IntroductionIndigenous Works is seeking a consultant who will develop materials and deliverinformation sessions and social media campaigns for a project entitled ‘IncreasingIndigenous Workforce Participation in Disengaged Sectors of the Economy’. The materialsare due March 31, 2018. This is a government funded project with a budget in the rangeof 125-150K.By 12:00 p.m.(CST) on Thursday February 1, 2018, interested companies with the relevantexpertise and experience are requested to submit an electronic copy of their briefproposal to the attention of Kelly Lendsay, President/CEO Indigenous Works and CraigHall, Chief Operating Officer.1Overview of Deliverables Required for this RFPThe materials, information sessions and social media campaigns required for this projectare as follows: Develop a brief business scan of ‘disengaged sectors’ which have historically had lowcorporate/Indigenous engagement. Examples could include healthcare, agri-food orocean-marine, others). Conduct 15 interviews with people in those sectors (includingyouth) to confirm issues and obstacles for Indigenous entry to dis-engaged sectors andobstacles for companies in those sectors to recruit Indigenous youth, issues pertainingto Indigenous youth and their transition to workplaces/ supports employers can offerthem to smooth the transition. Develop 4-8 webinars (of those deliver 4 webinars) and develop/deliver two (2) ½ dayin-person learning sessions, with a target of 30 participants for each webinar/sessionthemed for disengaged employers in different sectors/geographic locations andrecorded for future dissemination. Topics and exact number of webinars will bedecided with the contractor selected for this project. Topics will focus on Indigenousrecruitment/retention strategies, workplace inclusion, demographics of Indigenoustalent pool, how to locate and access Indigenous talent, attraction strategies etc. Complete 12 video vignettes featuring interviews with business leaders and Indigenousyouth in dialogue about subject matters which support the content and themes coveredin the webinars/information sessions, social media campaigns and learning segment; Produce a minimum of 6 tip sheets developed on various aspects of Indigenousrecruitment/ retention, workplace and workforce strategies;1If you have questions about this RFP prior to the due date, please contact Kelly Lendsay Klendsay@indigenousworks.caand 306.291.0424 or Craig Hall Chall@indigenousworks.ca and 902.665.2257pg. 2

Launch 3 sector-specific social media campaigns, each lasting about 3 weeks andfocusing on issues pertaining to Indigenous recruitment, advancement and retention,etc.; Produce 1 learning segment (composite video featuring many or all of the videovignettes) that will provide information and materials for disengaged employers tolearn more about why, where and how to recruit Indigenous people as well as how todesign and offer a supportive/ inclusive workplace. Write a final summary report about the materials produced and the informationsessions and social media campaigns (for submission to ESDC).Additional information is offered in the appendix to this proposal call.About Indigenous WorksIndigenous Works mandate is to increase the engagement of Indigenous people in theCanadian economy. We were founded as a non-profit national organization in 1998 as arecommendation from the 1996 Report on the Royal Commission on Aboriginal Peoples.For years we operated as the 'Aboriginal Human Resource Council' prior to our namechange in November 2016.Indigenous Works is governed by a Board of Directors with private sector, Indigenouseconomic development corporations and independent directors. Our Indigenous non-profitbusiness is supported by companies/organizations that access our memberships, servicesand products to improve workplace inclusion and Indigenous/non-Indigenous partnerships.We leverage public and private sector funding to advance research and special projectswhich support our mandate.For 20 years, we have worked with companies and organizations to strengthen theirperformance and results in Indigenous employment, workplace engagement and inclusion.Indigenous Works now has expanded its mandate with a focus on developing long-termauthentic partnerships between Canadian companies and Indigenous organizations in orderto increase Indigenous employment, business and social development.Backgrounder: Requirements for Materials, Information Sessions andSocial Media Campaigns for this ProjectIndigenous Works wants to develop Indigenous workplace and workforce informationmaterials and provide information to companies and sectors that have historically had fewengagements with Indigenous people or Indigenous employment organizations. We wantto encourage ‘disengaged’ companies and industry organizations to become more open topg. 3

the possibility of hiring Indigenous people in the future. They need help with the ‘why’and ‘how’ of Indigenous employment. Currently, Indigenous people lack entry points tojobs in those disengaged sectors because there are not enough employers that havedeveloped Indigenous workplace and workforce readiness strategies nor do many have theinclination to recruit Indigenous people.New research suggests that more than five in six Canadian businesses are completelydisengaged from Indigenous people and communities. The opportunity now is to view thismetric as an incentive and for disengaged employers to commit to learn why and how torecruit from a fast-growing community that has much to offer – Canada’s Indigenouspeople.In October 2017 Indigenous Works released new research which surveyed more than 511Canadian medium and large businesses about their Indigenous partnerships. IndigenousWorks hired Malatest, a research company. They examined not only the extent to whichthese companies and organizations engage with Indigenous communities, but also thesystems, structures and supports they have in place to spur employment and build longterm relations with Indigenous people and communities. The survey revealed that mostare lacking.The findings divide corporate Canada into four broad groups with 85 percent of thosecompanies surveyed fitting within the “disengaged majority” category. These arebusinesses that have not prioritized Indigenous engagement in any way. As a consequence,their Indigenous employment numbers are low and they have no meaningful strategies inplace to recruit Indigenous people or to create a workplace which is attractive andsupportive to Indigenous employees.Although the findings of the Malatest report suggest a high level of disengagement amongCanada’s medium and large employers, it also found that these businesses may be willingto employ more Indigenous people, given the right incentives. 2 The problem, it seems, isthat most do not understand how, or have not been incented, to start.Through this project, Indigenous Works will respond to the issues and opportunitiesidentified in the Malatest survey. It will develop materials and offer learning sessions inperson, through webinars and social media which seek to encourage and incentivizemedium and large disengaged employers to develop Indigenous workforce and workplacestrategies which enable them to recruit, advance and retain Indigenous people.It will achieve this in three ways:1. Develop, package and disseminate Indigenous workplace and workforce information todisengaged medium and large employers;2Malatest is the research firm which Indigenous Works hired in 2017 to complete the survey of 511 companies toexamine the level and extent to which the corporate sector has engagements/partnerships with the Indigenouscommunity.pg. 4

2. Provide learning sessions where disengaged employers can learn more about why,where and how to recruit Indigenous people as well as how to design and offersupportive inclusive workplaces;3. Build and disseminate social media awareness campaigns that feature vignettes ofbusiness leaders with testimonies that encourage disengaged employers to increasetheir Indigenous employment numbers and explain how.Through this project Indigenous Works will focus its attention on the responses of nearlyone-third of the companies who participated in the Malatest survey and who indicatedthey would be willing to employ Indigenous people if they were approached withinformation and supports. Thirty percent stated that a change in labour-force dynamicswould convince them to change their practices, and 68 percent said that they wouldconsider introducing employment strategies if they were to receive guidance fromIndigenous groups or other businesses with proven partnership track records in Indigenousemployment.Proposal RequirementsWe are seeking responses from companies that will prepare the materials and deliver theinformation sessions/webinars, social media campaigns and video. In a brief proposal (afew pages) outline the following: Team and Work Experience Ability to complete the project within the project budget and timelines Project Management and Completion experienceProposals should be short with emphasis on past experience and current team abilities.Three examples of past work will be helpful (e.g. links to videos or sample webinars)Project Phases1. Translation of materials, webinars and social media into French or dual language.Contractor FeesThe contract signed with the successful consultant(s) will be a fixed price contract.In consideration of the contractor satisfactorily completing all obligations under thiscontract, the contractor shall be paid a firm price based on deliverables, goods andservices tax extra. No increase in the total liability of Indigenous Works resulting from anydesign changes, modifications or interpretations of the specifications will be authorized orpaid to the contractor unless changes, modifications or interpretations to the agreedscope of work have been approved by the President and CEO prior to their incorporationin the work. Ten per cent of the contract price will be withheld until full review ofdeliverables is made.Process for Consultant SelectionOnce the responses to the RFP have been received and reviewed a contractor will beselected and a contract will be developed. We would anticipate this being completed anda contract in place by February 2, 2018.Evaluation Criteria Relevant past experience (20%) Ability to complete or exceed the job requirements in alignment with the scopeoutlined in this proposal call (20%) Understanding and experience working with Indigenous people, businesses andorganizations. Appendix 1 - Notes on Project Deliverables Important - Indigenous Works is delivering a Roundtable event in Ottawa onFebruary 8 with an estimated attendance of 65 Indigenous, government, businessand other leaders from across the country. This event will provide an opportunityto videotape (in an adjacent room to where the roundtable will be held) themajority of interviews/ vignettes needed for the project materials etc. We mayconsider a second video shoot in the greater Toronto area in conjunction with oneor both of the in-person learning sessions (which could be delivered ‘back toback’); Indigenous Works has some materials, scripts etc. that will be useful in thecompletion of webinars, in-person sessions and learning segment; Indigenous Works will meet with the selected contractor to agree on and formalizea project workplan at the commencement of the project. At this meeting we willdiscuss webinar themes, storylines etc. and discuss what materials we have whichcould feed into the development of scripts etc.; The objective of this project is to develop some high-quality brandedEnglish/French information materials which can be used multiple times. We wantprofessionally produced materials with studio sound quality, broadcast qualityvideo and quality designs and graphics; Indigenous Works maintains a network of social media contacts. We are looking forways of building out that reach into disengaged sectors; Our preference is to award one contract to a company that can do all componentsof the work. But we reserve the right to unbundle the work into several differentcontracts according to specializations offered in proposal responses.
