I.Call to Order, Proof of PostingChairman Meek called the December 14, 2017 meeting of the MPO Policy Board to order at2:02 p.m.Director Evilia stated meeting agendas were posted at the City of Waco and the McLennanCounty Courthouse on December 6, 2017.II.Approval of the October 26, 2017 meeting minutes.Chairman Meek asked for any changes to the minutes.No changes were voiced.Minutes were approved as submitted.Mayor Pro Tem Jim Holmes, City of Waco, arrived at 2:04 p.m. prior to presentation andconsideration of Resolution 2017-3.III.Consideration and Action regarding approval of Resolution 2017-3: Adoption ofAmendment 2 to Connections 2040: The Waco Metropolitan Transportation Plan.A. Staff PresentationPresentation Highlights: Director Evilia stated the City of Waco is the recipient of almost 3 million in federalfunds through the Transportation Alternatives Set-Aside (TASA) Program for 2 mobilityimprovement projects:o Historic Elm Avenue Connectivity Improvements Sidewalks, Bike Lanes,Streetscape 2,484,000 Total Federal Participation 621,000 Local Participation (20% match)o 11th /12th Streets and Gurley Lane Safety Enhancements 475,000 Total Federal Participation 119,000 Local Participation (20% match) Director Evilia explained the purpose for Amendment 2:o To amend the short term financial forecast in the MTP to include the additionaldollars authorized by the Texas Transportation Commission grant awardo To appropriately identify the projects that will use funding award in the MTPo To reassign existing short term project priorities accordingly due toimplementation schedules and fiscal constraint requirements. Public involvement process to solicit public comment initiated on November 8, 2017o Staff conducted 3 public information meetings and a 15 day public commentperiod which concluded on December 6, 2017 It was reported during the meeting no formal comments were received.However, one formal public comment received from Mr. Cuevas Peacockrepresenting Waco Community Development in support of proposedamendment was submitted on 11/30/2017. A project consultant had2

inadvertently collected the comment with others regarding a separatestudy and provided the original comment to MPO staff on December 14.o MPO Technical Committee recommended approval on November 16, 2017B. Public HearingChairman Meek opened the public hearing.No visitors spoke for or against this item.Chairman Meek closed the public hearing.C. Consideration and ActionMotion by Councilman Kinnaird to approve Resolution 2017-3: Adoption of Amendment 2 toConnections 2040: The Waco Metropolitan Transportation Plan.Seconded by Councilman Holmes.Motion passed with a vote of 13-0.IV.Review and Discussion regarding proposed amendments to the MPO Public ParticipationPlan required by the Fixing America’s Surface Transportation Act.Director Evilia explained the Fixing America’s Surface Transportation (FAST) Act requires thefollowing modifications to the MPO Public Participation Plan (PPP) by May 27, 2018.A. Include provisions to solicit comments on all significant Policy Board actions fromthe following (if applicable):a. Public Portsb. Private Providers of TransportationIncluding intercity bus operators, employer-based commuting programs,such as carpool program, vanpool program, transit benefits program,parking cash-out program, shuttle program, or telework programB. Demonstrate consultation with the following:a. Tourism Agenciesb. Agencies involved in Natural Disaster Risk ReductionDirector Evilia stated this means local agencies such as Greyhound, local tourism agencies, andMcLennan County Emergency Management would be afforded more direct input into themetropolitan planning process. Director Evilia added the MPO staff is also using thisopportunity to update the PPP to define FAST Act required performance reporting processes andto incorporate updates to plans and programs.V.Directors ReportA. Request for agenda items to be considered for future meetings.No additional agenda items were requested for future meetings.The next meeting is scheduled for Thursday, February 15, 2018.o Adoption of Safety Targetso Amend TIP to formally program funding for City of Waco TASA projects3

Waco Metropolitan Planning Organization Policy BoardMeeting Date: February 15,2018Agenda Item: Consideration and Action regarding approval of Resolution 2018-1:Adoption of Amendment 3 to the 2017-2020 TransportationImprovement ProgramComments: The Transportation Improvement Program (TIP) identifies transportationprojects for which funds have been committed thus authorizing engineering studies,right of way acquisition, construction, or project implementation between fiscal years2017 and 2020. All projects using federal highway or public transportation funds mustbe identified within the TIP. All projects identified in the TIP must have a formalcommitment for all necessary funding from some source during the TIP timeframe.The City of Waco received an award of 2,959,000 in federal funds from TxDOT as partof the Transportation Alternatives Set Aside program (TASA) to construct the bicycle /pedestrian projects listed below in fiscal year 2019. The City of Waco will contribute therequired additional 20% non-federal match plus the engineering work which is eitheralready complete or underway. The proposed TIP amendment authorizes the use ofthese federal dollars by the MPO to proceed with construction. Waco Metropolitan Planning OrganizationRESOLUTION 2018-1WHEREAS, the Waco Metropolitan Planning Organization was established to identifyand support the implementation of regionally significant transportation projects to addressfuture mobility needs of the Waco Region; and,WHEREAS, the Waco Metropolitan Planning Organization Policy Board is composedof representatives appointed by the elected City Councils and Counties located within thejurisdiction of the MPO as well as the Texas Department of Transportation; and,WHEREAS, Section 134, Title 23, USC requires a comprehensive and continuingtransportation planning process must be carried out cooperatively in order to ensure fundsfor transportation projects are effectively allocated to the Waco Metropolitan Area; and,WHEREAS, Section 134, Title 23, USC requires the development of a TransportationImprovement Program (TIP) for the Waco Metropolitan Area to authorize the programmingof funds for implementation of all regionally significant transportation projects as well as allprojects utilizing federal highway or public transportation funds; and,WHEREAS, the Waco Metropolitan Planning Organization Policy Board adopted the2017-2020 TIP on June 23, 2017 to program funds for such projects through fiscal year2020; and,WHEREAS, on October 26, 2017, the Texas Transportation Commission awarded atotal of 2,958,536 in federal dollars to the City of Waco through the TransportationAlternatives Set Aside Program for 2 bicycle / pedestrian projects to be matched with anadditional 20% non-federal funds.NOW, THEREFORE, BE IT RESOLVED BY THE POLICY BOARD OF THE WACO METROPOLITANPLANNING ORGANIZATION:That the Waco MPO Policy Board hereby amends the 2017-2020 TransportationImprovement Program with the following changes:FY 2019 – Highway ProjectsElm AveN University Parks Dr to Forrest St / Garrison StConstruct continuous sidewalks, bike lanes and streetscape improvementsConstruction Phase: 3,105,000Federal Funds: 2,484,000P.O. Waco Metropolitan Planning Organization Policy BoardMeeting Date: February 15,2018Agenda Item: Consideration and Action regarding approval of Resolution 2018-2: WacoMPO support of safety targets established by the Texas Department ofTransportation in accordance with requirements identified as part of theFixing America’s Surface Transportation (FAST) ActComments: The Fixing America’s Surface Transportation (FAST) Act requires theMetropolitan Transportation Plan (MTP) and the Transportation Improvement Program(TIP) to demonstrate a performance based decision process that ties back to regionalperformance targets. The FAST Act requires MPOs to establish regional performancestandards and to meet subsequent reporting requirements. These standards can be tosupport those adopted by either the State DOT or regional transit agencies, whicheveris applicable.The Safety Performance Rule establishes safety performance requirements to assessfatalities and serious injuries on all public roads. It also outlines the process for StateDOTs and MPOs to establish and report their safety targets, and the process that FHWAwill use to assess whether State DOTs and/or MPOs have met or made significantprogress toward meeting their safety targets.TxDOT adopted 2018 safety performance targets for Texas on Aug 31, 2017 for fivefederally required safety performance measures. These targets are applicable to allpublic roads in Texas regardless of ownership. The MPO can either adopt a separate setof targets for transit assets or support the targets approved by Waco Transit. Bysupporting TxDOT targets, the MPO would evaluate projects within the MTP and TIPbased on whether they assist TxDOT in achieving their safety targets. The FAST Actrequires MPO action regarding safety targets on or before February 27, 2018.The TxDOT targets were discussed during the October 26, 2017 Policy Board meeting.The MPO Technical Committee recommendation is to support the TxDOT targets.Subsequently MPO staff solicited public input into the Technical Committeerecommendation. Metropolitan Planning Organization Safety Performance MeasuresFact SheetSafety Performance MeasuresThe Safety Performance Management Measures regulation supports the Highway SafetyImprovement Program (HSIP) and requires State Departments of Transportation (DOTs) and Metropolitan PlanningOrganizations (MPOs) to set HSIP targets for 5 safety performance measures. This document highlights therequirements specific to MPOs and provides a comparison of MPOand State DOT responsibilities.HSIP Safety Targets Established by MPOs1How do MPOs establish HSIP targets?Number of fatalitiesCoordination is the key for all stakeholders in setting HSIP targets.Stakeholders should work together to share data, review strategies2 Rate of fatalitiesand understand outcomes.
