Addressing Unmet Economic Needs HUD calculated unmet economic needs limit the potential use ofCDBG-DR for economic recovery– COVID-19 is not included in the disaster declaration associatedwith this funding allocation– Other funds are available to address the economic impact ofCOVID-19DED has determined that housing, infrastructure, and planningrepresent the best use of CDBG-DR funds in the current environment18

Allocation of Funding80% is allocated for the “Most-Impacted and Distressed” (MID) Area whichincludes Dodge, Douglas, and Sarpy counties.20

Nebraska’s CDBG-DR ProgramsINFRASTRUCTUREHOUSINGPLANNING 63,491,100 allocatedfor infrastructureprograms or 58.3% ofthe total allocation. 37,000,000 allocatedfor housing programs or34% of the totalallocation. 3,000,000 allocated forplanning programs or2.8% of the totalallocation.21

Infrastructure Program Federal Emergency Management Agency (FEMA) provides fundingfor disaster recovery.– The FEMA Public Assistance (PA) program provides funding torepair or rebuild infrastructure.– The FEMA Hazard Mitigation Grant Program (HMGP) providesfunding for projects that mitigate risks from future disasters.For each program, FEMA funds 75% of the project cost, while localjurisdictions are responsible for the remaining 25%FEDERAL SHARE (75%)LOCALSHARE(25%)The local share can be a significant burden on communities post-disaster.22
