MISSION STATEMENT OF THE PACIFIC NORTHWEST SECTION:The Pacific Northwest Section exists to serve the members and grow the game.THE PGA PROFESSIONAL GOLF MANAGEMENT PROGRAMThis packet has been developed to assist you in entering and proceeding through The PGA Professional Golf ManagementProgram (PGA PGM). Please read it carefully. They are capablebusinesspeople in what has become a multi-billion dollar industry serving the more than 24 million people who play thegame. The PGA Professional Golf Management Program (PGA PGM) will prepare golf professionals to effectively carryout these many roles.The new nationally delivered program emphasizes practical application of state-of-the-art skills and knowledge, along withsophisticated work activities, and is designed to give PGA Associates the ability to add value to their golf facilities. Whenyou graduate from the PGA PGM, you’ll be ready to provide exceptional service to customers, employers, fellowprofessionals, and the game of golf.For the aspiring PGA golf professional, the PGA PGM will be the start of a lifelong process of learning new skills, polishingold ones, and becoming even better at dealing with the people, the game and the business of golf. And as a result, golfitself will continue to become a better and even more popular game.PGA PGM OVERVIEW:The PGA Professional Golf Management Program (PGA PGM) is a three-level program consisting of seminars, workexperience activities, self-study courses, and testing. Self-study courses allow you to proceed at a comfortable andconvenient pace and prepare for the seminar experience.The program was redesigned in 2010 and focuses on a series of online self-directed and pre-seminar courses to preparefor the intensive one-week programs at the PGA Education Center in Port St. Lucie, Florida. Each of the three levels of theprogram focuses on different aspects of the golf business to provide a base knowledge level for your development as aPGA professional.You will prepare for each seminar, attend classes at the PGA Education Center and then return home and complete yourtesting through a regional computer-based testing agency, often located at a nearby university.For complete information about the Professional Golf Management Program go to www.pga.org.You will find program requirements, estimated costs, course descriptions, and timelines. The Program Aspiring registrants must first clear a background check to begin the registration process. Access to this site isthrough www.pga.org. Applicants need to purchase and review the five qualifying level courses in order to be eligible to register for thequalifying test at the PGA Partnered test company with local test centers throughout the country.PGA PGM Level One Applicants pay associate fees and Level 1 online courses fees. Pre-seminar activities must be completed prior toattending Level 1 seminars.Level 1 courses are delivered via seminars and self-study.Associates attend five days of Level 1 seminars at the PGA Education Center in Port St. Lucie, Florida.Associates complete a web-based work experience portfolio including activities covering all the Level 1 courses.Associates are then eligible to register for Level 1 tests at the PGA-partnered test company with local test centersthroughout the country.PGA PGM Level Two After passing Level 1 knowledge tests, the associate pays access fees for Level 2 online courses. ACCEPTABLE PROGRESS POLICYSuccessful Completion of Level 1 - Two years (24 months) from Level 1 Start Date Level 1 Testing must be successfully completed within two years of the Level 1 Start Date. If the Level 1 Testingis not successfully completed within two years of the Level 1 Start Date, the PGA Associate is put on suspensionuntil the Level 1 Testing is completed. If the Level 1 Testing is not completed within four years of the Level 1 StartDate, the PGA Associate is terminated. After termination, if the Level 1 Testing is completed within six years ofthe Level 1 Start Date, the former PGA Associate may re-register and continue in the PGA PGM Program. If notcompleted within six years, the former PGA Associate may request early termination of Acceptable Progress ormust wait until eight years past the Level 1 Start date to re-register and must complete the PGA PGM Program inits entirety.Successful Completion of Level 2 – Two years (24 months) from Level 1 Completion Date Level 2 Testing must be successfully completed within two years of the Level 2 Start Date. If the PGA Associate does not become elected within eight years of the Level 1 Start Date, thePGA Associate is terminated from the program and must complete the PGA PGM Program again in its entirety,including passing the PAT.Important Notes:1.Timelines above are based on your initial Level 1 Start Date. Eligible EmploymentEligible employment is important to your participation in the PGA Professional Golf Management Program. You must be eligiblyemployed to register, to earn experience credits and to play in Section and Chapter events.Eligible employment for PGA Associates is defined as:1) As a Head Professional (B-1, B-2 or B-7), Director of Golf (B-4) or General Manager (B-13) at a "PGA” Recognized GolfCourse" or "PGA Recognized Golf Range."Only one PGA Associate per facility is eligible to register and earn credits in any of these classifications: B-1, B-2, B-4, B-7, orB-13.2) As a Teaching Professional (B-6) or Assistant Professional (B-8) at a "PGA Recognized Golf Course," "PGA Recognized GolfRange," or "PGA Recognized Golf School."3) As a professional (B-9) position in management, development, ownership, operation and/or financing of facilities.4) The term "Golf Clinician" (B-10) shall refer to an individual whose main source of income is golf shows or clinics.5) As an Administrator (B-11) at the PGA of America National Office, PGA Section, PGA Tour or LPGA Office.6) Individuals (B-12) who are employed as golf coaches at accredited colleges, universities and junior colleges.7) "Director of Instruction" (B-14) shall refer to an individual who is managing, supervising and directing the total teachingprogram at a PGA Recognized Golf School or PGA Recognized Facility.8) Individuals (B-15) whose primary employment is ownership or management of golf products or services at a "PGARecognized Retail Facility" provided such employment specifically excludes primary employment as a clerk.9) Individuals (B-16) who are primarily employed in the design of golf courses as architects or individuals who are primarilyemployed in an ownership or management capacity as golf course builders.10) Individuals (B-17) primarily employed in the management of all activities in relation to maintenance, operation andmanagement of a golf course. Individuals in this classification are required to satisfy the criteria of either a Golf CourseSuperintendent or Assistant Golf Course Superintendent as defined by the Golf Course Superintendent's Association ofAmerica.11) Individuals (B-18) primarily employed in the reporting, editing, writing or publishing of golf-related publications in any form ofmedia (inclusive of, but not necessarily limited to, newspapers, magazines, the Internet) or in the broadcasting orcommentating about golf events on network television, cable networks, the Internet or any other form of related media.12) Individuals (B-19) primarily employed in an executive, administrative or supervisory position with a golf industrymanufacturer or golf industry distributor.13) Individuals (B-20) primarily employed by one or more golf manufacturing or distributing companies involved in the wholesalesales and distribution of golf merchandise or golf-related supplies to golf facilities, retail stores or any other golf outlets.14) Individuals (B-21) primarily employed in the coordination, planning and implementation of golf events for organizations,businesses, or associations15) Individuals (B-22) primarily employed in the provision of services as a rules official for recognized golf associations,recognized golf tours or recognized golf events16) Individuals (B-23) primarily employed in the business of club fitting must use a recognized fitting system or a comparablesystem, must have all the necessary equipment normally PGA Associated with club fitting and must have access to a PGARecognized Golf Range or a range at a PGA Recognized Golf Course to monitor ball flight. Individuals primarily employed inclub repair must have an established place of business with all necessary equipment normally PGA Associated with clubrepair or must service one or more golf tours or series of golf events.Page 6

PNW Section PGA Associate Mentoring ProgramPGA ASSOCIATE MENTORING PROGRAM – Effective 1/2015The Basics:To retain active status with the Section, PGA Associates are required to attend one PGA Education Seminar, attend one PGA Meetingand compete in one PGA Tournament each calendar year.PGA Associates that fail to satisfy any or all the three requirements above shall be placed in “Inactive” status with the Section andlose their Section and Chapter playing privileges. Playing privileges may be restored through a process of meeting with a Sectionmentor and following the program developed in this meeting to regain “Active” status and restore the PGA Associates playingprivileges.PGA Associates suspended by the PGA of America will remain suspended until released by the PGA of America. Such PGAAssociates are subject to the Education and Meeting requirements of this provision.Qualifying Activities:1. PGA Education – includes Section, Chapter and National education workshops and seminars at least two hours in length.Attendance must be in person. The following do not qualify for this requirement - on-line or video attendance, vendorspecific training, CPR, facility training and the like. Attendance of a PGA PGM Level does satisfy this requirement.2.PGA Meeting – includes Section, Chapter and National meetings. Attendance must be in person. Primarily meetingsinclude – Section/Chapter Spring and Fall Meetings and the PGA National Annual Meeting. With the prior approval of theSection, this activity may include Section/Chapter Town Hall meetings provided such meetings include at least oneSection/Chapter officer, are at least two hours in length and focus on Section/Chapter issues and business. The following donot qualify – allied association meetings, committee meetings, board meetings, crackerbarrels and the like.3.PGA Tournament – includes Section, Chapter and National events. Championships and Pro-Am’s owned and operated bythe PGA qualify. PGA Associates who have not fully satisfied the PAT may use a PAT to satisfy this requirement.Unofficial events within the Section do not qualify – such as Blue Mountain Best Ball, Fall Tour, Lilac Open, Montana Open,and the like. To meet the PGA Tournament requirement, PGA Associates with a physical disability may apply to the ChiefExecutive Officer for an accommodation.4.Seasonal Proration – PGA Associates joining the Section between April 1 and September 30 are required to fulfill any two ofthe requirements. PGA Associates joining the Section after September 30 have no requirement for the current year. Thisproration applies to the first year of registration with the Section. The full requirement must be satisfied by seasonaltransfer/employees in all subsequent years.Mentoring and Restoring Active Status/Playing Privileges1. PGA Associates placed in Inactive status shall meet with a Section Mentor to develop a plan to satisfy the current deficiencyand successfully satisfy future requirements.2.PGA Associates will be required to satisfy the specific deficiency – Education, Meeting, or Playing before being restored toActive status and full playing privileges.Questions/Clarifications: National Suspensions – PGA Associates suspended by the PGA of America will remain suspended until released by the PGAof America. Such PGA Associates are still subject to the Education and Meeting requirements of this provision and theplaying requirement during periods not suspend by the PGA of America.Page 8

PLAYING PRIVILEGESSECTION AND CHAPTER PLAYING PRIVILEGESTo be able to compete in the tournament activities of any Chapter of the Section, or of the Section, PGA Associates must meeteligibility requirements as defined below:1.2.Must be an eligibly employed registered PGA of America PGA Associate.Attend Section Orientation/Interview.SUSPENSION OF PLAYING PRIVILEGESTo retain active status with the Section, PGA Associates are required to attend one PGA Education Seminar, attend onePGA Meeting and compete in one PGA Tournament each calendar year.PGA Associates that fail to satisfy any or all of the three requirements above shall be placed in “Inactive” status with theSection and lose their Section and Chapter playing privileges. Playing privileges may be restored through a process ofmeeting with a Section mentor and following the program developed in this meeting to regain “Active” status and restorethe PGA Associates playing privileges.Those wishing to obtain credit for attending or participating in a national meeting, education program or tournament areresponsible for reporting their attendance or participation to the Section Office.PLAYERS CARDPGA Associates should return their completed Players Card agreement to the Section office.Players Card can be found in this packet and in the Tournament Regulations section of the Member Handbook.PGA Reciprocal PlayPGA Members and PGA Associates are sometimes afforded the opportunity to play as a guest at courses within the Section. This is aprivilege extended at the discretion of the host course and is in no way a ‘right’ of PGA affiliation. It is important that PGA Associatesdiscuss this process with their head professional and follow the procedure your employer prescribes. Abuse of this privilege is a Codeof Ethics violation and can affect your membership.In general: Call the golf course you want to play and talk to the Head Golf Professional. (Your head professional may prefer to make thiscall.)o Tailor your request to the play schedule of the host course. Ask when you could play that would be most welcome bythe host course. Offer to pay the appropriate fees. Often you will be offered a reduced fee. No charge is a real privilege, don’t expect it. The opportunity to bring guests may not be available. If you are planning on bringing guests make this clear to the hostprofessional and offer to pay full rate for them. (Don’t assume they will be offered a reduced rate). Make sure your entire party arrives at the appropriate time. At private facilities, too early is as inappropriate as too late. Wear proper attire. This includes long pants (no denim) and a collared shirt. Your guests should wear a collared shirt as well. Keep a pace of play customary at the host facility. You are responsible for your entire group. Respect the golf course by driving the golf cars properly and by not being disruptive to other golfers on the course. You are aguest of the host professional and your groups conduct reflects on your host. Following your round, always thank the golf professional staff for allowing you to play.**Remember you are a guest of the facility and you are representing the PGA of America. Treat the facility and the staff the way youwould want to be treated.Page 9

BAD CHECK AND PAST DUE ACCOUNTS POLICY - REGULATIONWORTHLESS CHECKSFirst offense - 25.00 fine, check will be re-deposited in five business days.Procedure: telephone contact and letter written prior to redeposit. 20 days no response - reminder letterwith Past Due Accounts wording.Second offense - 50.00 fine, check re-deposited in five business days. No check writing privileges for rest of calendaryear.Procedure: telephone contact and certified letter written prior to redeposit. 20 days no response - reminderletter with Past Due Accounts wording.Third offense - (includes NSF #2 that may have come back a second time) - Immediate suspension of playing privileges.Suspension will continue six (6) months from date amount due is received at the appropriate office. Check writing privilegesare suspended for the following calendar year. Suspension of playing privileges will be altered to reflect seasonal schedules.A person writing a check during the time where their check writing privileges are suspended will be fined 50.00 peroccurrence.If a check is received and cannot be re-deposited for any reason (i.e. account closed), the person’s entry into that activitywill be rejected.Appeals - Fine appeals will be heard by the appropriate CEO. In the case where there is no CEO, the Chapter Board willappoint a person to hear appeals from their board, excluding officers. Appeals must be received in writing and include totalamount due within 14 days of notification. This appeal will be responded to within 14 days.The decision of the CEO or Board Appointee can be appealed in writing to the appropriate officers committee, whosedecision shall be final, within 14 days of receipt of the original appeal decision.PAST DUE ACCOUNTS30 days past due-Immediate suspension of playing privileges. Playing privileges will be reinstated when the total amountdue is received at the appropriate office. (Procedure allows chapters to apply this suspension of playing privileges)60 days past due - Playing privileges are suspended for six months from the date the total amount due is received at theappropriate office. (Procedure calls for Section CEO to apply this suspension)90 days past due - Code of Ethics proceedings will begin.SUSPENSIONSYou can be suspended and lose your playing privileges for various reasons. FREQUENTLY ASKED QUESTIONSQuestion: When will I be a “PGA Associate”?Answer:You will be an officially registered PGA Associate when you have cleared the background check, completed and passed theQualifying Courses, passed the PAT (at least provisionally), completed the PGA Associate registration process, paid all duesand fees and had your application approved by the PGA of America.Question: As a PGA Associate, may I use the PGA logo?Answer:Only PGA Members may use the PGA logo.Question: When do I get to play in events?Answer:As a PGA Associate you will be able to compete in the Chapter/Section events, provided you have completed the following:1.2.Must be an eligibly employed registered PGA Associate.Attend Section Orientation/Interview.Question: What will cause me to lose my playing privileges?Answer:PGA Associate playing privileges may be revoked for a number of reasons. PACIFIC NORTHWEST SECTION PLAYER'S CARD TERMS AND CONDITIONSfrom: Tournament Regulations Section 26. PLAYER'S CARD/COOPERATING DATE PROGRAMThis section applies to participation by Pacific Northwest Section professionals (except current "TOUR" members)in any event held within the boundaries of the PNW Section.Summary: The purpose of this program is to ensure the quality of section and chapter tournament programs through schedulecoordination. Events involving PGA professionals, held within the boundaries of the section, will be divided into two categories- official and unrecognized. Professionals holding a "Player's Card" will be given entry priority, in section and chapter events, over non-cardholders. In exchange for this priority, "Player's Card" holders agree to give official events and events priority and not participate in"unrecognized" events that are held on conflicting dates. No constraints will be placed on non-card holders, however, these professionalswill have a lower entry priority in section and chapter events.
