is posted in alldugouts and made available on our website. Section 5 – Volunteer Applications and Background ChecksAll Volunteers in FKCC Little League shall give permission for the Little Leagueorganization to conduct a background check, which may include a review of criminal andchild abuse records maintained by government agencies. The primary method foradministering the background check will be a unique email link provided to thevolunteer. This link will allow the volunteer to input their information directly into thesystem. By exception, we will utilize the official Little League Volunteer Application(Appendix - B). All volunteers understand that if appointed, their position is conditionalupon the league receiving no inappropriate information on their background. Everyvolunteer shall release and agree to hold harmless from liability the local Little League,Little League Baseball, Little League Softball, Incorporated, the officers, employees andvolunteers thereof, or any other person or organization that may provide suchinformation. I also understand that regardless of previous appointments I may not beappointed to a volunteer position. If appointed all volunteers are subject to suspension bythe President and removal by the Board of Directors.Section 6 – Required Training for Coaches/ManagersSafety is paramount within FKCC. Although safety is a matter that is the responsibilityof everyone, the League aggressively promotes a safe environment for all concernedthrough a variety of methods. Safety is a key segment at the annual Managers/Coaches Meetings and Training held at the beginning of the season and is continuallymonitored by the Safety Officer and other applicable league officials throughout theseason/post season. Prior to the season, the League provides a first aid and AED trainingclass, to all managers, coaches, and other appropriate volunteers.Each team manager is provided with the leagues website (www.fclittleleague.com) toSafety material and information that is included in this plan. It is required for all Head Coaches/Managers, or their representative, to attendannually.Section 7 – Equipment and Field InspectionThe FKCC Equipment Manager inspects all League provided equipment prior to initialdistribution to managers/ head coaches. Any unsafe equipment is repaired ordiscarded. New equipment is purchased at the beginning of and throughout the seasonto replace unusable equipment. Managers, coaches, and umpires are encouraged to3 Page

continually inspect all equipment before each practice and game. The FKCC EquipmentManager, President, and Vice President handle replacement of equipment. Should anymanager or volunteer need equipment it must be requested from the equipment managerfor procurement. It is required for all head coaches/managers and umpires to walk thefields prior to game play or practice to ensure a safe environment. Any issues that needfurther action need to be communicated to the Safety Officer, Umpire Manager, andFacilities Manager.Section 8 - Field Maintenance and ImprovementsThe fields are regularly inspected, maintained, and annual plans are made forimprovements.1. Pre-Season Field Maintenance Activitiesa. Clean, inventory, stock and organize all storage bins.b. Clean all dugouts.c. Re-paint all applicable wood surfaces.d. Edge all fields.e. Secure all windscreens (replace where applicable).f. Secure netting at batting cages.g. Put up safety & emergency contact signs.h. Set base pegs as needed.i. Spike drag all infields.j. Set temporary fences where applicable.2. Regular Maintenance Procedures During The Season (Before (B)/After (A)Every Game/Practice) & During Season Activitiesa. Service all field mounds and bullpen mounds during season.Section 9 - Facility SurveyThe FKCC fields are surveyed using the Little League National Facility Survey form. Section 10 – Concession Stand SafetyFKCC Concession Stand takes food preparation health and safety very seriously. Allconcession stand attendees are trained for proper health and safety precautions andhandling. A copy of the FKCC Food Safety Guidelines (Appendix D) is provided to eachattendee with their training and posted in the concession stand for easy reference.Section 11 - Accident Report FormA copy of the official Little League Incident/Injury Reporting Form (see Appendix E) isused by FKCC and is included in the Manager’s Safety Packet. Completed forms aresubmitted to the League Safety Officer with a copy to the President. All managers andcoaches have been instructed to fill out the forms and call the FKCC Safety Officerimmediately following any incident. Blank forms are also available on the Little Leagueswebsite. The primary purpose of the form is to document the event and ensure adequateknowledge of the situation is gained in order to prevent future occurrences.Section 12 - First Aid Kits and AED’sTeam first aid kits and accessories are provided by the League and are distributed to eachmanager as part of a team’s equipment bag. Field first aid kits are also available in theFKCC Concession Stand. Supply levels of all team and general league first aid suppliesare constantly monitored by league officials throughout the season. In addition to firstaid kits, Automated External Defibrillators (AED) are available in the FKCC ConcessionStand and/or equipment shed, which are also monitored by league officials to ensureproper storage and readiness with training provided to all team managers/head coaches.Section 13 - RulesFKCC supports the pureness of Little League baseball and teaching proper game play toour players, supported by sportsmanship, fairness, and respect. FKCC enforces all LittleLeague rules and regulations and expects all Coaches, Mangers, Umpires, players andvolunteers alike to support and follow these rules. FKCC does maintain a list of “LocalRules”, however, these rules are in addition to the official Little League rules and do notsupersede. If you feel that official rules are not being followed, please contact the FKCCUmpire Manager or appropriate League Official. FKCC has also published a ParentCode of Conduct (Appendix G), a standard to which parents and visitors of the park willbe held.Section 14 - Roster and Volunteer Data SubmissionFKCC player and volunteer data will be submitted annually to Little League, as required.All personal information will be held confidentially within FKCC and Little League.Please visit the little league website for more information about how they specificallyhandle data privacy.5 Page

FKCC Food Safety Guidelines: All Burgers and Chicken Breast are to be cooked to an internal temperature of 165dgrees Farenheit, before being placed on a bun for service. Use thermometer toverify temp. All Hot Dogs and Brats are to be reheated to an internal temperature of 141degrees Farenhiet or higher. Use thermometer to verify temp. All Hot Foods are to be held at 141 Degrees or above. All Coolers/Refrigerators are to maintain a temperature of 36 degrees Farenheit. All Freezers are to maintain a temperature of 0 degrees Farenheit or below. All Team Members to wear Food Service gloves (plastic or poly) during foodprep and service. All Team Members are to wash their hands prior to beginning or restarting foodprep and/or after handling Cash or leaving and reentering the Concession Standarea. Washing hands means using soap and water for at least 20 seconds. All Team Members are to wear closed toe shoes at all times while working a shiftat FKCC. All Food Contact surfaces are to be wiped down prior to beginning of each shift,periodically during food prep and at the end of every shift, using a food safecleaner and sanitizer. Fryer Oil is only to be changed at the beginning of a shift while it is cool enoughto handle safely. When removing pans from the oven all Team Members are to use Oven Gloves tohandle the hot pans. All Team Members are to wear a hat or hair net while inside the concession standarea. All Team Members are to wear approved T Shirts with short sleeves during theirshift. No sleeveless shirts. Prior to closing the Concession Stand all floor surfaces are to be swept andmopped with an approved Floor Cleaner. Once a month all Coolers and Freezers are to be wiped out using an approvedFood Surface Cleaner. FKCC Local Rules1. Batting Cage Rules: Only two people in batting cage at one time (Batter andPitcher/Coach) Helmets must be worn in batting cage. Maximum Speed of pitchis 80 mph.2. FC Little League Parent Code of ConductWe, the FC Little League, have implemented the following Sport Parent Code of Conductfor the important message it holds about the proper role of parents in supporting theirchild in sports.Parents should read, understand and sign this form prior to their children participating inour league.Any parent guilty of improper conduct at any game or practice may be asked to leave thesports facility and could be suspended from attending future games at both HYR andFKCC parks.I therefore agree:1. I will remember that children participate to have fun and that the game is for youth, notadults.2. I will inform the coach of any physical disability or ailment that may affect the safetyof my child or the safety of others.3. I will learn the rules of the game and the policies of the league.4. I (and my guests) will be a positive role model for my child and encouragesportsmanship by showing respect and courtesy, and by demonstrating positive supportfor all players, coaches, officials and spectators at every game, practice or other sportingevent.5. I (and my guests) will not engage in any kind of unsportsmanlike conduct with anyofficial, coach, player, or parent such as booing and taunting; refusing to shake hands; orusing profane languageor gestures.6. I will not encourage any behaviors or practices that would endanger the health andwell-being of the athletes.7. I will demand that my child treat other players, coaches, officials and spectators withrespect.8. I (and my guests) will respect the officials and their authority during games and willnever question, discuss, or confront officials during or after a game.9. I (and my guests) will respect the coaches and their authority during games and willnever question, discuss, or confront coaches at the game field, and will take time to speakwith coaches at an agreed upon time and place.10. I will demand a sports environment for my child that is free from drugs, tobacco, andalcohol and I will refrain from their use at all sports events.11. Youth Sexual Abuse PreventionPolicy & ProceduresAs a youth-serving organization(s), Floyds Knobs Community Club and Highlander YouthRecreation (HYR) Little League(s) (jointly referred to as FC Little League) considers thesafety and well-being of the youth in our programs a top priority. We prohibit abuse and strive toproactively address reports of this type of conduct, We want to hear about problems or concerns,and we will strive to act on them in a fair way in accordance with our policies.We will report suspected abuse to the proper law enforcement agencies.Policy and Procedures:FC Little League has adopted the following Policy and Procedures in an effort to provide a safeenvironment for our coaches, athletes, and their families.1) The Coach Recruitment process shall include the following:a) Volunteer Application – Every coach and volunteer working with youth must complete ourorganization’s process that sets forth appropriate background information, requiresdisclosure of any prior claims or allegations of sexual abuse or other inappropriateconduct, and provide the names of at least two individuals as references.b) Screening – A designated representative(s) of the organization may interview eachprospective coach/volunteer.c) Background Check – All current and potential coaches will be subject to a backgroundcheck, including appropriate inquiries regarding any previous record of sexual abuse orother unlawful activity. This background check will be updated at annually for allvolunteers and coaches.2) An Abuse Prevention Orientation shall be conducted annually.A Board Member will review this policy with coaches, volunteers and parents each year. TheKidpower/Positive Coaching Alliance video, "Protecting Youth Athletes from Sexual Abuse:Key Actions for Parents & Coaches," will be shown. “Protecting Youth Athletes From SexualAbuse: Key Actions for Parents and Coaches,” available on Kidpower’s website -prevention/, will be referenced/available toevery coach, volunteer and parent.3) Prohibited Behaviora) Use of degrading language or behavior. Coaches are alsoresponsible for stopping disrespectful behavior between teammembers, including sexual harassment.14 P a g e

b) Threatening or intentionally inflicting physical injury upon anyone, especially a minor.Coaches are also responsible for stopping threatening behavior by players.c) Committing any sexual offense against a minor, or engaging in any sexual contactwith a minor.d) Making any sexual advance, or engaging in other verbal, or physical conduct of asexual nature with a minor.e) Non-related one-adult/one-child interaction except in an emergency where following thispolicy would be dangerous to the child. In an emergency situation, the coach orvolunteer must contact a representative of the organization to inform him or her of thiscontact and the reason for it. If a child is receiving individual instruction or working witha private coach, this activity must be in a public setting rather than behind closed doors.4) Reporting of Suspected Child Sexual Abusea ) In accordance with the Victims of Child Abuse Act all coaches, volunteers,parents and program participants are directed to report any incident of abuse orsuspected abuse that they witness or that is reported to them to local or federallaw enforcement, or to a child-welfare agency designated by the JusticeDepartment, within 24 hours.b) Once reported, the reporting party shall also inform the League Safety Officerand the League President of the filed complaint.c) The League Safety Officer and/or League President will keep other Boardmembers fully informed.d) Should a suspected incidence of abuse be reported, the coach/volunteer inquestion may be temporarily suspended from duties while an investigation takesplace.e) The Board of Directors, when appropriate, shall communicate reports of childsexual abuse to the league members. The confidentiality of any who makessuch a report will be protected.f)FC Little League maintains a strict “Non-Retaliation Policy”. Any incidences ofretaliation against victims or the reporting party of suspected abuse, shall resultin immediate dismissal from the program.Appendix H15 P a g e
