UNITED STATES DEPARTMENT OF AGRICULTUREFarm Service AgencyWashington, DC 20250Notice CM-684For: FSA EmployeesUpdated People’s Garden Initiative (PGI) Time and Attendance PoliciesApproved by: Acting Administrator1OverviewA BackgroundThe Secretary announced PGI in February 2009, and challenged USDA employees, as wellas non-USDA organizations across the United States, to create their own People’s Gardens.The Secretary reaffirmed this message to all employees in July 2009.On September 9, 2009, the FSA Administrator, NRCS Chief, and RD Under Secretary issueda joint memorandum supporting the Secretary’s message about PGI that encouragedemployees from the respective agencies to cooperate toward PGI goals and gave examples ofPGI activities. See Exhibit 1.Subsequently, a memorandum (Exhibit 2) was sent from DAFO to all SED’s onSeptember 21, 2009, providing for the following: additional details on PGInaming State PGI POC’sguidance on using existing operating expense funds for PGIbrief summary on employee time and assistance.Notice CM-667 was issued in April 2010 to provide additional guidance on PGI time andattendance policies. Volunteer hours supporting PGI shall becompleted outside the employee’s regular tour of duty, during normal lunch hours, or duringannual leave time.B Working on PGI Within Position DescriptionIf work to further PGI aligns directly with an employee’s position description, the employeemay continue with work as usual on regular time with supervisor awareness and approval.C Working on PGI Outside Position DescriptionIf an employee’s supervisor determines that PGI activities do not directly fit within anemployee’s position description, the following provisions apply. Employees may use up to 40 hours of regular time per FY to work on PGI with priorapproval from their supervisor. Additional regular time or administrative leave hours to work on PGI may be granted atthe discretion of the Administrator, SED, or delegated representative. Regular time or administrative leave hours to further PGI must be completed within eachemployee’s regular tour of duty.Note: These hours supplement the volunteer hours employees contribute and will assist insustaining the PGI gardens over time.6-7-11Page 2

Notice CM-6843Policy (Continued)D Conflicts With Other ResponsibilitiesWork towards PGI may not interfere with an employee’s duties and responsibilities outlinedin the position description.E Credit and Compensatory Time for PGICredit or compensatory time may not be earned for PGI activities.4DocumentationA Reporting PGI GardensAll gardens for which PGI hours are completed must be listed in the USDA PGI databaseavailable at http://www.pubinfo.usda.gov/garden. In the lower left hand corner, click theorange button, “JOIN THE MOVEMENT” and then in the top right hand corner click thegreen button, “If you are a USDA Employee Enter Here”. Employees may enter or edit PGIgardens and request signs in the database using their eAuthentication ID.Gardens may also be added to the PGI database by private individuals or organizations,according to the following.Step1ActionSubmit application online at http://www.pubinfo.usda.gov/garden by clicking theorange button, “JOIN THE MOVEMENT in the lower left hand corner.Request an eAuthentication ID from USDA. This should take about 10 minutes.Instructions on how to do this will be e-mailed to the applicant once the applicationis approved.Enter the garden in the database.23B Recording PGI HoursWhen the WebTA employee entry with the Activity Reporting System is implemented in anoffice, employees in that office shall record PGI hours by selecting program code “NP” andthe activity code “Garden”.Note: If there are problems using these codes in WebTA, contact Mitzi Lankford by eitherof the following: 6-7-11email at mitzi.lankford@wdc.usda.govtelephone at 202-720-0510.Page 3

Notice CM-6845Funding AvailabilityA Existing AllotmentsNo additional funding has been provided in any office’s FY 2011 allotments to coverpurchases that may be made for PGI supplies or services. The cost of such purchases mustbe covered within existing allotments.B BOC’sSee 98-FI, Exhibit 27 for all BOC’s. An appropriate BOC should be selected for anypurchases made relative to this initiative. For example, the purchase of seeds by theMaryland State Office would be coded to line of accounting 18402484000000, BOC 2620.The same purchases by a County Office employee in St. Mary’s County, Maryland would becoded to line of accounting 18724037000000, BOC 2620. BOC 2620 is for Scientific andExperimental Supplies. However, because of limited funding in FY 2011, offices may not beable to procure additional supplies or equipment for PGI this FY.6ActionA National and State Office ActionNational and State Offices shall implement the provisions of this notice.B County Office ActionCounty Offices shall implement the provisions of this notice.6-7-11Page 4
