Executive SummaryThe Blacktown Housing Strategy sets out a 20-year housing vision forBlacktown City as it grows and changes. It supports the Blacktown LocalStrategic Planning Statement 2020 and Central City District Plan.The Housing Strategy identifies a variety of housingforms and densities to promote housing choice andaffordability within the City, along with design quality.It provides opportunities to create more vibrant andsustainable places to live by concentrating higher densityhousing close to public transport nodes, infrastructure,jobs and services. IntroductionBlacktown’s statutory planning contextState Environmental Planning PoliciesThere are a number of State Environmental PlanningPolicies that regulate housing development in the City.These are: State Environmental Planning Policy (Sydney RegionGrowth Centres) 2006 The Growth Centres SEPPprovides the primary statutory framework forurban development within the North West GrowthArea (NWGA). There are 12 Precincts in the NWGAin our City, each at different stages of planningand development.Current projections suggest that the NWGA willprovide capacity for 85,000 dwellings, housing250,000 people. Infrastructure needs to keep pacewith this level of growth to ensure that new residentshave equitable access to services and infrastructure. State Environmental Planning Policy(Affordable Rental Housing) 2009The ARHSEPP sets out the regulations for thedevelopment and maintenance of affordable rentalhousing within the State. It covers housing typesincluding infill affordable housing, secondarydwellings, boarding houses and social housing,and intends to increase the supply and diversityof affordable rental housing through incentives ofconcessions on standards. State Environmental Planning Policy No. 70Affordable Housing (Revised Schemes)SEPP 70 promotes the delivery and maintenance ofaffordable housing by enabling councils to preparecontributions schemes and to levy contributions foraffordable housing in certain areas. After identifyingaffordable housing needs in the City, Councils arerequired to amend their Local Environmental Plan(LEP) to reference the contribution schemes. State Environmental Planning Policy (Housing forSeniors or People with a Disability) 2004SEPP Housing for Seniors and People with a Disabilityaims to facilitate the provision of housing that willincrease the supply and diversity of residences thatmeets the needs of seniors or people with a disability.The aim of the policy is to ensure all people haveaccess to well-designed affordable housing that islocated in close proximity to services and transportoptions, resulting in improved quality of life. State Environmental Planning Policy(Building Sustainability Index: BASIX) 2004The BASIX SEPP sets minimum environmentalperformance benchmarks to encourage sustainabledevelopment, such as reducing greenhouse gasemissions or reducing household electricity andwater uses. The minimum target is required to beachieved before a BASIX Certificate is generatedand development consent is granted for works to becarried out. State Environmental Planning Policy No. 65 – DesignQuality for Residential Apartment DevelopmentSEPP 65 establishes development controls forresidential flat developments to ensure the deliveryof a more consistent approach of good apartmentdesign and assessment. The Apartment Design Guideexplains how to apply the principles within SEPP65 to the design of new apartments.
