Dr.Harris is a 1986 graduate of UM-St.Louis School of Optometry. He is currently Chief of Externships and theMinority Affairs Advisor. Dr. Harrisalso maintains a private practice in St.Louis.Other optometrists installed by Dr.Robert Koetting during the ceremonyinclude Dr. Larry Davis (assistant professor of optometry), Dr. DouglasHuff, Dr. Deborah Kerber (‘92), Dr.Larry Ernst (‘90) and Dr. Craig Sorce(‘92). Goldberg (‘84)and his wife Wendy are currently living in Chesterfield, Missouri withtheir children Benjamin (9), Danny (7)and Joshua (1). Dr. Goldberg foundedAmerican Home Vision, Inc., a practice devoted entirely to eyecare fornursing home residents as well as theVision Enhancement Corporationwhich provides low vision aids to thepartially-sighted. He and his wife areinvolved with the Tpheris IsraelChevra Kadisha synagogue and theirchildren’s school, the Epstein HebrewAcademy.(See e-mail address p. 6).Dr. Scott Haugen (‘84) and hiswife, Patti, live in Ft. Collins,Colorado where he practices optometry. (See e-mail address p. 6).Dr. William A. Lynch, Jr. (‘85)practices full scope optometry inCuba, Missouri. He and his wife,Marge, enjoy living in rural Missouri.Dr. Lynch served nine years inConnecticut as a vocational missionary. He is active in the Lion’s Club,Chamber of Commerce and his localchurch. He has been quite busy starting his private practice from scratchsince August of 1996 and performingpublic speaking engagements aboutthe importance of regular eye care.The Lynches will celebrate their second wedding anniversary July 29,1997. Congratulations!Dr. Steve Rice (‘87) is practicingoptometry and residing in Springfield,MO. He and his wife, Karen, havetwo children, Kevin (6) and Stephanie(4). Dr. Rice is President of theRotary Club and is involved in community activities such as the EasterSeals Telethon and the United Way.(School Briefs continued on page 5)2Vol. 9, No. 2, Summer 1997A Note From the Interim DeanAs you can see from this EyeWire the School of Optometry continues to move forward, with new initiatives and partnerships.The distinguished speaker endowment series will bring Dr. Harry Quigley, a foremost scholar and clinician on glaucoma to the UM-St. Louis campus.The faculty, students and administration of the School of Optometry continue todevelop fruitful relationships with the Missouri Optometric Association.We have expanded our fund raising activities for student scholarships by establishing the A.M. Skeffington Memorial Scholarship. This scholarship joins the Robert A.Koetting Scholarship in School of Optometry’s named scholarship program.The School has just finalized its first vision service agreement with the employeesand families of a local community. The agreement calls for the School of Optometry toprovide comprehensive vision examinations and a full range of services for participatingindividuals. We are excited about this development in our clinical program.This issue is mostly about the new graduates of the School of Optometry. This is atalented group of optometrists, with many accomplishments. We are proud of all ofthem. We welcome them into the School of Optometry alumni community.Ralph P. E yeWireTHE5Missouri Optometric Association Reportby Zoe Lyle, Executive Director of the MOAOn Wednesday, May 14, 1997House Bill 335, The Managed CareBill was agreed to and passed.Included in this bill is language allowing for direct access to a specialist fora higher co-pay and strong anti-discrimination language.THIS BILL STATES:A health carrier shall not discriminate between health care professionalswhen selecting such professionals forenrollment in the network or whenreferring enrollees for health care services to be provided by such healthcare professional who is acting withinthe scope of his professional license.Except for good cause a healthcarrier shall be prohibited form discriminating between eye care providerswhen selecting among providers ofhealth services for enrollment in thenetwork, and when referring enrolleesfor health services provided within thescope of those professional licenses.For the purposes of this section, aneye care provider may be either annoptometrist licensed pursuant toChapter 336, RSMo, or a physicianwho specializes in ophthamologicmedicine, licensed pursuant to Chapter334, RSMo.Also, on Tuesday, May 27, 1997the MOA was pleased that Dr. RalphGarzia and Dr. Gerald Franzel accompanied Executive Director Zoe Lyle ona series of meetings with MissouriExecutive Branch leaders. Meetingswere held with the Director ofDepartment of Insurance, Deputy ofDivision of Medical Services and theDirector of the Department of Health.A.M. Skeffington Scholarship Fund to beawarded annually in increments of 2100to students enrolled in the School ofOptometry. Each year the committee willselect a recipient(s) who best personifiesthe clinical and academic principles promulgated by Dr. Skeffington.The fund is named after the eminentoptometrist, Dr. Arthur Martin Skeffington who dedicated his life to thebetterment of optometry. He developedthe theory that vision is a learned skill,and with proper training, people could seemore efficiently. Skeffington and theOptometric Extension Program transformed optometry from a business of fitting glasses in a jewelry store to a profession dedicated to the patient.He was able to integrate the knowledge of his profession with that of otherdisciplines, examine the vast collection ofknowledge in a new light, and ultimatelyrevolutionize concepts of clinical care.Robert L. Mobley, O.D., full-timemember of the clinical faculty at UM-St.Louis, initiated the concept of the annualSkeffington Scholarship. A plaque,donated by the St. Louis OptometricSociety, will feature the recipients’ namesand will be proudly displayed in theSchool of Optometry.The A.M. Skeffington Scholarshipjoins the Robert A. Koetting Scholarshipin the School of Optometry’s fund raisingprogram.
