32Apocalypse at WacoJAMES D. TABORSome alternative religions have conflicted with legal authorities. Tabor recounts hisefforts to better understand the worldview of the Branch Davidians and communi cate it to the FBI.The government doesn't understand, I said tomyself as I watched the drama of the BranchDavidians at Waco, Texas, unfold on CNN dayafter day. Was there anything I could do to help,I wondered. As my fhistration mounted, Idecided to offer my services to the FBI, whichby this time had taken over the Bureau of Alco hol, Tobacco and Firearms. It was clear to methat the drama at Mt. Carmel, as David Koreshcalled his Branch Davidian compound, wasbeing played out as a fulfillment of the NewTestament Book of Revelation—and the author ities were dangerously ignorant of the apocalyp tic world in which David Koresh was living.I first calledfnend Philip Arnold, directorof Reunion Institute in Houston, Texas, who wasphysically closer to the scene than 1.1 told himthat 1 thought we could be of help. Like me, Philhas a Ph.D. in New Testament and has special ized in both ancient and modem apocalypticism. He shared my assessment of the situation and weagreed to present ourselves to the FBI as ateam—experts in the Bible, apocalypticism, andespecially the Book of Revelation. The FBI welcomed our assistance. It wasobvious that, whatever their expertise in siegewarfare, they knew little about the Bible.7:25 Sunday evening, February 28, 1993.CNN anchorman David French is conducting alive interview on a phone hookup. I rush to theTV set. It is David Koresh, his voice edged withan appealing intensity. A photo of the youngman with glasses and long wavy hair, whichwas later to become familiar around the world,is on the screen against a backdrop of a map ofTexas with a place marked as "Mt. Carmel,"near Waco. (Earlier that day, at 9:55 in themorning to be exact, the Bureau of Alcohol,Tobacco and Firearms had raided Mt. Carmel, resulting in a two-hour gun battle with theSource: James D. 314Section IX: New Religious MovementsBranch Davidians that left fourATF agents deadand 16 more wounded.) A steady stream of bib lical quotations is issuing from the voice atWaco. Koresh is talking about the Seven Sealsfrom the Book of Revelation. French, on theother hand, keeps trying to get Koresh to talkabout the morning raid—how many cult mem bers had been killed or wounded and whether heplanned to surrender. Koresh admits that he isbadly wounded, that his two-year-old daughterwas killed and that others from his group werekilled and wounded. It is clear that Koreshwants mainly to quote Scripture, mostly theBook of Revelation. He was the Lamb, he said, chosen to open the Seven Seals. The phone conversation over CNN went onfor about 45 minutes. I was utterly mesmerized. If this was the world Koresh was living in, nei ther his own death nor that of his followerswould hold any dread for him. It was then that Idecided the authorities might need some help."Koresh," the name that David had legallyadopted for himself, is Hebrew for Cyrus, thename of the ancient Persian king who destr( edthe Babylonian empire in 539 B.C.E. Almost50 years earlier (in 686 B.C.E.), the Babyloni ans had destroyed Jerusalem and God's house, the Temple built by King Solomon. Cyrus, orKoresh, was an Israelite hero: He not onlydefeated the mighty Babylonian empire, butsoon thereafter permitted the Jews to returnfrom Exile and rebuild their Temple. As I listened to Koresh quoting from Revela tion, I was almost dizzied by the incongruity ofit all: Here we were in 1993 and this youngCyrus, would-be challenger of modem Baby lon, was actually delving into the details of theBook of Revelation on prime time over a world wide television network. I pulled out a Bibleand turned to Isaiah 45, where the ancient Per sian king Cyrus was addressed by God himself:"Thus says the Lord to Cyrus (Koresh) hisanointed whose right hand I have grasped to sub due nations before him and strip kings of theirrobes." (Isaiah 45:1)Here Cyrus is actually called "messiah."TheHebrew word is mashiach, which simply meansone who is anointed. In biblical times both thehigh priests and the kings of Israel wereanointed in a ceremony in which oil was pouredover the head and beard (see Psalm 133). TheGreek translation of the Hebrew mashiach is"Christos," from which we get our term"Christ." In this sense, one could accurately saythat this ancient Persian king was called Christ. But in this general sense of the term, the Biblespeaks of many christs or messiahs, not justone. Indeed, the word came to refer to anyonewho was especially selected by God for a mis sion, as was the Persian king Cyrus. DavidKoresh was claiming to be such a christ. This biblical terminology led to endlessconfusion and miscommunication between thesecular media and the FBI on the one hand, and the followers of Koresh, who lived andbreathed these ancient texts, on the other. Itwas widely but incorrectly reported, even bythe most responsible media, that David Koreshclaimed to be Jesus Christ, or even God him self. But he was in fact claiming to be a messiah, or christ, in the same sense that hisnamesake Koresh (Cyrus) was messiah orchrist-one chosen by God for a special mis sion. If his words were interpreted in terms ofthe apocalyptic world he inhabited, he neverbelieved, or claimed, that he was Jesus Christ.Koresh believed that he was the one chosento open the Seven Seals of the Book of Revela tion and thereby bring about the downfall of"Babylon." The opening of the mysteriousSeven Seals in the last book of the New Testa ment led, in an apocalyptic sequence, to theDay of Judgment and the end of the world. The Greek word apocalypsis means "touncover, to reveal." The Book of Revelation iscalled the Apocalypse. An apocalyptic groupbelieves that the end of history is near and thatthe signs and secrets of the final scenario havebeen revealed to them. The followers of Jesuswere an apocalyptic movement within ancient

Reading 32 Apocalypse at WacoJudaism. So were the people who produced theDead Sea Scrolls. Since the third centuryB.C.E., many such groups, first Jewish andlater Christian, proclaimed the imminent "endof the world" on the basis of their understand ing of prophetic texts in the Bible. Phil Arnoldand I were convinced that any chance for apeaceful resolution of the crisis at Waco wouldrequire an understanding of the apocalypticworld in which David Koresh and his dedi cated followers were living. They were clearlywilling to die for what they believed, and theywould not surrender under threat of force. In our initial contact, the FBI admitted tobeing hopelessly confused by Koresh's lengthyexpositions of Scripture, which were occurringregularly in their daily telephone negotiations. One FBI agent told us how he and his col leagues had been frantically reading throughthe Book of Revelation in the Gideon Bibles intheir hotel rooms. The image struck me asalmost comical, but at the same time frighten ing. The agent also told us they found the Bookof Revelation and David Koresh's extendedbiblical monologues wholly incomprehensible."What is this about the Seven Seals?" theywanted to know. One agent thought the sealswere amphibious animals with whiskers; afterall, there were a lot of other animals—liorts, oxen, eagles, horses, wild beasts, even mon sters—in the book. Why not seals? In the next few weeks, Phil and I spenthours talking with Livingston Fagan, an articu late member of the Branch Davidians whomKoresh had allowed out of the compound as aspokesperson. Fagan was being held in jail. From these conversations, in which the threeof us examined the biblical texts quite closelyand often technically, Phil and I slowly beganto understand how Koresh was interpretingthem: The Branch Davidian group understooditself to be living through the opening of theSeven Seals, leading to the Day of Judgmentand the end of time and the world. The SevenSeals are on a scroll held by the one who is315seated on the heavenly throne. Each of theseals, stamped in wax, can be opened only by afigure variously referred to as the Lamb, theanointed one (in other words, messiah orChrist) or the Branch of David. David Koreshclaimed to be this person. In Jewish tradition, the Messiah will be adescendant of David, literally the branch ofDavid. That is why in Matthew and Luke, con taining the genealogies of Jesus, he isdescended from King David. That is also whyDavid Koresh's group is called the BranchDavidians. And that is why Vernon Howellfrom Houston, Texas, chose the first nameDavid when he changed his name to DavidKoresh and traced his own ancestry to KingDavid. Koresh saw himself as he who was sentto the world before the end of the age, empow ered to remove the seals and open the scroll.Psalm 45, which Koresh understood to referto himself, speaks of a mighty king, anointedYahweh (in this sense the mashiach, or mes siah), who rides victoriously, marries princessesand fathers many sons who will rule the earth(Psalm 45:4-7,10-16). This psalm is the sourceof Koresh's sexual exploits. He had sexual inter course with the wives of his male followers, for bidding the husbands from doing likewise toensure that the seed was his. According to hisinterpretation of Psalm 45, these sons would be"princes in all the earth" (Psalm 45:16). In hismind, Koresh was the Branch of David who wasto build up a dynasty that would someday rulethe world (Jeremiah 23:3-5).David Koresh believed that he had alreadyopened the first four seals of the Seven Sealsdescribed in the Book of Revelation and that theBranch Davidians were now in the fifth seal. The Book of Revelation is written as avision of John, who describes what he saw inthe first person. Here is how he describes theopening of the fifth seal:"When he [the Lamb] opened the fifth seal, I sawunder the altar the souls of those who had beenslaughtered for the word of God and for the witness

316Section IX: New Religious Movementsthey had borne; they cried out with a loud voice, 'O,Sovereign Lord, holy and true, how long before youwill judge and avenge our blood on those who dwellon earth?' Then they were each given a white robeand told to wait a little longer, until the numberwould be complete of their fellow servants and oftheir brothers and sisters who sere soon to be killedas they themselves had been killed" (Revelation6: 11).We discussed the chilling implications ofthese verses with the FBI. For Koresh and hisgroup, the Book of Revelation was like a script, setting forth in vivid detail that would transpirein instructing them what they should do. Theyrefused to come out of their compound becauseGod was telling them in these verses to wail "alittle longer." But the verse goes on to predictthat they, like the others who had been killed inthe AFT raid on February 28, would also bekilled. They were thus doomed to die—unlessthey could be persuaded that they were misin terpreting these passages.Speaking of the February 28 raid, Koreshlater told an AFT agent: "I knew you werecoming before you knew you were coming."On the morning of that raid Koresh told anundercover AFT agent who was spying on thegroup and whom David suspected was a fed eral agent, "What thou doest, do quickly"(John 13:27). It was as if the entire situation inWaco was locked into a predetermined pattern, set forth in a book written around 96 C.E., dur ing the reign of the Roman emperor Domitian. If Koresh were living "in the fifth seal," didthat make it inevitable that the remaining men, women and children in the Mt. Carmel com pound must also die? Would they provoke aviolent end simply because they felt it was thepredetermined will of God, moving thingsalong to the sixth seal, which was the greatJudgment Day of God?Koresh insisted to the FBI that God had toldhim to "wait" an unspecified time. The FBI,impatient and frustrated, pushed him, asking"how long?" The entire drama was beingplayed out according to a biblical script. The Book of Revelation presented—andpresents—two major difficulties. First, it iswritten in veiled, symbolic language, lendingitself to countless interpretations, often wildand uncontrolled by the normal tenets of bibli cal exegesis. Second, it contains unequivocalstatements about the impending end of the agethat were never literally fulfilled and thusdemand constantly revised interpretation.Ironically, these two problems probably led thebook's inclusion in the canon, as well as itspreservation and popularity. The imprecisesymbolic language allowed for continuousrevisions of interpretations and ingeniousreapplications to subsequent periods and situa tions. In short, the Book of Revelation becamea timeless script of the end-time scenario, everflexible and mobile through time and place. Ithas provided countless movements and groupswith interpretations of their own situations andhas fueled the hopes, dreams and schemes of aperpetually revised apocalyptic agenda.Gradually, Phil Arnold and I had fleshed outthe apocalyptic scenario or script that DavidKoresh and his followers were expecting. Wewere absolutely convinced that Koresh wouldnever surrender to pressure or harassment—which was what the FBI was doing, cutting offthe compound's water and electricity, blaringpainfully loud noise and beaming high-inten sity floodlights at the members day and night toprevent sleep, threatening them, doing anythingto make their lives miserable. Given Koresh'sunderstanding of himself as the messenger oranointed one, who had been appointed to openthe Seven Seals, he would act only as he feltGod was leading him. And the text of the Bookof Revelation was his primary guide.Slowly Phil and I formulated a plan toapproach Koresh with an altemative scenario, seeking to meet him within his own interpretiveworld. We had to convince him that within thecontext of his apocalyptic, properly interpret ing his apocalyptic texts, especially Revelation, there was an altemative path, something else he

We would try to convince him Phil and 1 would talk about the text of Revela that he was not "in the fifth seal"—which tion and its interpretation on Ron Engleman'swould mandate the death of the group. We talk show. Engleman agreed to give us full usewould argue that "a little longer" (or "little sea of air time, and Dick DeGuerin, Koresh's attor son") in Revelation 6:11, after which they ney, who had been meeting with Koresh regu would be killed, could be interpreted as a very larly, assured us that Koresh and his followersextended period. In short, death was not neces would listen to our discussion.sarily imminent. For this, we would rely onOn April 1,1993, in give-and-take-dialogueRevelation 7:1-3, which, if read literally, form, we went live on the air and presented aimplies a considerable delay: "Four angels rather technical discussion of an alternativestanding at the four comers of the earth [hold] interpretation of the Book of Revelation thatback the four winds of the earth. Just to make sureWe would also rely on Revelation 10: An he heard it, we sent a tape of the discussionangel has "a little scroll"; the angel swears there into the compound with Koresh's lawyerwill be no more delay. A voice tells the author to DeGuerin, so Koresh and his followers couldtake the scroll. He does so, but the angel with study it if they wished. It wasn't clear just how much ofmanded to prophesy, presumably based on the our interpretation he had bought, but it wascontent of the scroll, to "many peoples and clear that he was now going to write up thenations and tongues and kings." We would try to decoded message of the Seven Seals and thatconvince Koresh that he must first write this he would then "come out."scroll and transmit it to the people.'i am presently being permitted [by God] to docu The next question was how best to engage ment in structured form the decoded messages of thehim in a discussion of Revelation and its Seven Seals. We decided this would be the threshold of great events. The Seven Seals in writtenbetter way to reach Koresh, at least initially: form are the most sacred information ever."

318Section IX: New Religious MovementsPhil and I were of course elated.Unfortunately, the FBI's reaction was dif ferent. The FBI simply stepped up its pressuretactics, demanding once and for all that Koreshand his people surrender. They thought Koreshwas simply stalling, as they claimed he haddone in the past. Passover, an eight-day Jewishholiday celebrating the freeing of the Israeliteslaves from Egyptian bondage, had just ended.Earlier Koresh had said that after Passover hewould announce his plan for surrender. Koreshhad unintentionally irritated the FBI becauseeach day of the holiday, he announced that itwas Passover. Some FBI agents thoughtPassover was a one-day holiday, the date ofwhich Koresh was changing every day. In theirdaily press briefings, the FBI belittled Koreshas a grade-school dropout who would hardlybe capable of writing a book. They character ized him as a manipulating madman whothought he was God and who interpreted theBible through the barrel of a gun.Nevertheless, the FBI allowed writing sup plies, including typewriter ribbons, to be deliv ered to the Mt. Carmel compound. They didthis as late as Sunday evening, April 18, thevery evening before the final assault. At 5:50Monday morning, they called the compoundand informed the group that if they did not sur render the place would be gassed. SteveSchneider, Koresh's spokesman, was so upsetby this sudden shift in plans that he ripped thecompound's phone from the wall and threw itout the window. A few minutes after six, anarmored combat engineer vehicle with a steelnose began to nudge the comer of the compoimd. A second soon joined in, buckling thewalls. A tank crashed through the front door.Tear gas enveloped the buildings. Rounds ofbullets rained down on the attackers. Shortlyafter noon, explosions rocked the compoundas ammunition stores blew up. Fire soon min gled with the tear gas as 30-mile-per-hourwinds turned the scene into an inferno. Byevening, 86 people, including David Koreshand two dozen children, were dead. The 51-daysiege had ended. Like Jesus, David Koresh was33 years old when he died, and, again likeJesus, he died at about Passover time. One of the few survivors told me the lasttime he saw David Koresh was about 5 a.m.that morning. David had come down from hisroom and looked very tired. He said he hadbeen working most of the night on hismanuscript on the Seven Seals. We can only speculate what Koresh musthave thought when the attack came, as thebuildings shook and the walls were punchedwith holes and tear gas injected. My own viewis that, given his mindset, he can only have con cluded he was in the fifth seal after all, and thatthe remaining Davidians must now die like allthe others. The FBI's attack must have forcedDavid to revise his most recent apocalypticunderstanding. Given this recent turn of events, there was absolutely no chance that he or hisfollowers would "come out and surrender toproper authority," as the FBI loudspeakersdemanded that morning. To Koresh and his fol lowers, the only proper authority was God, notthe forces of the wicked Babylonians. In theirminds, based on Revelation 6:11, they sawtheir deaths as a necessary martyrdom, a selfsacrifice that would lead to the final collapse ofthe enemy and the coming of Jesus Christ.I have not the slightest doubt that DavidKoresh would have surrendered peacefully hadhe been allowed to finish his manuscript.Shortly after fire consumed the compound, some federal agents said they doubted thatKoresh was even working on a manuscript. They took what Koresh had said about God'sallowing him to write the interpretation of theSeven Seals as a ploy to delay matters still fur ther. We now know this was not the case. RuthRiddle, one of the few survivors, had a com puter disk in the right pocket of her jacketwhen she escaped. She had been typingDavid's handwritten manuscript the day beforethe attack. On the disk was his exposition ofthe first seal. The disk is now in the possessionof the federal authorities.
